This initiative will support UNESCO’s contribution to the International Year of Rangelands and Pastoralists (IYRP 2026) and preparations for UNCCD COP17. It will promote the recognition of pastoralist knowledge systems and sustainable rangeland management practices through policy dialogue, knowledge-sharing, communication products, and engagement with Member States, Indigenous Peoples and local communities. Activities will contribute to raising awareness of the cultural, educational, environmental and socio-economic importance of rangelands and pastoralism, while highlighting UNESCO’s role in supporting sustainable livelihoods, biodiversity conservation and climate resilience.

Hundreds of communities in different eco-regions (mountain, hill and low land tarai) of the country, are maintaining bio-cultural conservation practices in Nepal. Appropriate legal recognition of bio-cultural practices of these communities has become one o f the crucial but critical policy issues in Nepal. Numbers of new legislations are under formulation with little inputs from forest communities, civil society organisations including the youths. Studies, knowledge and capacities of youths are vital for the sustainability of bio-cultural conservation practices and critical and constructive public policy debates in Nepal's ongoing policy making processes. However, presence as well as voices of the youths in bio-cultural conservation practices and ongoing publ ic policy debates is completely absent. This project is developed to contribute in this policy gap. The expected result of the proposed project is better functioning and appropriate recognition of the bio-cultural conservation practices of forest communiti es through enhanced knowledge and leadership capacity of youths for the effective and sustainable bio-cultural conservation practices and constructive public policy debates in federal Nepal. This project aims to develop knowledge and leadership capacity of youths by facilitating them in self-documentation, self-analysis and self-dissemination of the knowledge on bio-cultural conservation practices so as to promote their effective participation in conservation practices and networking with concerned CSOs for public policy debates. The youths studying in grade 9 to 12 in four piloting sites (representing three eco-regions of the country) and all the community members in the respective piloting sites will be direct beneficiaries of the proposed project. Similar ly, all the members of ICCA Network Nepal (an informal civil society network formed by 29 local forest and conservation communities-"Indigenous and Community Conserved Areas-ICCA") including related CSOs will also be benefited from the collaboration and pa rtnership for policy advocacy and lobby. The institutional capacity of CSOs DPOs freed Haliya groups and CBOs will be strengthened and as a result they will have the means to advocate in a stru ctured manner for their rights.Through capacity building and building dialogue as well as cross learning visits political participation in the democratic practices will be increased. In the 2022 elections the political representation of Haliyas is expected to raise thus providing new pathways for promotion of rights within the democratic system. In Chitwan and Dang districts forestry and fish-f arming are male dominated sectors where decision-power and access to direct benefits are held by men. Traditional roles low education levels and lack of targeted services limit women?s opportunities in these sectors. Climate and non-climate hazards aggrava te livelihood insecurity and especially women in the marginalized groups are in risk to fall beyond safety nets.The project enables women to seize a centric role in terms of decision-making and direct economic benefits in fish-farming and forest value-chai ns. Farmers organizations hold a crucial role in breaking discriminating structures and transforming production towards resilient pathways. The project engages 18 organizations which commit to non-discrimination provide targeted services for women and boos t the presentation of their 1200 women members? interest. New policy mechanisms are established linking women producers with local governments? decision making. Local organizations engage their members and communities (5450 men and women) to embrace rights and responsibilities and to seize emerging opportunities in climate-smart production value-addition and bio-products.Women improve resilience of fish-farming and non-timber forest products NTFP value-chains as the farmers organizations promote risk mitiga tion and climate-smart practices. This project seeks to improve Lhomi children?s right to quality learning increase efficiency of learning and develop their cognitive skills to attain desired learning outcomes. Some 700 Lhomi children and their parents will directly benefit within the proj ect period.About 6000 Lhomi people who speak Lhomi as their first language live in the Himalayas in Nepal. There is total of 14 public schools in which there are in total about 150 pupils per grade level. When starting school these children have little or no knowledge of the Nepali language which is used as the language of tuition. Children in Nepal have the right to free education in their own language. For Lhomi children this right is not currently materialized. Partially because of the language barrier c hildren are not achieving the desired learning outcomes. This also contributes to high dropouts.The previous phase of this project focused on improving the quality of education in the pre-primary level. A large proportion of the children involved have atta ined basic literacy. In order to achieve minimum proficiency levels in reading and math there is a need for further development of Lhomi education.This project is seeking to improve the rest of the primary school from grade 2 to 5. The main objective of th is intervention is to improve learning outcomes in public schools. Quality mother tongue-based learning materials will be produced and all teachers will be trained. It is important that the local key stakeholders become actively engaged. Therefore parents teachers school management committees and education authorities will be trained to become aware of their responsibilities and motivated to improve children?s learning. In each school there will be awareness raising meetings for parents. In these community events parents - mainly mothers - and teachers will discuss education and other children's wellbeing issues.Wycliffe Raamatunkääntäjät (WRK) partners with Nepal Lhomi Society (NELHOS) who is responsible for implementation. No Finnish personnel are invo lved in the operational implementation of the project. WRK and NELHOS have 10 years of shared experience on similar projects.

The project will take place in ten wards (smallest administ rative unit of Nepal's governance structure) covering 40 schools and all villages. Following the devastating impacts of COVID-19, countries throughout Asia and the Pacific are transforming their higher education systems to enhance regional mobility and improve employability. There are growing challenges among Member States in the region to assess and fairly recognize international qualifications and new micro-credentials from short-term programs. To facilitate cross-border mobility, action plans must strengthen commitment and networks to support students and professionals throughout Asia and the Pacific. Based on the achievements of the project “Regional Quality Tools to Facilitate the Cross-border Mobility of Students” (2019-2023), UNESCO Bangkok proposes to develop joint action plans to facilitate mobility and cross-border recognition of qualifications for students and professionals in the Asia-Pacific region. As Secretariat of the Asia-Pacific Network of National Information Centres (APNNIC) under the Tokyo Convention, UNESCO Bangkok is a platform for evidence-based policy development and action planning to ensure fair and transparent recognition of qualifications and increased learner and professional mobility. The aim of this project is to develop national action plans to increase student and faulty mobility and facilitate the recognition of qualifications in Asia and the Pacific. Strong and inclusive university networks are key enablers for mobility, educational innovation, and regional integration in Asia-Pacific. Increasing regional mobility of young scholars and enhancing inter-university networks will multiply strategic collaborations and strengthen integration for sustainable growth. The area is home for ex-bonded labour such as Haliya, Kamaiya and Kamlaries who have still limited access to land, livelihood opportunities and basic social service facilities. Dalits (so called untouchable gr oups) are another most marginalized groups living in the area. As they are occupational caste, they have very limited access to production resources such as land and capital to diversify livelihood opportunities. Single women are another category of vulner able groups in Nepal. Due to deep-rooted patriarchal social architecture and prevalent social norms, single women have to face several attitudinal barriers limiting them to access services and opportunity to earn their livelihood. #4. The main objective a nd the expected results:#The main objective of the project is to strengthen social and economic status of most marginalized groups in Far Western region through promoting livelihood with access to finance and business literacy. The project aims to diversif y income options for target groups through skill development, entrepreneurship training, enhanced production, value addition and marketing of farm and off farm-based products. Target groups, particularly vulnerable women, will enhance their access to finan ce through affiliation in cooperative and capacity building in cooperative management and leadership. In the coming years, policy advocacy will play a crucial role in influencing local laws and policymaking processes on behalf of the marginalized groups, as well as to establish platforms to promote dialogue between the people and the service providers. #4. Womens participation in local level decision-making is still rare in Sindhuli and one of the major obstacles for women to realize their social economic and political rights. Prevalent ge nder based violence is a human rights violation and a strong barrier for women empowerment.#4. The main objective and the expected results:#The project aims to contribute to social and economic empowerment of women through the establishment and strengtheni ng of women-led local cooperatives, capacity building and advocacy towards local government on womens rights. Women, particularly from the socially marginalized and economically poor groups, will increase their access to business/income opportunities throu gh enhanced technical and entrepreneurship skills and better market linkages. In spring 2020 the Nepal Ministry of Education and the Nepal Education Cluster have jointly developed a separate COVID-19 adaptation plan (COVID-19 Education Cluster Contingency Plan - Nepal Education Cluster 2020) for the education sector programme SSDP ( The School Sector Development Plan). The Ministry of Education made a general request for all donors including Finland of additional funding for covid-19 emergency response.The overall objective of the Education Cluster Contingency Plan is to prevent the s pread of COVID-19 from education institutions into local communities by providing safe learning environments by putting in place appropriate prevention measures in Nepalese schools. To achieve this objective the immediate response of the Education Cluster will focus on a) Ensuring adequate capacity for management and coordination during the response period b) Strengthening prevention and resilience within the school system and among students teachers parents and caregivers and c) Support Continuity of Educa tion/Learning for all children in all areas including children with disabilities and from marginalized backgrounds.Finland's financial contrbution for the implementation of the Education Cluster Contingency Plan for COVID-19 is EUR 2 514 999. The support w ill be channeled and monitored as part of Nepal School Sector Development Plan (SSDP) programme. The School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its De velopment Partners. In the project a hybrid electricity system based on wind and photovoltaic will be installed in very remote Chumjung village in dry upland area of Upper Mustang in the northernmost Nepal. The one-kilowatt windmill will be constructed locally from Nepalese materials. Reliability to village electrification will be provided by 3 kW solar electricity system. Direct beneficiaries include around 130 persons in 40 households. Also village school will receive electricity. Village Electrification Committee (VEC) wi ll be responsible for all decision making during project implementation and post-construction including operation and management of the system, as well as sets the electricity tariffs for households. The desired development impact of the project is the so cio-economic upliftment of the last-mile community through the use of modern energy services, and improved promotion of solar wind hybrid technology through demonstration for communities in similar geographical locations of Nepal. The anticipated outcomes of project are: Electrification of the current households and the only primary school in Chumjung village. Enhanced capacity of local users to operate and manage installed energy system. Project partner is Nepalese NGO Energy, Environment Research and Deve lopment Centre (EERDC), which works to improve the livelihoods of rural people by providing sustainable and renewable energy technologies. 1. Project: 11883 Upscaling of skills training and technical education for employment programme (STEP) #2. Project area and Country: Kailali and Dadeldhura districts in Far-West of Nepal #3. Project justification: #The population of Haliyas, Kamaiyas and K amalaris (HKK) are comparatively high in the Far West of Nepal. The region has limited opportunities for unskilled youths to engage in wage and self-employment work. The project targets youths from Haliya, Kamaiya, Kamalaris and Badi communities. These com munities are considered to be the most marginalized and vulnerable groups due to high incidence of poverty, illiteracy and human rights violence. The youths from these communities are heavily migrated to Indian cities for employment opportunities or are co mpelled to engage in low paying and high risk works to generate income for their families. TVET can support these target youths from remote area to live dignified life. However, due to high demand upon TVET to youths and concentration of TVET service provi ders in urban areas, the access of quality TVET is challenge for these target groups. #4. The main objective and the expected results: #The project aims to increase awareness and access to market focused quality vocational skills training to marginalized a nd vulnerable women and youths for their gainful employment. Strengthened advocacy and partnership among TVET stakeholders will be promoted for creating income and employment opportunities for trained youths and women.#5. 1. Project: 11752 Strengthening community resilience through sustainable livelihood#2. Project area and Country: Sindhuli district, Nepal#3. Project justification: #The Sindhuli area is mainly resided by marginalized and ethnic minority groups such Tamang, Danuwar and Majhi along with others caste groups. The economic and social development status of target groups (socially marginalized and ethnic minority groups) is low. Womens engagement in social and economic development initiatives is limited regardless their huge contribution for family economy. Awareness of women on possible options for income generation and services available from the government agencies is very limited. The local population in the target area do not have reliable access to finance as financial intuitions are located mostly in urban centres. #4. The main objective and the expected results: #The main objective of the project is to contribute for poverty reduction in remote Village Development Committees of Sindhuli district. The project aims to strengthen social and economic status of socially marginalized groups through enhancing access to finance, engagement in appropriate enterprises and social empowerment. Local population, including socially marginalized groups, will diversify their income from access to finance, farm + off farm based enterprises and business development. Governance at local level will be strengthened and communities will access government services in line with the prevailing policies. The project will support the es tablishment of new cooperatives and strengthening the capacity of existing cooperatives. Furthermore, it will support vocational training and creation of sustainable linkages to profitable markets at national level.#5.
