ADHICAR - Enhancing Dignified Life of Freed Haliyas in Nepal
The action is designed to answer to some of the most severe needs and challenges of the freed Haliya communities, women within Haliya and PwDs in the targeted communities, in the context of the new federal structure, and to offer means to their respective CSOs to demand and advocate for the fulfilment of their rights. Through capacitating and empowering the selected CSOs to have suitable tools and frameworks for evidence-based advocacy, the most marginalized people groups will have an opportunity to become agents for change and participate, contribute and benefit from the newly established federal structures and processes. The project will strengthen collective voices and participation of freed Haliya, women within the freed Haliya community and PwDs as rights holders to fulfil their rights and to access entitlements as provisioned in the laws, policies and programs. The institutional capacity of CSOs, DPOs, freed Haliya groups and CBOs will be strengthened and as a result they will have the means to advocate in a structured manner for their rights. Through capacity building and building dialogue as well as cross learning visits, political participation in the democratic practices will be increased. In the 2022 elections the political representation of Haliyas is expected to raise, thus providing new pathways for promotion of rights within the democratic system. Moreover, the target groups will be engaged in extensive ESC rights monitoring through ESCR mobile app. The local co-applicants will gain increased technical and management capacity through the collaboration within the consortium, and they can take this knowledge further to their partners during and after the completion of the action. The activities will be implemented together with all the applicants of the Action and in cooperation with the rights holders, duty bearers and stakeholders of the Action.
