Strengthening and Expanding the Community Model of Mental Health Care in Nepal
90%data completenessPrevalence of mental health disorders is high in rural parts of Nepal and access to mental health services can be very limited due to challenges in awareness recognition and treatment options. The project aims to promote mental health and increase access t o mental health services in public health network within the districts of Lamjung and Dhading. Specific aims are to 1) promote mental health awareness and reduce stigma related to problems with mental health 2) increase accessibility and effectiveness of m ental health treatment in government health facilities and 3) empower community and people with mental disorders to advocate their rights and better access to treatment. The focus is on strengthening primary level outpatient treatment in line with WHO's re commendations and Nepal's National Mental Health Policy of 2017. The project implements a similar model that was previously adapted to Dang district. The model is based on strengthening already existing public health structures from health posts to special ized psychiatric hospitals by training health workers already publicly employed to recognize refer and treat mental health issues as well as raising citizens? awareness through workshops and advocacy. Local and district level mental health groups are estab lished to promote the rights of mentally ill people and enable citizens participation in decision making. Public health network is engaged in project activities and meetings to ensure continuity of mental health services after end of the project. Lastly me ntal health workshops are held for migrant workers in Kathmandu in collaboration with SASK. A qualitative study will be conducted to understand factors impacting migrant workers? mental health.

Cultural Heritage - A Driver of Climate Action for resilient World Heritage Cities & Towns in Asia and the Pacific

This has become one of the most significant threats to World Heritage properties in recent times by potentially impacting their Outstanding Universal Value, and their potential for economic and social development at the local level. In response, the project will strengthen the resilience of World Heritage Towns and Cities in the Asia-Pacific region against climate impacts by enhancing the role of cultural heritage in climate action. It will remove barriers and support World Heritage cities across three outcome areas providing, increased knowledge, enhanced engagement, and increased policy recognition on climate action. Project outputs include a regional survey of World Heritage Cities, multi-disciplinary research, convening a regional meeting, testing innovative climate solutions, piloting a climate action toolkit/guidance, and sharing policy lessons and good practices with policy makers.

KFIT Action Plans for University Networks and Mobility in Asia-Pacific

To facilitate cross-border mobility, action plans must strengthen commitment and networks to support students and professionals throughout Asia and the Pacific. Based on the achievements of the project “Regional Quality Tools to Facilitate the Cross-border Mobility of Students” (2019-2023), UNESCO Bangkok proposes to develop joint action plans to facilitate mobility and cross-border recognition of qualifications for students and professionals in the Asia-Pacific region. As Secretariat of the Asia-Pacific Network of National Information Centres (APNNIC) under the Tokyo Convention, UNESCO Bangkok is a platform for evidence-based policy development and action planning to ensure fair and transparent recognition of qualifications and increased learner and professional mobility. The aim of this project is to develop national action plans to increase student and faulty mobility and facilitate the recognition of qualifications in Asia and the Pacific. Strong and inclusive university networks are key enablers for mobility, educational innovation, and regional integration in Asia-Pacific. Increasing regional mobility of young scholars and enhancing inter-university networks will multiply strategic collaborations and strengthen integration for sustainable growth. F.a: Formalizing Informal Work in the Health Sector
80%data completenessThe objective of the project is to improve the rights, working conditions and job security of the female volunteer workers in the health care sector in Nepal. The trade unions mobilizing the volunteer health workers have created a joint trade union platfor m, in order to jointly reinforce the mass power and strengthen the identity as real workers who deserve the benefits and remuneration for the tasks they perform. The weak situation of the volunteers will be raised into the national debate and people´s con sciousness. The long-term aim of the project is to ensure that volunteer health workers are recognized as permanent public employees. In Nepal, there are 50 000 volunteer health workers, who do life-saving priceless work in communities under the Female Com munity Health Volunteer (FCHV) -program. Their working terms are highly informal, despite the fact, that their work is to produce regular and vital public health services. The group of FCHVs represent the single largest segment of informal public services workers in Nepal. These women do not get any salary, only some of their work expenses are reimbursed, and they are economically in a very vulnerable position. The FCHVs do regular and vital work that saves lives of mothers and infants in rural areas, witho ut any benefits of a normal employee status. As a result of the project, the unions create a joint charter of demands. Based on the charter and a baseline study conducted in 2017, an advocacy campaign to formalize the employment of the FCHVs is launched. A large part of the health volunteers work in rural areas and for that reason the information sharing and union communication will be extended geographically to cover also rural areas. Trade union leaders and activists are trained in strategic planning, cam paigning and labor legislation. The project benefits the female community health workers of Nepal. The project is implemented by Public Services International (PSI) together with its member unions HEPON, NEVA and ANWHVWU.

This very popular youth (majority male) out-migration has resulted feminization of agriculture in the villages of Nepal. Also, a huge amount of farmland has been abandoned, and the remaining women farmers have moved away from multi crops / multi plants tradition to single crops / single plant practices in the name of commercialization of farming. That is how rural Nepal has been being converted from biodiversity friendly places t o a completely different farmland. In this project aim is to advance following issues: #- Advance discussion on the importance of maintaining biodiversity #- Facilitate newly emerged women farmers to understand sustainable livelihood and benefits in mainta ining biodiversity while doing farming.#- Let rural youths to have comparative perspectives of out-migration for similar unskilled jobs vs. continue doing farming in the village #- Facilitate understanding of newly elected leadership about the above mentio ned themes. #- Engage with other CBOs in the line of open space to popularise alternative ideas, plans and policies. #Following activities are planned:# Avail platform for rural women farmers to understand benefits of maintaining biodiversity for the hu mankind, and how it helps increasing their incomes for their own livelihood. # Engage with youths (both returnees and aspirants for out-migration without any skills) so that the aspirants know the true picture of out-migration by the returnees, that eventu ally encourages them not to go out for similar unskilled jobs but retain in the village. # Give publicity of above mentioned activities to encourage other women and youths from project uncovered areas not only by publishing newsletters, books, journal arti cles, op-ed, etc., but also by organising regional and national consortiums and networks under the banner of Nepal Social Forum, Asian Social Forum, Forum for Sustainable Development, etc. #Though the direct beneficiaries of the project will be rural wo men, youths and elected representatives of a few villages, people of Nepal will be indirectly benefited from the project.#The project is implemented by SADED-Nepal in the rural areas of Kavre, Dolakha and Nuwakot Districts. A tentative plan is to cover 19 village communities in the project. National dialogues and Social Forum related activities will be in Kathmandu and Lalitpur districts of Nepal.

The area is home for ex-bonded labour such as Haliya, Kamaiya and Kamlaries who have still limited access to land, livelihood opportunities and basic social service facilities. Dalits (so called untouchable gr oups) are another most marginalized groups living in the area. As they are occupational caste, they have very limited access to production resources such as land and capital to diversify livelihood opportunities. Single women are another category of vulner able groups in Nepal. Due to deep-rooted patriarchal social architecture and prevalent social norms, single women have to face several attitudinal barriers limiting them to access services and opportunity to earn their livelihood. #4. The main objective a nd the expected results:#The main objective of the project is to strengthen social and economic status of most marginalized groups in Far Western region through promoting livelihood with access to finance and business literacy. The project aims to diversif y income options for target groups through skill development, entrepreneurship training, enhanced production, value addition and marketing of farm and off farm-based products. Target groups, particularly vulnerable women, will enhance their access to finan ce through affiliation in cooperative and capacity building in cooperative management and leadership. Strong networks of marginalized groups will be established at target villages and rural municipality level to advocate livelihood and rehabilitation issue s towards local government and push forward their issues for higher-level advocacy as follow up against government commitment to these groups. #5. The Dalits have limited access to education and information and their social participation is limited. The status of women and girls is low. Yet, they lack the cap acity and skills to address these challenges. Their social mobility is limited and they have limited access to alternative livelihood opportunities and income. #The implementation of rights based on the provisions in the 2015 constitution and legislation i s weak. Communities and their leaders lack knowledge and information about how to exercise their rights and fulfil their duties. In the coming years, policy advocacy will play a crucial role in influencing local laws and policymaking processes on behalf of the marginalized groups, as well as to establish platforms to promote dialogue between the people and the service providers. #4. The main objective and expected results:#The main objective of the project is to increase the participation of Dalits and the poorest rural communities in social and economic activities, local structures and decision-making that affect their lives. This will be accomplished through enhanced access to social and economic capital and opportunities and increased knowledge and eviden ce based advocacy for the inclusion and equality of the target groups. Prevalent ge nder based violence is a human rights violation and a strong barrier for women empowerment.#4. The main objective and the expected results:#The project aims to contribute to social and economic empowerment of women through the establishment and strengtheni ng of women-led local cooperatives, capacity building and advocacy towards local government on womens rights. Women, particularly from the socially marginalized and economically poor groups, will increase their access to business/income opportunities throu gh enhanced technical and entrepreneurship skills and better market linkages. The only issue that lacks the normative framework is of issues relating to forced migrants who categorically are refugees and asylum seekers. The project is dedicated for the population who are in vulnerable conditions resulting from the absence of such laws and policies. The project aims at meeting the expected outcomes of legal prot ection through four mutually reinforcing approaches: i) empowering the refugee community by creating a pool of paralegals through a Paralegal Short Course ii) Instantaneous address of legal challenges faced by beneficiaries through a law clinic and mobil e legal clinics iii) Public advocacy through outreach, dialogues/discussions, information campaigns, and workshops and iv) Closed-door meetings with host community organizations including law enforcement and administrative officials, members of judiciary a nd civil society, Community Based Organizations (CBOs) and other relevant stakeholders not limiting up the official channels. This helps in sensitizing the authorities to be more responsible towards the issues on public service delivery mechanism and existing issues need to address in changing structure and context, concerns with the local people. The project focuses on monitoring the local and provincial government's action plan a nd guidelines, services delivery mechanism, if they are in line with the human rights based approach or not and also regarding their proper and effective implementation. The local governments have been granted sweeping powers both in terms of budget and th e decision making powers. However, there is also a risk of such powers being abused as we have seen irregularities involving the all-party mechanisms in the past. With the project’s initiative of capacitating both the local people and elected members, t he project aims to minimize such risk and make the local government strengthen inter-relations among the federation, province and local level by distributing the resources and means judiciously. The newly elected representatives especially the judicial com mittees will be capacitated to demonstrate efficient leadership by engaging citizens and local people in the development activities so as to develop a sense of ownership in local decision making and service delivery. This way, the project initiatives expec t to enhance the relationship between right holder and duty bearers at the local and provincial level aiming to protect the fundamental human rights of the people.
