F.a: Increasing access of local people to public resources and govt. services/entitlements in regards to education, food and health in Nepal

Referring to the recently formed Federal Structural Governmental in Nepal, the project entitled Increasing access of local people especially disadvantaged groups to public resources and govt. services/entitlements in regards to education, food and health i n Nepal” intends to make local people including women and indigenous people aware of the economic, social and cultural (ESC) rights alongside capacitating the newly elected local bodies on the issues. This helps in sensitizing the authorities to be more responsible towards the issues on public service delivery mechanism and existing issues need to address in changing structure and context, concerns with the local people. The project focuses on monitoring the local and provincial government's action plan a nd guidelines, services delivery mechanism, if they are in line with the human rights based approach or not and also regarding their proper and effective implementation. The local governments have been granted sweeping powers both in terms of budget and th e decision making powers. However, there is also a risk of such powers being abused as we have seen irregularities involving the all-party mechanisms in the past. With the project’s initiative of capacitating both the local people and elected members, t he project aims to minimize such risk and make the local government strengthen inter-relations among the federation, province and local level by distributing the resources and means judiciously. The newly elected representatives especially the judicial com mittees will be capacitated to demonstrate efficient leadership by engaging citizens and local people in the development activities so as to develop a sense of ownership in local decision making and service delivery. This way, the project initiatives expec t to enhance the relationship between right holder and duty bearers at the local and provincial level aiming to protect the fundamental human rights of the people.
