Development projects in Nepal

CWISH had launched a project on Enhancing Child Protection System (ECPS I) from 2010-2013. ECPS I developed the capacity of government agencies and formed a National Child Protection Alliance (NCPA) of CSOs to carry out local level child protection movemen t. But the government agencies are yet to be made accountable to the legal and policy provisions. Nepal has formulated various laws and ratified international conventions regarding child protection, however it is yet to devise a structure that independentl y monitors the cases of child right violations. In this regard this project has been proposed to form a strong watch dog mechanism and to increase accountability of the government agenciesThe project has been proposed with the following overall objective: Children in Nepal are enjoying childhood in a caring safe and protected environment The specific objectives are:?Civil Society Organizations are working actively for the monitoring of the children right situation ? Government service providing agencies are working with increased accountability in their duty towards children Direct beneficiaries of the project are:? 75 CSOs and their 1000 members and 700 child right activists? 700 government officials in the district level who controls services delivered in the district level? 7000 children victim of violation of their right (whos cases are referred)In order to meet the objectives the project will extend and strengthen network of NCPA in all the 75 districts of Nepal capacitate them in monitoring detection an d referral of the cases of violation of child right. Hot line service and radio awareness program will be launched to make the community child protection mechanism aware about child right and to encourage them report cases of violation. Accountability tool s like citizen?s charter checklist of Entitlement and Social Audit will be promoted to increase transparency and accountability of the government.The project creates a new monitoring structure by working with the existing dutybearers of government and NCPA .The project makes provision of 50% participation of women in decision making level therefore taking gender equality into consideration. It also reduces inequalities by promoting the right of the marginalized children by working on a strong monitoring syst em.It indirectly contributes to climate sustainability by empowering local communities and civil societies to increase their access to resources.

The extension phase is necessary for achieving sustainability of the mobilization processes started during 2010-2012. The established women's groups will be continued but at the same time also other community based thematic groups will be strengthened su ch as water users groups and community forest users groups. Women's participation in elections and local government will be promoted by training.In the environmental health component the financial support will be geared more towards ultrapoor households. T hey will benefit from EcoSan toilet components and smokeless stove components provided by the project. For other beneficiaries support will be mainly technical advice and training for ensuring the proper location and construction of toilets their maintenan ce and utilization of urine and compost in organic farming. This component will be coordinated with the VDC and District level water sanitation and hygiene coordination committees' work aiming at Open Defecation Free Devichaur. The technical inputs are i ntegrated with preventive health awareness through the Female Community Health Volunteers (FCHV) who will continue to be capacitated.The income generation activities (IGA) will be continued and experiences from pilot projects disseminated within Devichaur. Training providing microloans and facilitating the services and financing from District offices will be used to obtain the goal of poverty alleviation with women's role as the main cross-cutting aspect. The environmental sustainability of the new IGA p roducts will be ensured taking into consideration climate change resilience such as erosion risk mitigation.

There are seven development partners in the Joint Financial A greement with the Ministry of Education of Nepal. Finnish water projects have supported the government of Nepal in developing decentralized community based water and sanitation approach and working modalities since 1990. Project in Devchuli Nepal is an extension to WaterFinns NAPA WASH project in Nepal in 2014-2016. There is great potential in developing the area to the next level in water quality and sanitation by capacity building in municipality and ward level trainings and minor construction to ensure the long term sustainability based on self-reliance of the communities. There is a need to increase understanding and awareness of sustainability of WASH services and facilities in user committees ward and municipality level. There is a clear demand for a continuation project after NAPA WASH; Devchuli area has basic level water and sanitation services however the quality of water and skill of maintaining WSP are not still sufficient and therefore causes health issues. The overall project objective is to improve the self-reliance of Devchuli communities to sustain their WASH services at acceptable good level to ensure safe drinking water and healthy hygienic environment for the whole community. This is done by applying tested Operation + Maintenance and Management practices new technologies and capacity buil ding at the community ward and municipality level. The project is situated in Devchuli municipality in Nawalparasi Nepal. Devchuli has a population of 34912 with 6336 individual households which all are direct or indirect beneficiaries of the project. Proj ect management is done by WaterFinns Finland with the local partner Center for Appropriate Technology Nepal (CATN) in Nepal in addition to the Devchuli municipality. Project?s beneficiaries are the users of WASH services in Devichuli Municipality.The proje ct is designed also to support the Sustainable Development Goals (SDG) especially of 5. Gender equality 6. Clean water and sanitation 10. Reduced inequalities and 13. Climate action. The project will integrate Climate Change Adaptation and Disaster Risk Re duction measures in the WASH process e.g. the WSP aiming to minimize the impacts of weather induced disasters.

The unions participating in the project continue organizing forest workers, with the aim of getting 10?000 new members in four years. Occupational health and safety measures continue to reduce the number of accidents and injuries in forestry work. The unio ns advocate for legislation that influences interest representation of forestry workers, and participate in cooperation with environmental organizations to promote sustainable green jobs. The major problems of the forestry sector are unstable work relatio nships and dangerous working conditions. Awareness of rights, collective bargaining and union density have before the project been low, and before 2016 workers of the sector were not even officially recognized as workers. The project activities have brough t around 20?000 new members to the unions, and close to 12?000 people have participated diverse types of trainings and advocacy work. Almost 2?000 people have through cooperatives gained additional income to supplement the forestry work, making use of othe r products of the forest, such as tree leave plates, mushrooms, berries and honey. The cooperation with environmental organizations, especially WWF, has reduced tensions between forestry workers and environmentalists by fitting together sustainable forestr y and conservation, as well as nature tourism. This last project phase ensures the continuity and sustainability of the work done in the current target regions and through spreading the successful models of action to a few new districts. The project benef its Nepalese forestry workers and their families through improved income and safety, as well as the participating unions through strengthened membership base, negotiation position and cooperation in advocacy work. The main actors of the project are BWI NAC (Building and Wood Workers’ International Nepal Affiliates Committee) as the coordinating cooperation body and its affiliates CAWUN (Construction and Allied Workers’ Union in Nepal), CUPPEC (Central Union of Painters, Plumbers, Electro and Constructio n in Nepal) and ANCWU (All Nepal Construction Workers’ Union) that implement the project in cooperation with WWF Nepal.
