Development projects in Nepal

The proposed project is a continuation of an earlier project. The project will be implemented in Rautahat District and it focuses on four major interventions, a) support to involve targeted women in farming, b) support to improve targeted women?s social an d economic entrepreneurial capacity, c) support to include targeted women?s food security, food sovereignty and biodiversity related needs and concerns inlocal government?s policies, strategies and plans, and d) advocate for providing land to the landless Dalits and Dalit women. Through the project it is expected that: a) Dalit women get land and have their ownership, do farming, produce their food by themselves and start to make their lives secured in food, b) Dalit women engage in climate and disaster res ilient farming with the diversification of high value crops so that, they experience impervious, better-off and comfortable lives in the society, and c) Dalit women become able to incorporate their plans into local government?s program and budget and get c ontinue support in future too. Women groups from the earlier project area will continue to produce vegetables in their habitat areas or lease the land. They will also be involved in diversification of nutritious and high value vegetable crops by advancing their knowledge and skills. Continued social mobilization and capacity building process will empower them to raise their voices for land and food rights strongly and also integrate their real needs into local government?s annual programs. The new addition al groups will be capacitated to adjust with the existing groups. The project will continue with existing seven groups of 160 households in Rautahat District. There will be addition of maximum seven groups of the poorest, marginalized and landless Dalits women in Madhesh, totalling more than 150 households. Hence, there will be more than 300 women producers or households as direct beneficiaries and around 150 indirect beneficiaries (elected representatives and citizens). HIMAWANTI Nepal in technical suppor t with WLCN (Women Leading for Change in Natural Resource Management) will cooperate with local government. HIMAWANTI Nepal will also regularly coordinate with district level Land Rights Forum, Dalit organizations, other concerned stakeholders related to a griculture, livestock, land and province government to for effective implementation of the project.

In Nepal, the Electricity Bill and Renewable Energy Bill are in the drafting process and will be submitted to the parliament during 2020. During this process, private sector has been actively providing efforts for maximizing their benefits, however the voi ce of vulnerable groups and marginalized communities who are in extreme energy poverty, and are unable to afford the electricity tariff and connection cost, is very weak. These bills are really very important legislative instruments for securing energy jus tice and sustainable energy to the vulnerable groups and marginalized communities in Nepal. However, there are lots of gaps, issues, and challenges while drafting these bills to ensure energy justice to these communities. This project ?Advocacy for ensur ing energy justice and sustainable energy to vulnerable groups and marginal communities in Nepal? will focus on sensitizing the national policy makers for formulation of appropriate legislation. The advocacy work will be done via capacity building workshop s, seminars and policy discussions, via information material and demand papers as well as wider media campaign. Activities will be carried out together with the CSO network National Alliance for Energy Justice. Implementation of the project will result i n ensured legal provisions on energy justice (Electricity Bill and Renewable Energy Bill being the immediate ones), and strong networking of energy sector CSOs at national level. National policy makers will be aware of the real energy need of vulnerable gr oups and marginalized communities. Well informed policy makers will support to incorporate energy justice provisions in the legislation. Some of the incentive mechanisms for energy justice to vulnerable groups and marginalized communities will be introduce d in the energy related periodic plans and programs of the government. Total direct beneficiaries of the project will be 330 including national policy makers including parliament members, and relevant government authorities, and major stakeholders. Nevertheless, the Southern part of the Lalitpur district is characterized by limited access, h igh concentration of the socially marginalized groups (Janajatis, Dalits), the prevalence of the caste and gender-based discrimination and inequalities including domestic violence resulting into higher poverty and marginalization. Women are one of the most marginalized groups with very limited participation, network, and opportunity. Moreover, the control of women in production resources is extremely low. 4. The main objective and the expected results:The main objective is to increase influence and dignity of women in southern Lalitpur through consolidation of achievements on access to finance, business and market skills, and promoting gender justice. To achieve this goal, the project will enhance the access of women to affordable finance through consolidat ion of capacity of twelve women’s cooperatives. Thematic trainings to key stakeholders will include account management, product and business development, gender based violence (GBV) reduction, inclusion of people living with disabilities, etc. The projec t will carry out several advocacy activities to overcome GBV and promote meaningful participation of women in the communities by implementing family and CBOs dialogues targeting men of the localities. Additionally, there will be a close cooperation with th e GBV sub-committees and Judicial Committee at the local government on monitoring of GBV cases, reporting child marriage and supporting women victims of violence to access justice. Hundreds of communities in different eco-regions (mountain, hill and low land tarai) of the country, are maintaining bio-cultural conservation practices in Nepal. Appropriate legal recognition of bio-cultural practices of these communities has become one o f the crucial but critical policy issues in Nepal. Numbers of new legislations are under formulation with little inputs from forest communities, civil society organisations including the youths. Studies, knowledge and capacities of youths are vital for the sustainability of bio-cultural conservation practices and critical and constructive public policy debates in Nepal's ongoing policy making processes. However, presence as well as voices of the youths in bio-cultural conservation practices and ongoing publ ic policy debates is completely absent. This project is developed to contribute in this policy gap. The expected result of the proposed project is better functioning and appropriate recognition of the bio-cultural conservation practices of forest communiti es through enhanced knowledge and leadership capacity of youths for the effective and sustainable bio-cultural conservation practices and constructive public policy debates in federal Nepal. This project aims to develop knowledge and leadership capacity of youths by facilitating them in self-documentation, self-analysis and self-dissemination of the knowledge on bio-cultural conservation practices so as to promote their effective participation in conservation practices and networking with concerned CSOs for public policy debates. The youths studying in grade 9 to 12 in four piloting sites (representing three eco-regions of the country) and all the community members in the respective piloting sites will be direct beneficiaries of the proposed project. Similar ly, all the members of ICCA Network Nepal (an informal civil society network formed by 29 local forest and conservation communities-"Indigenous and Community Conserved Areas-ICCA") including related CSOs will also be benefited from the collaboration and pa rtnership for policy advocacy and lobby. The institutional capacity of CSOs DPOs freed Haliya groups and CBOs will be strengthened and as a result they will have the means to advocate in a stru ctured manner for their rights.Through capacity building and building dialogue as well as cross learning visits political participation in the democratic practices will be increased. In the 2022 elections the political representation of Haliyas is expected to raise thus providing new pathways for promotion of rights within the democratic system. Bajhang is one of the least developed districts of Nepal where almost 50 % of people live below poverty line and suffer from food insecurity. The FFD project ?WOMEN FOR ENTREPRENEURSHIP AND RESILIENCE ? transforming fish-farming and forest value-chains in Nepal? aims to enhance women?s income generation entrepreneurship and livelihood resilience. In Chitwan and Dang districts forestry and fish-f arming are male dominated sectors where decision-power and access to direct benefits are held by men. Traditional roles low education levels and lack of targeted services limit women?s opportunities in these sectors. Climate and non-climate hazards aggrava te livelihood insecurity and especially women in the marginalized groups are in risk to fall beyond safety nets.The project enables women to seize a centric role in terms of decision-making and direct economic benefits in fish-farming and forest value-chai ns. Farmers organizations hold a crucial role in breaking discriminating structures and transforming production towards resilient pathways. The project engages 18 organizations which commit to non-discrimination provide targeted services for women and boos t the presentation of their 1200 women members? interest. New policy mechanisms are established linking women producers with local governments? decision making. Local organizations engage their members and communities (5450 men and women) to embrace rights and responsibilities and to seize emerging opportunities in climate-smart production value-addition and bio-products.Women improve resilience of fish-farming and non-timber forest products NTFP value-chains as the farmers organizations promote risk mitiga tion and climate-smart practices. Women identify innovations new products and services forming income generation opportunities and entrepreneurship.FFD implements the project in Nepal in partnership with Federation of Community Forestry Users FECOFUN Women ?s Fish-Farming Cooperative Sundardeep and Forestry cooperative ASEC. This project seeks to improve Lhomi children?s right to quality learning increase efficiency of learning and develop their cognitive skills to attain desired learning outcomes. Some 700 Lhomi children and their parents will directly benefit within the proj ect period.About 6000 Lhomi people who speak Lhomi as their first language live in the Himalayas in Nepal. There is total of 14 public schools in which there are in total about 150 pupils per grade level. When starting school these children have little or no knowledge of the Nepali language which is used as the language of tuition. Children in Nepal have the right to free education in their own language. For Lhomi children this right is not currently materialized. Partially because of the language barrier c hildren are not achieving the desired learning outcomes. This also contributes to high dropouts.The previous phase of this project focused on improving the quality of education in the pre-primary level. A large proportion of the children involved have atta ined basic literacy. In order to achieve minimum proficiency levels in reading and math there is a need for further development of Lhomi education.This project is seeking to improve the rest of the primary school from grade 2 to 5. The main objective of th is intervention is to improve learning outcomes in public schools. Quality mother tongue-based learning materials will be produced and all teachers will be trained. It is important that the local key stakeholders become actively engaged. Therefore parents teachers school management committees and education authorities will be trained to become aware of their responsibilities and motivated to improve children?s learning. In each school there will be awareness raising meetings for parents. In these community events parents - mainly mothers - and teachers will discuss education and other children's wellbeing issues.Wycliffe Raamatunkääntäjät (WRK) partners with Nepal Lhomi Society (NELHOS) who is responsible for implementation. No Finnish personnel are invo lved in the operational implementation of the project. WRK and NELHOS have 10 years of shared experience on similar projects.

Chepang and Tamang communities living in the hills of central Nepal are among the most marginalized and resource poor groups in Nepal.Their tiny land holdings provide no more than 3 to 6 months of food security and deforestation has contributed to environm ental degradation. Due to lack of knowledge of efficient and sustainable agricultural practices and land-tenure rights the communities are practicing unsustainable agriculture and animal husbandry which aggravate soil erosion that causes regular landslides that destroy agricultural fields and threaten the lives of people and animals. To improve access to remote villages local government has started infrastructure development projects without proper social and environmental impact assessments.The objective o f this project is to uplift the livelihoods and food security of the Chepang and Tamang communities through agro-forestry development and developed market access strenghten community-based natural resource management sustainable land use and climate change adaptation and empower women and persons with disabilities.This is achieved by e.g. developing sound biodiversity management and sustainable livelihood activities in cooperation with community-based organizations and local government. Capacity building of forest user groups will be done to strenghten their operational capacity and local government will be supported in preparation and implementation of the local climate change adaptation plan of action.The continuation project implemented by NAFAN and suppo rted by Swallows supports Finland's development objectives by increasing food security and promoting sustainable use of natural resources local democracy and participation of women in decision making. The project will strengthen local partner organization' s capacity and role in community capacity building and establishing linkages between communities and local government. The project is expected to benefit directly around 3000 right-holders and 150 duty-bearers. In addition approx. 3500 people are expected to benefit indirectly.

To achieve that long term impact the project aims in four years (2021-2024) to ensure that:1) Project municipalities and provincial government adopt and implement disability inclusive education and child protection policies (Outcome 1). 2) All 40 public schools (primary and secondary) of the project area are safe supportive accessible and inclusive for all including girls Dalits and Children with Disabilities (Outcome 2)3) Local communities are safe supportive and inclusive to all children specifically girls Dalit and CwDs (Outcome 3)4) Project staff delivers high quality rights-based work performance and partners are able to lead child rights movements and networks (Outcome 4)The project takes a human rights progressive appr oach to development creating a systems-level dialogue between rights holders and duty bearers raising the capacity of local duty bearers and rights holders to ensure the sustainability of results. The project will take place in ten wards (smallest administ rative unit of Nepal's governance structure) covering 40 schools and all villages. In Nepal children are not screened for visual or hearing impairments and knowledge of eye- and ear health is generally poor. Having a disability is still greatly stigmatised. Although the majority of children in Nepal have access to education children with disabilties (CwD) are mostly excluded from it which is a major risk for marginalisation. The project is a follow-up of a 2-year pilot in Bara district (2017-18) which will be extended in Bara and Parsa. The aim is to increase the enrollment of 3 to 14-yea r-old children with vision or hearing impairment in public schools. Districts have high rates of poverty and school attendance is very low. Also the human right's of CwD's are largely violated. The majority of pupils are boys therefore the project promotes girls' right to education. The project will educate female community health volunteers (FCHVs) to identify children with vision or hearing issues. The children identified through screening are examined at Eye + Ear Camps to diagnose the impairments found. It is estimated that the most of these impairments can be easily cured with simple treatments. Children with a severe visual or hearing disability will undergo a 4-6 month rehabilitation to enable life outside home and attending school. Awareness raising campaigns regarding eye- and ear health as well as rights of persons with disabilities (PwD) will be organised among local citizens during the camps. Advocacy on inclusive education and human rights of CwD will be promoted. Eye + ear care and rehabilitatio n centers will be established in Bara. The local project partner is B. P. Eye Foundation (BPEF) that has 3 decades of experience in rehabilitation of CwDs and training of ophtalmologists and optometrists. For improved access to treatment and rehabilitation and to increase awareness on human rights gender equality and inclusive education the project will strengthen the collaboration with other NGO's: IMPACT Nepal Nepal Association for the Welfare of the Blind Nepal Apanga Sewa sangh Bara and Loo Niva. A refe rral system will be developed with Patan CBR to reach a larger scale of PwD's. In Finland we will collaborate with Interpedia ry.

Prevalence of mental health disorders is high in rural parts of Nepal and access to mental health services can be very limited due to challenges in awareness recognition and treatment options. The project aims to promote mental health and increase access t o mental health services in public health network within the districts of Lamjung and Dhading. Specific aims are to 1) promote mental health awareness and reduce stigma related to problems with mental health 2) increase accessibility and effectiveness of m ental health treatment in government health facilities and 3) empower community and people with mental disorders to advocate their rights and better access to treatment. The focus is on strengthening primary level outpatient treatment in line with WHO's re commendations and Nepal's National Mental Health Policy of 2017. The project implements a similar model that was previously adapted to Dang district. The model is based on strengthening already existing public health structures from health posts to special ized psychiatric hospitals by training health workers already publicly employed to recognize refer and treat mental health issues as well as raising citizens? awareness through workshops and advocacy. Local and district level mental health groups are estab lished to promote the rights of mentally ill people and enable citizens participation in decision making. Public health network is engaged in project activities and meetings to ensure continuity of mental health services after end of the project. Lastly me ntal health workshops are held for migrant workers in Kathmandu in collaboration with SASK. A qualitative study will be conducted to understand factors impacting migrant workers? mental health.

The presence of arsenic in groundwater is a common problem affecting the quality of drinking water on the plateaus of Nepal. Using water containing arsenic as drinking water in cooking or irrigation may cause a plethora of health issues even cancer. In Nep al the work to reduce the levels of arsenic is fragmentary and lacking in cooperation and coordination between local officials. In addition knowledge about the health hazards of arsenic among the consumers of contaminated water is scarce.The Geological Sur vey of Finland (GTK) and the Finnish Environment Institute?s (SYKE) shared project will strengthen coordination the sharing of information and cooperation between agents in different fields who have for now worked in silos. The Department of Water Supply a nd Sewerage Management (DWSSM) whose responsibility is water quality will implement the Project as a partner organization.The immediate goal of the Project is to improve the partner organization?s capacity to guide and support stakeholders in the field of water management to prevent and reduce the prevalence and use of water contaminated by arsenic.The goal for the first output area is to strengthen the knowledge-based instruction of the DWSSM on diminishing of the presence of arsenic. This is attainable by enhancing the flow of information between different stakeholders developing effective processes for the handling of information as well as increasing the understanding of how geological conditions affect the quality of the water in Nepal. The second outpu t area focuses on the DWSSM?s ability to use and adapt geological and hydrogeological research regarding the arsenic problem in ground water as a base for decision making. The third output area is to improve their tracking of arsenic levels and the practic es of analysis of the data. Tighter cooperation and interaction between the DWSSM and stakeholders is also one of the output areas of the project. During the project a public communications plan on the arsenic issue will be developed for the department.

As stated in the latest IPPC Report, extreme weather conditions are intensifying in cities and urban areas, with climate change causing adverse impacts on human health and livelihoods, with economically and socially marginalized urban residents the most at risk. This reflects a concerning trend in the Third Cycle of the Periodic Reporting for the Asia and the Pacific region which identifies that World Heritage properties and their communities are increasingly affected by the impacts of climate change. This has become one of the most significant threats to World Heritage properties in recent times by potentially impacting their Outstanding Universal Value, and their potential for economic and social development at the local level. In response, the project will strengthen the resilience of World Heritage Towns and Cities in the Asia-Pacific region against climate impacts by enhancing the role of cultural heritage in climate action. It will remove barriers and support World Heritage cities across three outcome areas providing, increased knowledge, enhanced engagement, and increased policy recognition on climate action. Project outputs include a regional survey of World Heritage Cities, multi-disciplinary research, convening a regional meeting, testing innovative climate solutions, piloting a climate action toolkit/guidance, and sharing policy lessons and good practices with policy makers.

Following the devastating impacts of COVID-19, countries throughout Asia and the Pacific are transforming their higher education systems to enhance regional mobility and improve employability. There are growing challenges among Member States in the region to assess and fairly recognize international qualifications and new micro-credentials from short-term programs. To facilitate cross-border mobility, action plans must strengthen commitment and networks to support students and professionals throughout Asia and the Pacific. Based on the achievements of the project “Regional Quality Tools to Facilitate the Cross-border Mobility of Students” (2019-2023), UNESCO Bangkok proposes to develop joint action plans to facilitate mobility and cross-border recognition of qualifications for students and professionals in the Asia-Pacific region. As Secretariat of the Asia-Pacific Network of National Information Centres (APNNIC) under the Tokyo Convention, UNESCO Bangkok is a platform for evidence-based policy development and action planning to ensure fair and transparent recognition of qualifications and increased learner and professional mobility. The aim of this project is to develop national action plans to increase student and faulty mobility and facilitate the recognition of qualifications in Asia and the Pacific. Strong and inclusive university networks are key enablers for mobility, educational innovation, and regional integration in Asia-Pacific. Increasing regional mobility of young scholars and enhancing inter-university networks will multiply strategic collaborations and strengthen integration for sustainable growth. Rising global temperatures lead to more frequent climate-related disasters in vulnerable countries like Nepal, despite low emission rates, increasing "learning poverty" up to 90%. In response, this project titled "Strengthening a Climate Smart, Green and Resilient Education System in Nepal" will strengthen the curriculum to include climate change, train teachers in pedagogical methods and promote eco-friendly practices in 'green' model schools. UNESCO and UNICEF will collaborate on a three-year project in Nepal, with UNESCO as the lead partner and UNICEF as the co-partner. The project will be funded by the Royal Norwegian Embassy in Nepal.
