Cultivating Change Programme

Unjust and unsustainable food systems are failing to deliver food and nutrition security, living incomes and decent working conditions for increasing numbers of people. Extractive and unsustainable use and governance of land and other natural resources are contributing to pollution, biodiversity loss, ecological breakdown, and climate change – threatening the survival of all of humanity. The impacts of these crises are profoundly unequal – rural women and communities in many countries across Africa, Asia and Latin America are disproportionately affected. Cultivating Change is a strategic program of work on food, land and natural resources, and climate. In this program we work with the rural women and communities most affected by worsening food insecurity, exploitation of natural resources and the climate crisis to challenge and transform the systems of inequality and rights abuses that are causing hunger, poverty and climate and ecological breakdown. This overarching programmatic framework (also described in this document as an umbrella program framework) has been developed to build on Oxfam's decades -long experience of working with rural communities and allies from local to global levels to fight the food, land, biodiversity and climate crises, including the Swedish International Development Agency (SIDA) -financed Seeds - Oxfam food Justice Campaign (GROW) program (2013 -2023). The framework has been co -created through consultation with Oxfam and partner colleagues from multiple countries, representing a diverse range of technical perspectives and experience on the ground.

Climate Change Adaptation and Advocacy Project in Nepal
100%data completenessOver the period of 38 months, the proposed project will work with active Community Based Organisations (CBOs) and Civil Society Organisations (CSOs), that were formed and capacitated by the existing projects, such as women empowerment centre (WEC), farmer's groups, community forestry user's groups (CFUG), community disaster management committees (CDMCs), youths' groups etc. Through these groups, we will reach the most marginalized, climate affected poor, excluded and women groups. To meet the long -term development objective, the project will focus its field level climate change action works to one municipality in Rautahat district i.e., Chandrapur municipality. The community level climate action works will be captured as evidence for provincial and federal level influencing and advocacy. The evidence generation and advocacy works can be done side by side however it takes some time to collect evidence and do advocacy and influencing works. The target for influencing work is local government, provincial government, federal government and international stakeholders as well. Over the period of 38 months, the project will directly reach to 5,000 people from 1,000 House Holds (HHs) through 10 CBOs/CSOs. Out of 10 CBOs/CSOs, at least 2 will be women's organizations such as WEC or women's groups.

People's Landscape Approach
85%data completenessIn the past, communities' people have their access and control over their resources within their or nearby watershed in ad hoc basis. The concept of Integrated Water Resource Management (IWRM) emerged and applied to minimize challenges to increase access and control over resources to local communities. It is also believed that bottom up planning approach of resource management was somehow practiced by application of IWRM. However, it has not been able to understand complex relationship between human and resources available including economic, social, cultural and spiritual aspects in the watershed/landscape. Realizing the changing complex relations of human and natural resources, the study conducted on current and past projects implemented by Oxfam indicated the need to broaden its current approach and move beyond its combined approach of technical production support and advocacy for water and rights. Oxfam in Nepal and its partners (Community Self Relience Centre (CSRC), Local Initiatives for Biodiversity, Research and Development (LIBIRD) , Nepal Environment and Education Development Society (NEEDS) and International Centre for Integrated Mountain Development (ICIMOD ) and Oxfam Novib team with the support of Wageningen Centre for Development Innovation (WCDI) developed People's Landscape Approach (PLA) Framework. The framework provides new opportunities to conceptualize the complex relations between humans and nature, calling for more integrated forms of conservation and natural resources management, with the aim to reconcile conservation and development objectives within a single space. In the fiscal year 2022 -2023, Oxfam in Nepal and its partners have planned to pilot the PLA framework in Khalla Mussiti and Rangoon watersheds (landscape ) of Mahakali River basin in Kanchanpur and Dadeldhura districts of Nepal respectively.

These the Expert Group links isolated policy processes to increase collaboration and understanding of how the draft bill can link to nutrition and climate resilience policy and action. At the national level, using the draft bill as an entry point, the Expert Group will build understanding and collaboration that raises awareness of the importance of Small -Scale Farmers (SSF) and agricultural biodiversity focused in particular on nutrition and climate resilience. Attention to specific, identified goals for policy coherence will support the collaborative development of policy briefs on the interlinkages, a public conference and blogs. It will also contribute to the second phase of the Swedish International Development Agency (SIDA) -funded in the Oxfam Novib Sowing Diversity=Harvesting Security project (SD -HS) as it considers cross -sectoral policy connections. It works to achieve following outcomes: Outcome 1: Increased awareness of key decision -makers, research institutes and smallholder farming communities of the: Outcome 2: Increased policy literacy and capacity of smallholder producers working with agricultural biodiversity to engage with policy -makers. Outcome 3: Expert Group contributes to integrated and coherent policies that reflect the essential links between smallholder producers, agricultural biodiversity and food and nutrition security and climate resilience.

Safe Water for Poor Rural Communities of Southern Terai
