The project will help the government implement key aspects of the Technical and Vocational Education and Training (TVET) Policy, 2012. The project will help the government (i) initiate strategic reforms that aim to improve overall management and performance of the TVET system, (ii) improve the quality and relevance of public training, and (iii) increase private sector engagement in training delivery and job placement. Each intervention has been designed to increase the efficiency and results orientation of TVET, making it more market-driven. The project will focus on skills development for the construction, manufacturing, and services sectors where large skill gaps exist. The project period is for five years from 2013 to 2018.

Nevertheless, the Southern part of the Lalitpur district is characterized by limited access, h igh concentration of the socially marginalized groups (Janajatis, Dalits), the prevalence of the caste and gender-based discrimination and inequalities including domestic violence resulting into higher poverty and marginalization. Women are one of the most marginalized groups with very limited participation, network, and opportunity. Moreover, the control of women in production resources is extremely low. 4. The main objective and the expected results:The main objective is to increase influence and dignity of women in southern Lalitpur through consolidation of achievements on access to finance, business and market skills, and promoting gender justice. To achieve this goal, the project will enhance the access of women to affordable finance through consolidat ion of capacity of twelve women’s cooperatives. Thematic trainings to key stakeholders will include account management, product and business development, gender based violence (GBV) reduction, inclusion of people living with disabilities, etc. The projec t will carry out several advocacy activities to overcome GBV and promote meaningful participation of women in the communities by implementing family and CBOs dialogues targeting men of the localities. Additionally, there will be a close cooperation with th e GBV sub-committees and Judicial Committee at the local government on monitoring of GBV cases, reporting child marriage and supporting women victims of violence to access justice. Nepal has been supplying 1500 unskilled youth per day for foreign labour work. This very popular youth (majority male) out-migration has resulted feminization of agriculture in the villages of Nepal. Also, a huge amount of farmland has been abandoned, and the remaining women farmers have moved away from multi crops / multi plants tradition to single crops / single plant practices in the name of commercialization of farming. That is how rural Nepal has been being converted from biodiversity friendly places t o a completely different farmland. Project justification: #The higher concentration of minority and indigenous groups in the Sindhuli district has significantly contributed to the overall poverty levels of the local populations. High gender based disparity and discrimination have negative impacts on income opportunities and womens control of production assets in the targeted area. Womens participation in local level decision-making is still rare in Sindhuli and one of the major obstacles for women to realize their social economic and political rights. Prevalent ge nder based violence is a human rights violation and a strong barrier for women empowerment.#4. The main objective and the expected results:#The project aims to contribute to social and economic empowerment of women through the establishment and strengtheni ng of women-led local cooperatives, capacity building and advocacy towards local government on womens rights. The Finnish Meteorological Institute has carried out institutional cooperation (ICI) with the Nepalese counterpart Department of Hydrology and Meteorology (DHM) in the years 2010-2012 and 2013-2017. DHM is an organization under the Ministry of Population a nd Environment in Nepal. DHM has a mandate from Government to monitor all the hydrological and meteorological activities in Nepal.The first phase of the project was evaluated in 2012. The conclusion was that DHM had a high ownership of the project and mutu al accountability had been evident in the project. It was noted that the project had addressed the specific needs of the DHM and the impact of the project had been positive. However improvements were suggested to wider dissemination of skills within the De partment results-based management and targeting of participants to the trainings. The recommendations were taken into account in the planning of the second phase of the project.The third phase of the project will continue to respond to the development need s of the Government of Nepal and the DHM in the years 2018-2021. The funding for the third phase is 500 000 euros. The overall objective of the project is improved capability of the Government of Nepal to respond to the increased risks of natural disasters related to weather and climate. Nepal has a longstanding tradition of providing asylum. The country hosts around 20,000 refugees, including those from Tibet, Bhutan and other states. The main arrivals of refugees took place in 1959 with an influx from Tibet, and again in 1990/1991 with an influx from Bhutan. UNHCR supports the Government of Nepal in various programmes to protect and assist refugees in the country. This includes advocacy for legal identity documentation, livelihood programmes to achieve self-reliance, and the inclusion of refugees into policies, public services and the Government of Nepal’s Emergency, Development and SDG planning. UNHCR works in close partnership with the Ministry of Home Affairs, other key ministries, provincial and local authorities, community-based organizations, development partners, donors, the private sector, NGOs, civil societies, and most importantly, the refugees themselves. The ten-year long conflict (1996-2006) not only had a negative impact on the countries’ socio-economic development, but also destroyed and weakened many of its institutions including those at the local level: the village development committees (VDCs) and the district development committees (DDCs). The absence of elected VDC and DDC representatives since 2002 and a weak state have allowed political parties, private sector entrepreneurs and sometimes the administration itself to influence decisions and appropriate resources. SDC proposes to provide a modest budget support to the DDCs in two of its three focus districts: Khotang and Okhaldunga. Coupled with the current SDC presence and positioning in these districts, the budget support should allow SDC to increase its leverage and delivery of development outcomes. The project is also expected to foster a culture of dialogue (and control) among all stakeholders. This should build up experiences and skills that can be used by both the existing local administrations (and the political parties) to prepare for the upcoming transition towards a new federal state, and the new federal unit to possibly build upon. In this sense, the project is also expected to contribute to a smoother transition and prevent conflict.

The Global Agriculture and Food Security Program (GAFSP) seeks to address the underfunding of country and regional agriculture and food security strategic investment plans by focusing on longer-term investments in developing countries. The GAFSP provides grants (public sector window), and loans and equity investments (private sector window) to developing countries. CIDA’s support to the GAFSP helps to improve the income and food security of poor people in developing countries through more and better country-led public and private sector investments, thereby contributing to the achievement of the first Millennium Development Goal to cut hunger and poverty in half by 2015. The project builds the capacity of the community through institution al/grassroots organisation and socio-political development, agriculture and livelihood improvement, and community infrastructure development. Gender inclusion, people with disability, environment, climate change and disaster risk reduction (DRR) component s are included as cross-cutting theme. The project is implemented in current working area of Gorkha, Dhading, Tanahu and Mugu in 2018 and then from 2019 the project will be implemented in new areas of the Gorkha, Tanahu and Dhading.
