As a result of this project, the demand side of local governance will be strengthened through the empowerment of right holders. Social mobilization interventions will enable beneficiaries to more effectively demand public services and hold national and local governments accountable. Simultaneously, the supply side will be strengthened. As a result, local bodies with strengthened institutional capacity and resources will provide services more effectively to the people, esp. to disadvantaged groups. In addition, an enabling policy environment will be promoted. Inter alia, this will help to prepare Nepal for a future federal system, as and when this system is defined in the new constitution.

The UN Women implemented project Advancing Resilience and Empowerment ARE is part of the annual work plan for the year 2017 of UN Women's Nepal Country Office. The project is being implemented in the course of 2017 and its total budget is 400.000 EUR. The ARE project is divided into two result areas. The first result area aims to strengthen the capacity of duty bearers (authorities and government) to integrate gender equality objectives into policies and plans. The project provides technical expertise in su pport of drafting Nepal's second NAP and key national legislation with relevance for advancing gender equality obligations enshrined in the constitution. The project also provides technical support to mainstream gender equality and social inclusion objecti ves into post-earthquake reconstruction planning. The second result area focuses on strengthening the ability of excluded women's groups for economic and social participation. The beneficiaries are provided with vocational and entrepreneurship training as well as counseling in disaster preparedness training and humanitarian crisis management. As for the first results area the activities benefit the entire country as the focus is on national level plans and policies. The second results area focuses on 1600 b eneficiaries comprised of girls and women from crisis affected or marginalized groups.The ARE project is a continuation of the Finnish-funded SIWPSAN project which supported the drafting and implementation of Nepal's first National Action Plan on UN securi ty council resolutions 1325 and 1820. The project is currently being evaluated and the results are very promising; some of the targets have even been exceeded. The Ministry for Women Children and Social Welfare and the Ministry for Peace and Reconstruction has taken up the project activities as best practices in the implementing the National Action Plans.

Switzerland is recognizing the importance of high quality vegetable seed production through the promotion of private-public partnership among producer cooperatives, NGOs and private seed entrepreneurs in the seed sector. Producing seeds through farmers groups and cooperatives has been a successful approach, which allows a sustainable national seed production. The goal of VSP-III is “to have improved food security and income for the poor and disadvantaged households in remote areas of Nepal”. VSP-III will have two major focuses: 1) farm families from poor and DAGs produce and sell quality seeds; and 2) National Seed Board, Nepal Agriculture Research Council and Department of Agriculture enforce decentralised seed production and quality control through public and private institutions. VSP has proven synergies with other SDC supported agricultural projects, such as the Hill Maize Research Project in promoting seed related market and policy issues and the Home garden project in promoting diversification of vegetable production.

SDC has been supporting HMRP since 1999. HMRP had very encouraging achievements in the first three phases, such as: i) setting of the maize research priorities, establishing participatory variety selection, validation and certification methodologies, linking research with extension for wider dissemination, ii) certification of nine improved varieties and production of 4,416 MT of improved maize seeds, and iii) linking farmer’s feedback to policy decisions through farmer’s assessment tests over released varieties. UN Women´s Women´s Economic Empowerment project aims to enhance the economic situation of especially the most poorest groups of Nepalese women. The Government has taken a number of action plans and policies designed to promote the realization of public health, education and food security. The project trains people who work with women suffered from violence. The aim is to train doctors, lawyers, police officers, and human rights activists, so that they can better work to promote rights of the women, victims of violence. Violence against wome n in Nepal is a widespread problem, to which the authorities do not interfere with the necessary severity - at least on a practical level. For example, Amnesty International recently reported that the police authorities in cases of violence against women t ake more the side of the guilty than the victim's side. Domestic violence is seen as a private matter for families and abused women rarely even seek help for the known obstacles. Lawyers often do not like to assume responsibility for cases of violence agai nst women-related, and when the evidence has not been adequately documented, the victims are virtually impossible to get justice. The main objective is to promote rights of the women, victims of violence. The aim is to guarantee access to the relevant serv ices, and to increase the capacity service providers and the authorities, so that women's rights are better met. The beneficiaries are the authorities participating in the project. The project also offers support to 50 women suffered from violence and info rms women about the services for victims of violences. The project is implemented in the Kavre county. CVICT was founded and registered as an NGO in 1990 and was originally used by volunteers for Victims of Torture in Kathmandu. Women are often victims of the discrimination. Living in remote rural areas, women's rights are often unsatisfactory. Statistics shows that more than 60% of the children in community schools of Kathmandu are child domestic workers and those in Kabhre one of the major supply side are vulnerable to separation.
