Nevertheless, the Southern part of the Lalitpur district is characterized by limited access, h igh concentration of the socially marginalized groups (Janajatis, Dalits), the prevalence of the caste and gender-based discrimination and inequalities including domestic violence resulting into higher poverty and marginalization. Women are one of the most marginalized groups with very limited participation, network, and opportunity. Moreover, the control of women in production resources is extremely low. 4. The main objective and the expected results:The main objective is to increase influence and dignity of women in southern Lalitpur through consolidation of achievements on access to finance, business and market skills, and promoting gender justice. To achieve this goal, the project will enhance the access of women to affordable finance through consolidat ion of capacity of twelve women’s cooperatives. Thematic trainings to key stakeholders will include account management, product and business development, gender based violence (GBV) reduction, inclusion of people living with disabilities, etc. The projec t will carry out several advocacy activities to overcome GBV and promote meaningful participation of women in the communities by implementing family and CBOs dialogues targeting men of the localities. Project justification: #Caste based discrimination th at affects in particular the Dalits, is the worst form of discrimination practiced in Nepal. The Dalits have limited access to education and information and their social participation is limited. The status of women and girls is low. Yet, they lack the cap acity and skills to address these challenges. Their social mobility is limited and they have limited access to alternative livelihood opportunities and income. #The implementation of rights based on the provisions in the 2015 constitution and legislation i s weak. Communities and their leaders lack knowledge and information about how to exercise their rights and fulfil their duties. In the coming years, policy advocacy will play a crucial role in influencing local laws and policymaking processes on behalf of the marginalized groups, as well as to establish platforms to promote dialogue between the people and the service providers. #4. The main objective and expected results:#The main objective of the project is to increase the participation of Dalits and the poorest rural communities in social and economic activities, local structures and decision-making that affect their lives. This will be accomplished through enhanced access to social and economic capital and opportunities and increased knowledge and eviden ce based advocacy for the inclusion and equality of the target groups. Justice delivered by the court is beyond the reach of ordinary people. It is expensive and cumbersome process which leads most justice seekers to drop the case. Hence, it is inaccessible to the poor and marginalized people, specially the victims of violenc e. The project focuses on capacity building on human rights, legal rights and other related policy and direct support to individuals suffering from sexual violence. Similarly, it strengthens local judicial committees under the municipality and rural munici palities to respond to GBV cases properly and effectively. Newly elected local-level representatives will be oriented on their roles with regards to addressing human rights issues in their respective jurisdictions (deputy mayors, vice chair-persons and mem bers of municipalities and rural municipalities) exclusively on the human rights based approach (HRBA) to development, in particular the rights and responsibilities of local judicial communities, and dispute resolution and mediation process to ensure justi ce to victims. A mapping in 2013 of the 219 SRGs formed under the FKLDP project showed that these were playing a key role in improving the livelihood of their members and raising their level of confidence but most of them were still not mature and strong enough. In the absence of a specific dynamic aimed at further building their financial and technical capacities there was a high risk they would collapse. The current project was designed in 2013/4 to build further on the FKLDP project and especially bring the SRGs towards a level of sustainability and facilitate further processes especially strengthen the community structures and relevant government services to enhance the livelihoods of vulnerable families towards more sustainability. The sustainability of the action will rest on the institutionalization of SRGs into 29 village Women Saving and Credit Cooperatives.
