UNICEF WASH and Education Programmes
95%data completenessThe Finnish Country Strategy for Development Cooperation in Nepal reduces poverty and promotes sustainable and equal development on three impact areas: 1) water supply and sanitation 2) high-quality education for all and 3) improving the rights and status of women and vulnerable groups. This project focuses on supporting UNICEF?s Country Programme Action Plan 2018-2022 (CPAP) for the Water and Sanitation Sector in Nepal. The Action Plan strengthens all the impact areas of the Finnish Country Strategy and in creases the synergies between them. Finland has supported UNICEF in Nepal in 2010-2018 with 12 MEUR. The project had significat impacts in sanitation coverage in Nepal. Finland supported UNICEF with 2 MEUR in the reconstruction of water and sanitation syst ems after the earthquake. As a result over 99 500 people benefitted from reconstructed/improved water systems and over 300 schools were supported in upgrading of their WASH facilities. The total budget for the intervention is 8 million euros for the years 2018-2022. The comments of the quality assurance board have been included in the project proposal.

Earthquake Emergency Assistance Project
100%data completenessThrough this project, the Asian Development Bank will support the Government of Nepal in its efforts to put thousands of children back into schools, return vital government services to desperate communities, and create jobs and income for families by repairing critical road networks. The project will rebuild or repair least 700 schools damaged by the earthquake. The schools that are rebuilt or repaired under the project will include stronger construction and engineering specifications that are designed to help the structures withstand future disasters. They will also include improved bathrooms with separate facilities for boys and girls. As part of the project, disaster risk management principles and awareness will be developed in the communities surrounding the refurbished schools. To get vital social services to the people as quickly as possible, transitional government offices will be established while disaster-resistant structures are being built and furnished. The project will also repair and improve about 135 km of strategic roads and about 450 km of rural roads damaged by the earthquake and landslides. The roads will be rebuilt with improved road safety features and designed to withstand future disasters and the impact of climate change. The long term outcome of the work being done under the project is the construction of roads, schools and government buildings that are designed to withstand the disasters of the future. This will speed up the social and economic recovery of communities devastated by the earthquake.

Education Sector Program I

Mother Tongue Based Early Childhood Education Program into Lhomi Language in Nepal

The main output will be Mother Tongue Based Early Childhood Education program for the Lhomi.The status of children in Nepal is often very poor especially among indigenous people groups. Lhomi children are often discriminated. There is no preschools available and they must start primary school in Nepali language which is unknown for them. This will have a bad effect to their success in t he school and finally it causes exclusion.Providing pre-school opportunity by their mother tongue this project will increase parity in the education levels of children in the target communities with other children in the country. Children's rights will be increased by providing them pre-school education that equip them and easy their transition to the first grade in Nepali instructed primary school. In doing so children will comprehend and learn faster they will stay in school and ultimately will increase t heir self-development. This will be achieved through a well-founded Mother Tongue Based Early Childhood Education (MTB ECE) -program that will be developed in the target language.The project aims to reduce inequality and vulnerability of indigenous childre n. The rights of girls disabled children and low cast children will be emphasized. Moreover gender equality reduction of inequality disability and climate sustainability will be part of the learning material.NELHOS is responsible of project implementation. As an organization they will gain capacity of mother tongue education as well as they become strong advocate of minority language groups and the rights of marginalized groups in Nepal.Main beneficiaries are the Lhomi language speaking children their paren ts and the local education actors who benefit of increased capacity. Unlocking doors to education for children with disabilities related to hearing and vision in Bara district Nepal
80%data completenessIn Nepal children are not screened for visual or hearing impairments. Knowledge of eye- and ear health is generally poor. Traditional beliefs and treatments can be detrimental to sight and vision. Having a disability is still greatly stigmatised. Although the majority of children in Nepal have access to education differently abled children are still mostly excluded from it. This is a major risk for marginalisation. The project which is a 2-year pilot in Bara district in the Terai region in the south of Nepa l aims to increase the enrollment of 3 to 8-year-old children with vision or hearing impairment in public preschools. The inhabitants of the district are poor and the number of children not attending school is considerable. The majority of pupils in Bara a re boys and the project aims to promote girls' right to education.Grass-root level volunteers are educated to identify children with problems with vision or hearing. The children identified through screening are examined at eye + ear camps to diagnose cond itions affecting sight and vision. It is estimated that most of these children have problems that can easily be cured with simple treatments. Children with a severe visual or hearing disability will undergo a 4-6 month rehabilitation to enable life outside home and attending school. Awareness raising campaigns regarding eye- and ear health as well as rights of disabled children will be organised among local inhabitants during the camps.This project is as a collaboration between a Nepalese NGO B.P. Eye Found ation and PSR Finland. The collaboration was initiated from Nepal. Like the previous work of B.P. Eye Foundation this project aims to screen for and promote treatment of disabling conditions as well as contribute to a change in the Nepalese view on the rig hts of people with disabilities remove barriers and stigmas associated with disabilities and enable children with disabilities to become productive citizens. The Department of Education (DoED) Nepal has signed a Memorandum of Understanding on implementing these pilot protocols in other districts in Nepal.

Accountable and Inclusive Schools

The project running from 2017 to 2020 works in South Lalitpur which suffers from a low rate of public schoo ls and was hard hit by the earthquakes in the spring 2015. This project builds on previous co-operation between Loo Niva and Interpedia with a new partnership with Patan CBR adding expertise in children with disabilities.Previous work aimed to contribute t o strengthening efficient and effective school and local education governance mechanism in South Lalitpur. This project is focused on promoting inclusive and accountable schools as well as advancing the realization of the right to education for marginalize d children who face discrimination particularly due to disabilities or the caste but also due to gender and ethnicity. The goal to increase inclusion of these vulnerable groups of children will be achieved by identifying and finding excluded children; prov iding material and financial support that sustains enrolment to school; sensitizing training and rising awareness about rights needs and potential of marginalized children among children parents and teachers; improving school governance and using local med ia for raising awareness of the importance of education for all children. The three organizations involved have versatile expertise of both advancing the right to education improving governance and advancing the involvement of children from margin groups f or instance children with disabilities and dalit children. Moreover the project has been designed with consultation of children local communities and authorities for ensuring engagement of the local communities as well as the most effective implementation of the project in promoting the right to education. From the beginning the project has been planned in collaboration with local and national level authorities other NGOs and community groups for ensuring the sustainability and continuity of the good resul ts of the project.

Support to Nepal's School Sector Development Plan (SSDP)
80%data completenessThe School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its Development Partners. The program is implemented during the years 2016-2023. Finland supports the p rogram with a total of 20 million euros in the years 2016-2020. In addition Finland also supports a smaller technical assistance based project which supports the achievement of SSDP's objectives. The SSDP is the second phase of the School Sector Reform Pr ogramme which Finland supported between 2009-2016. It is based on the achievements of the first stage of which the most important were the substantial increase in access to education achievement of gender parity in education a decrease in illiteracy and cl assroom size and an increase in the number of educated teachers. In the SSDP there the focus shifts more clearly towards enhancing the quality equitable participation and learning outcomes in education. There is also a stronger emphasis on linking disburse ments of funds to achieved targets as donors will apply Disbursement Linked Indicators (DLIs) to which part or all of their funding is tied. The objectives of the program are divided into four categories: equity quality efficiency and relevance. The progra m aims to enhance these aspects of education on all levels: early childhood education basic education secondary education and lifelong learning. The program strives to ensure that all students in Nepal have equal opportunities to access high quality educat ion. A reform of the governance and management system of the education sector is also part of the objectives of the program. The final beneficiaries of the program are Nepal's around 7.3 million students and almost 29.000 public schools. The Ministry of Ed ucation of Nepal is implementing the program and the Government of Nepal funds at least 80% of its budget. Other development partners who fund the program include the Asian Development Bank Australia the EU the World Bank Norway UNICEF and Global Partnersh ip for Education.

Technical Assistance for Competence-Based Soft Skills Development in School Education in Nepal
80%data completenessThe Technical Assistance for Competence-Based Soft Skills Development in School Education in Nepal (TASS) is the second phase of the Finnish funded TSSP program which was implemented in the years 2012-2015. The aim of the TSSP program was to improve the qu ality of education in Nepal by integrating soft skills into teaching. Soft skills are defined as personal cooperation thinking innovation and business skills. The TSSP project ends in December 2015.The mid-term review of TSSP concluded that the integration of soft skills into the education sector in Nepal is highly relevant as it can improve both the quality and the relevance of education. The evaluation recommended a continuation of the project. The main achievements of TSSP were the approval of new curric ula in six different subjects for grades 9-10 as well as the development of teachers training materials and their testing. The new textbooks for grade 9 will be in schools in 2016 and teachers' training packages have been taught in 40% of Nepal's teacher t raining facilities. The second phase ? the TASS project ? will build on the achievements of the first phase. During the TASS program the update of the curriculum for grades 9-10 moves to the implementation stage. Teaching materials are being developed also for grades 6-8 and work on materials for grades 9-10 continues. The education of teachers and capacity building of relevant institutions regarding the application of soft skills also continues. The beneficiaries of the project are Nepalese students in g rades 6-10. The immediate beneficiaries are the Ministry of Education and regional and district level education directorates and offices. In addition the projects 80 pilot schools and their teachers benefit from focused capacity building support. The Minis try of Education in Nepal implements the project. The proposed budget for the project is 17 MEUR for the years 2016-2018.

FCA will continue to provide Technical Vocational Education and Training (TVET) services and effectively link learning to earning, and develop and strengthen village level saving and credits cooperatives to enhance access to finance. FCA will stress on youth mobilization in awareness of development issues and combating caste based discrimination, and building capacity of CBOs in leadership development, organizational management and advocacy towards the local government.#FCAs f ield presence is essential for increased impact and enhanced programme quality. It is in line with FCAs strategy and supports FCAs strategic goals related to programme development and quality, capacity building, advocacy, thematic/technical support, monito ring and diversification of the funding base.#4. 80%data completenessStrengthening Education Policies and Ensuring the Right to Education ?project has been planned by Loo Niva Child Concern Group and Interpedia expert NGOs on child rights and education. The NGOs have previously partnered in the Far-West Dadeldhura district through Concern for Education -projects in 2012-2014 and 2015-2017.Dadeldhura is one of the least developed areas in Nepal where vulnerable groups such as girls ethnic minorities and Dalits face discrimination and have lower access to education. The projec ts have improved the status of education through sensitizing children parents teachers and local authorities on their role in promoting education; strengthening child participation in society; forming and supporting local action groups for supervising and promoting quality education and raising awareness about good educational practices. The projects have also promoted peaceful education and avoiding misuse of schools as an instrument of politics.This project works at local municipal and provincial levels w ith the objective of enabling efforts on realizing the right to education in the new provincial structure of Nepal. In 2015 Nepal ratified a new constitution and the recent federalization process has reformed structures related to education policy shifting decision making to local and provincial levels. The civil society now has an opportunity to strengthen its role in policy-making and to advance the democratization process.The project will work to ensure better educational policies and programs at provinc e No. 7 and two municipalities through training local government leaders and provincial assembly members. For ensuring good practices developed are sustained and spread this phase will focus on empowering and engaging local civil society to ensure the sust ainable redistribution of roles and responsibilities. In addition the project will improve learning achievements and reduce dropouts in two municipalities reaching over 4000 school-going children in 32 schools their families and 60 teachers. The project is in line with Finnish development policy objectives has a strong rights-based approach and focus on gender + reduction of inequality
