The successful implementation of the United Nations development system repositioning requires a fully-funded Resident Coordinator (RC) system, owned by the membership. The Special Purpose Trust Fund (SPTF), a specific fund housed within the UN Secretariat, managed by the Development Coordination Office, has been established to receive, consolidate, manage and account for all contributions and financial transactions of the new RC system, in a transparent and effective way. The SPTF web portal displays in real-time all commitments, contributions and expenditures recorded for the fund. All contributions count and their symbolic value is far greater than the sum of their parts. The aim is to expand the ownership and funding base to the maximum, building a robust system by all, for all. Funds from the SPTF account for the salaries of Resident Coordinators, Resident Coordinator Office staff and the Development Coordination Office.

Throughout the life of the program, ASCEND is responsible for progressing Neglected Tropical Disease (NTD) targets in 20 high burden countries for five NTDS: Onchocerciasis, Schistosomiasis, Lymphatic Filariasis, Visceral Leishmaniasis; and Trachoma. ASCEND will target 10 countries, two in South Asia (Bangladesh & Nepal) and eight in East Africa (Ethiopia, South Sudan, Uganda, Kenya, Tanzania, Malawi, Mozambique and Zambia). ASCEND will deliver a range of interventions for control and elimination of NTDs in line with national NTD strategies while also ensuring a strong health systems approach. The interventions will include Prevention and treatment, mass drug administration; intensive case management; surgery for trachoma; Water, Sanitation and Health (WASH) and behaviour change communication interventions. Commencing in May 2019, Crown Agents and its consortium are now mobilising core staff, programme designs and in-country presence in the countries identified under Lot 1. As part of this inception period (13 May – 12 August 2019), each country office will prepare a Country Assessment. These Assessments will inform investment choices over the life of the programme and include: strategic directions and theories of change; political economy analysis; inclusion analysis; an epidemiology assessment; institutional capacity including Sustainability assessment, and; a supply chain review.

Disability inclusion is a neglected, under-prioritised issue in international development; a lack of evidence around what works in practice to deliver inclusion contributes to difficulty in building effective programmes. The DFID Disability Inclusive Development (DID) Programme is a £30m programme designed to contribute to the long-term improved well-being and inclusion of people with disabilities in low-and-middle-income countries. DID will carry out a series of small scale interventions around increased access to health care and education, improved livelihoods and reduced stigma and discrimination, using new development approaches such as adaptive management and community-based consultation to deliver better quality of life for persons with disabilities. The programme will create a solid evidence base around what delivers positive results for persons with disabilities to scale up, as well as ensure this data and evidence is disseminated and informs the global community and governments. DID will run for six years and complement DFID’s current disability inclusion programming including UK Aid Connect.

This project intends to meet the rehabilitation needs in order to avoid persons with injuries suffering from severe complications after the April 2015 earthquake in Nepal and regain function. Additional GCRF funding to the Higher Education Funding Council for Wales to support Welsh higher education institutes (HEIs) to carry out ODA-eligible activities in line with their institutional strategies. ODA research grants do not represent the full economic cost of research and therefore additional funding is provided to Welsh HEIs in line with their research council grant income. In FY19/20 funding was allocated to Aberystwyth University, Bangor University, Cardiff University and Swansea University. In FY19/20, the funding was used to fund: the full economic cost of existing ODA eligible activities (e.g. already funded by GCRF); small ODA-eligible projects; fellowships to ODA-eligible researchers; and to increase collaboration and impact. 53 ODA-eligible countries have been reported as benefiting from the funded work, with Brazil and India the most frequently mentioned. By region, the largest number of projects were based in the LDC’s (Least Developed Countries) in Asia, South America, and East Africa, with only a few projects in the middle-income countries such as Kazakhstan, Kyrgyzstan and Georgia.

Existing strategies are struggling to solve the problem of unsustainable, unhealthy but enduring cooking practices which place a particular burden on women. After decades of investments in improving biomass cooking, focused largely on increasing the efficiency of biomass use in domestic stoves, the technologies developed are said to have had limited impact on development outcomes. The Modern Energy Cooking Services (MECS) programme aims to break out of this “business-as-usual” cycle by investigating how to rapidly accelerate a transition from biomass to genuinely ‘clean’ cooking (i.e. with electricity or gas). By integrating modern energy cooking services into the planning for electricity access, quality, reliability and sustainability, MECS hopes to leverage investment in renewable energies (both grid and off-grid) to address the clean cooking challenge. MECS is implementing a strategy focused on including the cooking needs of households into the investment and action on access to affordable, reliable, sustainable modern energy for all.
