Project justification: The target area lies in remote area of Sindhuli district. 39% population of the district is under poverty line, which is roughly 1.5 times higher than national poverty rate. High concentration of ethnic minority and tribal groups such as Danuwar, Majhi, Hayau and Tamang contributes to the poverty of the district. Women?s access to information, finance and skill training opportunity are low in the target area. Deep-rooted patriarchy with high gender based disparity and violence against women have negative impacts on income opportunities and control of women. Furthermore, youth migration to off-farm employment out of the village and district creates issues in enhancing farm based production and productivity. 4. The main objective and the expected results: The main objective of the project is to enhance economic opportunities and equality for socially marginalized and economically poor women and men in Marin and Hariharpurgadhi rural municipalities in Sindhuli district. The project will enhance access to finance and promote better utilization of cooperative resources for enterprise development through expansion of coverage and diversification of saving and loan products. The project will also strengthen income and employment opportunities for marginalized groups through establishment and growth of on-farm and off-farm based enterprises. Furthermore, marginalized groups and stakeholders are expected to have increased knowledge and skills to combat gender and disability based discrimination and in-equality. 5. F.a: Regularisation and Decent Work for Quality Community Health Services
80%data completenessAround 52 000 Nepalese community health care volunteer workers form the backbone of basic health care services in the communities especially on the countryside. They serve as the link between the population and the official health care system by participating in many basic service programs and referring clients forward when needed. They take care among other things of family planning, basic health of mothers and children, immunization and nutrition advice. Around 90 % of the population use their services. These workers are all women who are not considered workers but ?volunteers?. Their training for their tasks is superficial, and the compensation they receive for their work is merely symbolic. The objective of the project is to organize the health volunteers into trade unions that, when they have gained power, are able to influence structural reforms whereby this extremely vulnerable group is officially recognized as workers that are entitled to decent salary, adequate professional training and recognition for the work carried out in difficult circumstances. The project carries out information and education work, for the health care workers to get to know their rights and demand them. Member recruitment and encouragement for activism is a prerequisite of success, and advocacy work is done through campaigning and negotiations with political decision-makers. Through PSI networks good examples are shared from Pakistan?s successful campaign for regularization of the sector and the salary increase campaign of Mumbai, India. The beneficiaries of the project are Nepalese community health workers and their organizations. Indirectly the whole population benefits from the improvement of the position of health workers who gain better working conditions and better training. The project partner is the international public sector union Public Services International PSI, and the implementers are two Nepalese PSI affiliates: Nepal Health Volunteers Association NEVA and Health Volunteers Organisation of Nepal HEVON.

80%data completenessNepal is one of the least developed countries in Asia. Due to the COVID-19 crisis, a third of the population are at a high risk of falling into extreme poverty. Nepal has an alarmingly high number of school dropouts: 48% of the children are not finishing basic education. Especially girls and children with disabilities struggle to access and complete education. To respond to these challenges, Fida?s Country Programme has selected four municipalities to become models of safe school pathways for children and youth. All the government schools in Khijidemba, Bateshwor, Ishworpur, and Kailari municipalities are supported in developing an education path from basic education to secondary education and future studies. The use of information and communication technology (ICT) is promoted in schools. Teachers receive training in child-friendly methods, and coordination between schools and parents is strengthened. Young people?s pathways to secondary education and future studies are supported by promoting career counselling. Communities receive adult-literacy classes, as well as business training. Fida works in cooperation with four local organisations: Rescue Nepal, Relative Nepal, New Life Service Association and Transformation Nepal. The partners receive support and training to act as community-based advocates for the rights of children. Collaboration with schools, local governments, and relevant companies in the private sector is also promoted to ensure quality education to all.

Nevertheless, the Southern part of the Lalitpur district is characterized by limited access, high concentration of the socially marginalized groups (Janajatis, Dalits), the prevalence of the caste and gender-based discrimination and inequalities including domestic violence resulting into higher poverty and marginalization. Women are one of the most marginalized groups with very limited participation, network, and opportunity. Moreover, the control of women in production resources is extremely low. 4. The main objective and the expected results: The main objective is to increase influence and dignity of women in southern Lalitpur through consolidation of achievements on access to finance, business and market skills, and promoting gender justice. To achieve this goal, the project will enhance the access of women to affordable finance through consolidation of capacity of twelve women?s cooperatives. Thematic trainings to key stakeholders will include account management, product and business development, gender based violence (GBV) reduction, inclusion of people living with disabilities, etc. The project will carry out several advocacy activities to overcome GBV and promote meaningful participation of women in the communities by implementing family and CBOs dialogues targeting men of the localities. Additionally, there will be a close cooperation with the GBV sub-committees and Judicial Committee at the local government on monitoring of GBV cases, reporting child marriage and supporting women victims of violence to access justice. Likewise, advocacy will take place at local government level for encouraging local producers to promote pest-free production. 5. Right-holders/beneficiaries: 4,500 women. ADHICAR - Enhancing Dignified Life of Freed Haliyas in Nepal

The project will strengthen collective voices and participation of freed Haliya, women within the freed Haliya community and PwDs as rights holders to fulfil their rights and to access entitlements as provisioned in the laws, policies and programs. The institutional capacity of CSOs, DPOs, freed Haliya groups and CBOs will be strengthened and as a result they will have the means to advocate in a structured manner for their rights. Through capacity building and building dialogue as well as cross learning visits, political participation in the democratic practices will be increased. In the 2022 elections the political representation of Haliyas is expected to raise, thus providing new pathways for promotion of rights within the democratic system. Moreover, the target groups will be engaged in extensive ESC rights monitoring through ESCR mobile app. The local co-applicants will gain increased technical and management capacity through the collaboration within the consortium, and they can take this knowledge further to their partners during and after the completion of the action. The activities will be implemented together with all the applicants of the Action and in cooperation with the rights holders, duty bearers and stakeholders of the Action.

Support to Nepal's School Sector Development Plan (SSDP), Covid-19 response

The Ministry of Education made a general request for all donors, including Finland, of additional funding for covid-19 emergency response. The overall objective of the Education Cluster Contingency Plan is to prevent the spread of COVID-19 from education institutions into local communities by providing safe learning environments by putting in place appropriate prevention measures in Nepalese schools. To achieve this objective the immediate response of the Education Cluster will focus on a) Ensuring adequate capacity for management and coordination during the response period, b) Strengthening prevention and resilience within the school system and among students, teachers, parents and caregivers and c) Support Continuity of Education/Learning for all children in all areas including children with disabilities and from marginalized backgrounds. Finland's financial contrbution for the implementation of the Education Cluster Contingency Plan for COVID-19 is EUR 2 514 999. The support will be channeled and monitored as part of Nepal School Sector Development Plan (SSDP) programme. The School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its Development Partners. The program is implemented during the years 2016-2023. Finland supports the program with a total of 20 million euros in the years 2016-2020.

The aim is to increase young people's opportunities to participate in the development of their own school environment and communities. Through the training, young people learn important skills needed in student council activities and advocacy, as well as knowledge of the importance of clean water, hygiene and the environment for well-being. At the same time, the project will disseminate the knowledge and good practices related to the environment, health and human rights they have learned more widely in their communities. Children and young people in rural village schools in Nepal face a number of challenges. Not all parents see the importance of education. Especially girls' schooling may be considered a waste of time. The lack of clean drinking water, water supply and sanitation in schools contributes to the spread of infectious diseases and reduces the attractiveness of schools. In addition to child marriages, the lack of decent and separate toilets for girls is a major cause of girls dropping out of school. Discrimination based on gender and social status is also a problem. Due to the remoteness, school authorities may not have contact with village schools, so their reality is not taken into account in decision-making in the education sector. The project enhances the study conditions in village schools by supporting student council activities and strengthening co-operation between student councils, parents, teacher associations, education authorities and other key actors. The learning environment in the village schools will be improved, including decent facilities for study, clean drinking water, clean green environment, and hygienic toilets. Student council activities strengthen the participation of children and youth in schools and create conditions for effective co-operation between different actors. In addition to decent toilets, girls? right to education will be promoted by increasing girls' awareness and ability to take care of menstrual hygiene. The schooling of low-income children and youth, especially girls, the dalits and other vulnerable pupils, will be supported, and thus, the project promotes the principle of equality in project schools.
