The overall objective of this work is to provide a methodologically sound analysis of the impact of anticipatory action and disaster risk finance for loss and damage, in time for the United Nations Framework Convention on Climate Change (UNFCCC) Climate Change Conference (COP29) in November 2024. The report, its findings and recommendations will inform the plans of the Start Network in relation to COP29, including its organization messaging, advocacy campaign, and session planning.
