Project area and Country: Southern Lalitpur, Nepal 3. Project justification: The social and development indicators of Lalitpur district as a whole, in general, are above the average status of Nepal. Nevertheless, the Southern part of the Lalitpur district is characterized by limited access, high concentration of the socially marginalized groups (Janajatis, Dalits), the prevalence of the caste and gender-based discrimination and inequalities including domestic violence resulting into higher poverty and marginalization. Women are one of the most marginalized groups with very limited participation, network, and opportunity. Moreover, the control of women in production resources is extremely low. 4. The main objective and the expected results: The main objective is to increase influence and dignity of women in southern Lalitpur through consolidation of achievements on access to finance, business and market skills, and promoting gender justice. To achieve this goal, the project will enhance the access of women to affordable finance through consolidation of capacity of twelve women?s cooperatives. Thematic trainings to key stakeholders will include account management, product and business development, gender based violence (GBV) reduction, inclusion of people living with disabilities, etc. The project will carry out several advocacy activities to overcome GBV and promote meaningful participation of women in the communities by implementing family and CBOs dialogues targeting men of the localities. Additionally, there will be a close cooperation with the GBV sub-committees and Judicial Committee at the local government on monitoring of GBV cases, reporting child marriage and supporting women victims of violence to access justice. Likewise, advocacy will take place at local government level for encouraging local producers to promote pest-free production. 5. Right-holders/beneficiaries: 4,500 women. ADHICAR - Enhancing Dignified Life of Freed Haliyas in Nepal

Through capacitating and empowering the selected CSOs to have suitable tools and frameworks for evidence-based advocacy, the most marginalized people groups will have an opportunity to become agents for change and participate, contribute and benefit from the newly established federal structures and processes. The project will strengthen collective voices and participation of freed Haliya, women within the freed Haliya community and PwDs as rights holders to fulfil their rights and to access entitlements as provisioned in the laws, policies and programs. The institutional capacity of CSOs, DPOs, freed Haliya groups and CBOs will be strengthened and as a result they will have the means to advocate in a structured manner for their rights. Through capacity building and building dialogue as well as cross learning visits, political participation in the democratic practices will be increased. In the 2022 elections the political representation of Haliyas is expected to raise, thus providing new pathways for promotion of rights within the democratic system. Moreover, the target groups will be engaged in extensive ESC rights monitoring through ESCR mobile app. The local co-applicants will gain increased technical and management capacity through the collaboration within the consortium, and they can take this knowledge further to their partners during and after the completion of the action. The activities will be implemented together with all the applicants of the Action and in cooperation with the rights holders, duty bearers and stakeholders of the Action.

Improved food security, sustainable livelihoods and empowerment of women
95%data completenessBajhang is one of the least developed districts of Nepal where almost 50 % of people live below poverty line and suffer from food insecurity. Agricultural productivity is low due to lack of technical knowledge and unavailability of quality inputs and irrigation facilities. There are natural resources available but due to limited knowhow and poor market access people are not able to use them for livelihood improvement purpose. Masta Rural Municipality has patriarchal social structures where women are suffering from gender discrimination and violence and are excluded from decision-making. There are also other marginalized groups such as Dalits and persons with disabilities who are suffering from multiple discrimination and are excluded from decision making process both at home and other public domain. So, efforts are needed to provide women with equal rights and empowerment opportunities for their greater participation and access to resources. The objective of this project is to uplift the livelihoods and food security of the socially and economically marginalized communities of Masta Rural Municipality through improved organic farming practices, value addition and better access to markets, empower women through capacity development and leadership trainings and build more resilient communities through sustainable animal husbandry and developing NTFP-based and other new livelihood opportunities. The project will also promote better hygiene practices and food diversification for improved health and nutrition of the target communities. The project implemented by Sahara Nepal and supported by Swallows supports Finland's development objectives by increasing food security and promoting sustainable use of natural resources and enhancing the rights and status of women and girls. The project will strengthen local partner organization's capacity and role in community capacity building and establishing linkages between communities and local government. The project is expected to benefit directly about 700 poor households. More than half of the direct beneficiaries will be women.

Strengthening livelihoods, civil society and community-based natural resource management of indigenous communities
80%data completenessChepang and Tamang communities living in the hills of central Nepal are among the most marginalized and resource poor groups in Nepal.Their tiny land holdings provide no more than 3 to 6 months of food security and deforestation has contributed to environmental degradation. Due to lack of knowledge of efficient and sustainable agricultural practices and land-tenure rights, the communities are practicing unsustainable agriculture and animal husbandry which aggravate soil erosion that causes regular landslides that destroy agricultural fields and threaten the lives of people and animals. To improve access to remote villages, local government has started infrastructure development projects without proper social and environmental impact assessments. The objective of this project is to uplift the livelihoods and food security of the Chepang and Tamang communities through agro-forestry development and developed market access, strenghten community-based natural resource management, sustainable land use and climate change adaptation and empower women and persons with disabilities.This is achieved by, e.g. developing sound biodiversity management and sustainable livelihood activities in cooperation with community-based organizations and local government. Capacity building of forest user groups will be done to strenghten their operational capacity and local government will be supported in preparation and implementation of the local climate change adaptation plan of action. The continuation project implemented by NAFAN and supported by Swallows supports Finland's development objectives by increasing food security and promoting sustainable use of natural resources, local democracy and participation of women in decision making. The project will strengthen local partner organization's capacity and role in community capacity building and establishing linkages between communities and local government. The project is expected to benefit directly around 3000 right-holders and 150 duty-bearers. In addition, approx. 3500 people are expected to benefit indirectly.

Planning funds for Finland's Embassy in Kathmandu

Support to Nepal's School Sector Development Plan (SSDP), Covid-19 response
80%data completenessIn spring 2020, the Nepal Ministry of Education and the Nepal Education Cluster have jointly developed a separate COVID-19 adaptation plan (COVID-19 Education Cluster Contingency Plan - Nepal Education Cluster, 2020) for the education sector programme SSDP (The School Sector Development Plan). The Ministry of Education made a general request for all donors, including Finland, of additional funding for covid-19 emergency response. The overall objective of the Education Cluster Contingency Plan is to prevent the spread of COVID-19 from education institutions into local communities by providing safe learning environments by putting in place appropriate prevention measures in Nepalese schools. To achieve this objective the immediate response of the Education Cluster will focus on a) Ensuring adequate capacity for management and coordination during the response period, b) Strengthening prevention and resilience within the school system and among students, teachers, parents and caregivers and c) Support Continuity of Education/Learning for all children in all areas including children with disabilities and from marginalized backgrounds. Finland's financial contrbution for the implementation of the Education Cluster Contingency Plan for COVID-19 is EUR 2 514 999. The support will be channeled and monitored as part of Nepal School Sector Development Plan (SSDP) programme. The School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its Development Partners. The program is implemented during the years 2016-2023. Finland supports the program with a total of 20 million euros in the years 2016-2020.

The aim is to increase young people's opportunities to participate in the development of their own school environment and communities. Through the training, young people learn important skills needed in student council activities and advocacy, as well as knowledge of the importance of clean water, hygiene and the environment for well-being. At the same time, the project will disseminate the knowledge and good practices related to the environment, health and human rights they have learned more widely in their communities. Children and young people in rural village schools in Nepal face a number of challenges. Not all parents see the importance of education. Especially girls' schooling may be considered a waste of time. The lack of clean drinking water, water supply and sanitation in schools contributes to the spread of infectious diseases and reduces the attractiveness of schools. In addition to child marriages, the lack of decent and separate toilets for girls is a major cause of girls dropping out of school. Discrimination based on gender and social status is also a problem. Due to the remoteness, school authorities may not have contact with village schools, so their reality is not taken into account in decision-making in the education sector. The project enhances the study conditions in village schools by supporting student council activities and strengthening co-operation between student councils, parents, teacher associations, education authorities and other key actors. The learning environment in the village schools will be improved, including decent facilities for study, clean drinking water, clean green environment, and hygienic toilets. Student council activities strengthen the participation of children and youth in schools and create conditions for effective co-operation between different actors. In addition to decent toilets, girls? right to education will be promoted by increasing girls' awareness and ability to take care of menstrual hygiene. The schooling of low-income children and youth, especially girls, the dalits and other vulnerable pupils, will be supported, and thus, the project promotes the principle of equality in project schools.

Community Leadership on Education and Protection (CLEAP)
95%data completenessThe Community Leadership on Education and Protection (CLEAP) project strengthens local child rights protection and education systems and school management, empowering parents and children to claim their right to education and protection in Sudurpaschim (Far West) province of Nepal. The project addresses problem like school dropouts and discrimination in communities, strengthening civil society engagement for promoting accountability and good governance in schools and local governments. Gender-, caste- and disability-based discrimination are still deeply rooted and widely accepted in Far West Nepal. Dalit communities and children with disabilities are discriminated against in private and public spheres. Vulnerable girls face multiple discriminatory practices including early marriages, high responsibility of household chores, son preference, domestic violence and being considered impure during menstruation. Considering learning from past projects and feedback from community, officials and government authorities, project aims at strengthening right to education and protection for vulnerable children with three major results: 1) Strengthened and functional child protection systems and education management 2) Children, parents, media, and civil society actors are actively engaged to promote right to education and protection for vulnerable children 3) Improved Right to Education through increased enrollment, reduced drop out, improved learning outcomes and inclusion The project reaches about 2 000 vulnerable children (girls, Dalits and children with disabilities) and parents, civil society actors and 125 public and elected officials at local and provincial levels. The direct beneficiaries are children, parents and teachers (72) of four wards in Nawadurga and Bhageshwor Rural Municipalities of Dadeldhura District. In addition, stakeholders include civil society activists as well as media (40+). The project is jointly implemented by child rights expert organizations Interpedia and Loo Niva Child Concern Group.
