Although Nepal has made tremendous progress on educational attainment lately the hard to reach group children in the project location villages of Gimdi Asrang and Thuladurlung of Lalitpur district are out of school the drop-out rate is high and the quality of education and school management is not satisfactory. Effective management of school and education is seriously problematic highly centralized and with inadequate local ownership. Besides many community schools have become hotbeds of corruption with lo cal leaders fighting for the appointment of teachers and resources. The overall development objective is to attain improved status of education and literacy in project locations through efficient education governance in active engagement of community loca l government and participation of children. Immediate objectives of the project are enhanced engagement of local governments in education planning and interventions, improved access to school management and quality of education with capacitated accountable and democratic School Management Committees (SMC), and increased engagement of parents community and children in educational planning and implementation.The project will enhance the right to quality education for easily marginalized groups such as dalit a nd tamang (or janajati) children. Inclusive education is promoted to children with disabilities. These actions contribute also to reduction of inequalities. Majority of the target group children are girls and therefore special attention is paid to consider gender equality in all activities. Climate sustainability is also taken into account in awareness raising campaigns conducted by child clubs.The project has a comprehensive target group who are key actors on changing school and education environment. It i ncludes the 4100 target children and their parents policy makers civil society actors media schoolteachers SMCs Parents Teachers Association (PTA) members and education officials. These groups are reached through different interventions, such as capacity b uilding collaborative consultations with responsible authorities along with wider awareness campaigns and mass mobilizations. The project will be implemented in collaboration of Department of Education Ministry of Federal and Local Governance respective lo cal governments and District Education Offices and other NGO coalitions active in the sector.

"UNDP has prepared in cooperation with Supreme Court of Nepal Ministry of Law Justice Constituent Assembly and Parliamentary Affairs and National Human Rights Commission a programme titled ""Strengthening the Rule of Law and Human Rights Protection System in Nepal"". The UNDP led program is planned to be an multi-donor program for a five year period. The project basically aims to strengthen the rule of law by supporting firstly the administration of justice sector with the Supreme Court playing a lead role through JSCC Secretariat and its network. Secondly through reforms in socio-legal aspect of the rule of law and access to justice sector the project envisages to implement protective laws by developing a national legal aid scheme .Access to justice with f ocus on vulnerable groups needs special attention and has been positively designed to implement through legal aid centers and legal aid service providers. Affirmative programs with specified figures of the beneficiaries on the other hand have been proposed to increase the number of hitherto deprived groups build their competency through educational scholarship internship and apprenticeship. Suggested legislative reforms to reduce discriminatory treatments and opportunities would have both symbolic value as well as impelling factor to gear up the project focus towards the needy groups. Total budget estimate for 5 years is USD 24 million of which Finland contributes 58 million euros during 2014-2017."

The Finnish Meteorological Institute has carried out institutional cooperation (ICI) with the Nepalese counterpart Department of Hydrology and Meteorology (DHM) during 2010-2012. The second phase of the ICI-cooepration will be carried out during 2013-2015 with the budget of nearly 500.000 euro. DHM is an organization under the Ministry of Science Technology and Environment in Nepal. DHM has a mandate from Government to monitor all the hydrological and meteorological activities in Nepal. The scope of work in cludes the monitoring of river hydrology climate agrometeorology sediment air quality water quality limnology snow hydrology glaciology and wind and solar energy. General and aviation weather forecasts are the regular services provided by DHM. As a member of the World Meteorological Organisation (WMO) DHM contributes to the global exchange of meteorological data on a regular basis. The second phase of the Finnish-Nepalese cooperation project will continue to respond to the development needs of DHM. The main technology and service areas of DHM development are: data management introducing new advanced technology improvement of weather forecasting (3-day forecasts) and enhancing services for the society. All of these areas need capacity building. The project wi ll support improvement of the DHM's capacity to plan and develop hydrological and meteorological observation networks data management utilization of hydrometeorological data and provision of hydrometeorological services to the community and the industry. T his will benefit all citizens of Nepal equally.

The National Human Rights Commission (NHRC) was established in May 2000 and was subsequently elevated to the status of a constitutional body by the 2007 Interim Constitution of Nepal. The commission has an extensive mandate to receive complaints conduct in vestigations and make recommendations but it is lacking in enforcement powers. The UNDP coordinated joint financing project will enhance the capacity of NHRC in the areas of i) auditing human rights compliance issues in legislation policies plans practices and procedures which will ensure respect for human rights by state actors ii) ensuring the effective implementation of the international human rights instruments to fulfill state obligations iii) ensuring human rights in the forthcoming constitution and i v) protecting and promoting the civil political and socio-economic rights. This project will support the NHRC to build both its capacity to work with stakeholders and to meet its accountability and obligations through public opinions inclusive work process es and reporting. Finnish contribution to the UNDP-led basket fund has been ? 400 000 during 2009-2013. Additional Finnish funding of ? 200 000 is allocated for securing the undisrupted UNDP support to NHRC in view of the upcoming November 2013 parliament elections in Nepal and the nomination process of the new Human rights commissioners. In February 2007 the Government of Nepal established a Nepal Peace Trust Fund in order to ensure sustainable peace in the country. The overall objective of the Fund is to support successful implementation of the Comprehensive Peace Agreement signed between the Government of Nepal and the Communist Party of Nepal (Maoist) in November 2006. The Peace Trust Fund provides the Government a joint financing mechanism which enables the Government to channel and coordinate resources for the politically agreed key ar eas. Nepal Peace Trust Fund has had a major role in closing down the military camps of the ex-maoist combatants and in their disarmament and integration. Providing financial support to constitutional assembly elections in November 2013 will be the next major challenge for the Peace Trust Fund. Finland has provided 3.0 million euro to the Fund in 2007-2009 and made additional replenishment of 3.5 million euro in 2010-2013.

Spinal cord injury rehabilitation is a major unmet need in Nepal. In Nepal most cases are caused by falls from heights chiefly from trees (from which poor farmers cut fodder for their stock) and building sites. Road traffic accidents are an increasing caus e of SCI. There are currently only three centres in the whole country offering rehabilitation services to people with spinal cord injuries ? two of the three are in Kathmandu. GPHRC provides services to the Western Development Region and through four INF c linics to the Mid-Western Development Region - a total population of around 8.5 million people. At present large proportion of SCI patients present for rehabilitation with pressure sores. These patients require admissions up to 6 months as the pressure sor e needs to heal before rehabilitation can commence. Patients admitted without pressure sores can complete the rehabilitation within 6-8 weeks. The project ?Improving rehabilitation services for people with spinal cord injury in western Nepal? will be imple mented by International Nepal Fellowship Nepal?s (INF/Nepal) Green Pastures Hospital and Rehabilitation Centre (GPHRC) in collaboration with government and private hospitals in Pokhara Nepal and INF?s Partnership for Rehabilitation (PFR) which supports com munity-based rehabilitation services in the Western Region of Nepal. This project has three major objectives:1. To reduce the incidence of secondary complications in new cases of spinal cord injury (SCI) by providing health education and essential equipmen t to patients in primary (trauma) care 2. To provide better quality rehabilitation services to SCI clients through building a appropriately designed 12 bed SCI ward block at GPHRC 3. To reduce the incidence of infections and pressure sores in SCI patients after their return home and thereby reduce the rate of re-admission and improve their quality of life
