Program I 1. Grassroots and National level dialogues will be organised under the Social Forum banner. SADED, through its grassroots dialogue, collects memories, thoughts and experience from the grassroots level 2. Those interesting and important memories a nd outcomes of the dialogues will be published and disseminated through newsletters, newspaper articles, blogs and websites. 3. SADED-Nepal prioritizes to interact with various social movements in South Asia. Since it is easy for Nepalese to visit Pakistan , and Bangladesh in comparison to Indians, SADED-Nepal will engage with social movements there so that regional social movements especially Social Forum will be strengthened. Program II: Sustainable rehabilitation and reconstruction (after 2015 earthquake) 1. To stay with our green principles to use local technological skills and material for reconstruction: There is a risk that some of the multinational companies will monopolize the reconstruction discourse in order to expand their capital. SADED-Nepal has a plan to recruit some of the technicians to mobilize in the affected areas before and during the reconstruction work. They will be given chance to have exposure visits to places like Uttarakhand and Assam of India. These technicians will be able to sugge st a good engineered structures so that the reconstructed houses with local materials will be equally or even more stronger than that of corporate promoted #modern# houses. Dialogues will be organized in the affected areas with the participation of communi ty-based organizations and local elites. Also we will invite experts from Uttarakhand and Assam for sharing dialogues in the affected areas. 2. Resuming/Building/supporting public spaces for children and elders in the villages: SADED-Nepal have identified 5 Village Development Communities (VDCs) in Nuwakot and Rasuwa/Sindupalchowk from where we start relief and reconstruction work of children's space. While doing so, pre-primary schools, play schools along with the village based public spaces will be recons tructed where it is destroyed. We will take a VDC, and after having need assessments in the villages, will help reconstruct damaged infrastructures so that public spaces can resume/start their activities. Elderly and young people will be involved in runnin g these children spaces. Furthermore, midday meals and play materials will be provided in a school and a children’s play space.

Dalits continue to be among the poorest, under educated and under-represented at the political level. Freed Haliyas, ex-Kamaiyas and Kamlaris (HaKK) have not yet fully realised the true sense of freedom. They are aware but still lacking desired level of empowerment. Thousands of right-holders are still denied their rights and entitlements. Therefore, right -holders need to be further supported to empower them to claim and enjoy their rights. The duty-bearers require enough support in formulation policies, strategies, guidelines and implement those aiming the just rehabilitation of freed HaKK. The project, th us, focuses on livelihood, education, capacity building and advocacy to facilitate duty-bearers’ and right-holders’ efforts to end this bondage system permanently. The overall goal of the project is to enhance the dignified living of freed Haliyas, Ex- Kamaiyas and Kamlaris. The catastrophic earthquake of 25th April 2015 measuring 7.8 Richter scale had its devastating consequences on human lives and property as well as infrastructures including WASH services in Nepal. The gains that Nepal had made so far in achieving the MDG t argets on water and sanitation has been negatively challenged by the damages of water supply and sanitation services. UNICEF WASH Earthquake Recovery Programme will support reconstruction efforts in Nepal particularly in WASH sector with a particular focus on Disaster Risk Management. The expected results and outcomes of the programme are formulation and operationalization of disaster risk reduction and climate change policies capacity building and system building for disaster preparedness and response and earthquake affected water supply schemes and school toilets and water systems rehabilitation. Rehabilitated water supply schemes will serve at least 33 000 people and school toilets and water systems rebuilding will serve at least 20 000 children. At least 20 000 school children will be also educated on hand washing.In International Conference on Nepal?s Reconstruction on 25th of June 2015 Finland pledged two million euros (2 000 000) to the reconstruction efforts in Nepal. The contribution was decided to b e channeled through UNICEF based on earlier cooperation. Finland provided one million euros (1 000 000) support for 2016. The programme will receive additional funding of one million euros for 2017 as pledged in 25th of June 2015.

In rural Nepal especially girls encounter challenges related to schooling, one of them being lack of toilets suitable for girls. There is also need for improvement in teachers' attitudes, transparency of school administration, infrastructure and safe envir onment. With closer cooperation betweeen different school stakeholdersthe quality of schools can be improved and the attitudes in communities can be changed to understand the importance of schooling in children's life. The project aims to develop child and environmentally friendly schools in rural Eastern Nepal by supporting school child clubs in their activities and the cooperation between school stakeholders (child club, school management committee, parent-teacher assotiation, school administration, Villa ge education committee) in preparing school improvement plans (SIP). The project provides capacitation to Child Club board members on child rights, life skills, gender, social inclusion and environmental issues. The school stakeholders participate in capac itations and workshops to manage the schools efficiently and transparently. Through Child Clubs the youth can contribute to the development of their own shools and communities. There is also hardware components to improve the classrooms, sanitation and saf e drinking water facilities in project schools. The project will result quality rural schools with good environment to study and work.

In Nepalese society, women are subject to discrimination, and women human rights defenders statue is not sufficiently recognized, even in the Nepal's human rights movement. Before WOREC's 2006 campaign, women human rights defenders’ status, rights, and t he need for protection in the first place had not been raised. The change has been made, but slowly, which is why women human rights defenders are still harassedin their work. Violence against female human rights defenders and even murders are not uncommon . Perpetrators may be government officers, family members or other members of the community. WOREC has recently been involved in the drafting a legislative initiatives related safety of women human rights defenders. The project's main objective is to stren gthen women human rights defenders in the capacity of human rights, particularly women's rights, promoting and improving the conditions for the work of human rights defenders. The primary target group of the project are especially women human rights defend ers who are involved in WORECin networks and women's groups. In particular, the project takes into account the women who work for Dalits, indigenous, madhesien, the disabled, the Muslims and the victims of violence involved. The project capacitates other b eneficiaries, such as community leaders and communities of men, as well as with national-level advocacy of women's rights. The lack of employment opportunities, insufficient vocational skills training opportunities are pushing unemployed youths for out-migration. UNDP has prepared in cooperation with Supreme Court of Nepal Ministry of Law Justice Constituent Assembly and Parliamentary Affairs and National Human Rights Commission a programme titled ?Strengthening the Rule of Law and Human Rights Protection System in Nepal?. The UNDP led program is planned to be an multi-donor program for a five year period. The project basically aims to strengthen the rule of law by supporting firstly the ?administration of justice sector? with the Supreme Court playing a lead role t hrough JSCC Secretariat and its network. Secondly through reforms in ?socio-legal? aspect of the rule of law and ?access to justice sector? the project envisages to implement protective laws by developing a ?national legal aid scheme? .?Access to justice? with focus on vulnerable groups needs special attention and has been positively designed to implement through ?legal aid centers? and ?legal aid service providers?. Affirmative programs with specified figures of the beneficiaries on the other hand have bee n proposed to increase the number of hitherto deprived groups build their competency through educational scholarship internship and apprenticeship. Suggested legislative reforms to reduce discriminatory treatments and opportunities would have both symbolic value as well as impelling factor to gear up the project focus towards the needy groups. Total budget estimate for 5 years is USD 24 million of which Finland contributes 54 million euros during 2014-2017.
