The Air Transport Capacity Enhancement Project will enhance safety and capacity at Tribhuvan International Airport (TIA) in Kathmandu and three remote domestic airports--Lukla, Rara, and Simikot. TIA's airfield side infrastructure will be reconfigured and upgraded to international safety standards, including provision or construction of (i) about 1,400 meters (m) of new main taxiways and link taxiways, (ii) runway end safety area and extension, (iii) runway approach lights, (iv) an instrument landing system localizer, (v) an uninterrupted power supply system for essential airfield and security area lights, (vi) air traffic communication equipment,(vii) additional international and domestic aircraft parking apron area, and (viii) upgrading of rescue and fire fighting system. TIA's terminal infrastructure will be rehabilitated with the existing international terminal refurnished and upgraded, and a new temporary domestic terminal of about 10,000 square meters (m2) constructed. Basic safety improvements at the three remote domestic airports include a visual approach guidance system and abbreviated precision approach path indicator at Lukla airport, and runway threshold identifiers and runway end lights, air traffic control equipment, and meteorological equipment at Simikot and Rara airports. The Project will also improve overall sector management by implementing a 3-year capacity development program for the Civil Aviation Authority of Nepal (CAAN). CAAN's organizational and management capacity will be strengthened by updating the existing regulations, developing a strategy to adapt the regulatory framework based on international standards, improving human resources development, upgrading the financial and management information system, implementing a systematic maintenance program, and identifying viable opportunities for private sector participation for future airport infrastructure development and maintenance.

The Third Small Town Water Supply and Sanitation Sector Project is providing the services to small towns with a population of 5,000 to 40,000 that show the potential for growth by having access to roads, power supply and telecommunications. This includes the upgrade or construction of water supply systems in up to 20 small towns, involving 1,450 kilometers of water supply pipelines; 67,500 household connections; and 20 water treatment systems with an estimated capacity of 50,000 cubic meters per day. The project will also provide about 5,000 household toilets with septic tanks, as well as provision of septic management facilities and equipment. Drainage systems and master plans are also prepared in towns with flooding risks. Training is being provided to help local water agencies modernize their operations and manage water rates, and to teach local communities public awareness on water conservation and public hygiene.

Lhomi Preschool Program in Nepal is a liaison between Wycliffe Finland (WRK) and its partner Nepal Lhomi Society (NELHOS). The main output will be Mother Tongue Based Early Childhood Education program for the Lhomi.The status of children in Nepal is often very poor especially among indigenous people groups. Lhomi children are often discriminated. There is no preschools available and they must start primary school in Nepali language which is unknown for them. This will have a bad effect to their success in t he school and finally it causes exclusion.Providing pre-school opportunity by their mother tongue this project will increase parity in the education levels of children in the target communities with other children in the country. Children's rights will be increased by providing them pre-school education that equip them and easy their transition to the first grade in Nepali instructed primary school. In doing so children will comprehend and learn faster they will stay in school and ultimately will increase t heir self-development. This will be achieved through a well-founded Mother Tongue Based Early Childhood Education (MTB ECE) -program that will be developed in the target language.The project aims to reduce inequality and vulnerability of indigenous childre n. The rights of girls disabled children and low cast children will be emphasized. Moreover gender equality reduction of inequality disability and climate sustainability will be part of the learning material.NELHOS is responsible of project implementation. In Nepal children are not screened for visual or hearing impairments. Knowledge of eye- and ear health is generally poor. Traditional beliefs and treatments can be detrimental to sight and vision. Having a disability is still greatly stigmatised. Although the majority of children in Nepal have access to education differently abled children are still mostly excluded from it. This is a major risk for marginalisation. The project which is a 2-year pilot in Bara district in the Terai region in the south of Nepa l aims to increase the enrollment of 3 to 8-year-old children with vision or hearing impairment in public preschools. The inhabitants of the district are poor and the number of children not attending school is considerable. The majority of pupils in Bara a re boys and the project aims to promote girls' right to education.Grass-root level volunteers are educated to identify children with problems with vision or hearing. The children identified through screening are examined at eye + ear camps to diagnose cond itions affecting sight and vision. It is estimated that most of these children have problems that can easily be cured with simple treatments. Children with a severe visual or hearing disability will undergo a 4-6 month rehabilitation to enable life outside home and attending school. Awareness raising campaigns regarding eye- and ear health as well as rights of disabled children will be organised among local inhabitants during the camps.This project is as a collaboration between a Nepalese NGO B.P. Eye Found ation and PSR Finland. The collaboration was initiated from Nepal. Like the previous work of B.P. Eye Foundation this project aims to screen for and promote treatment of disabling conditions as well as contribute to a change in the Nepalese view on the rig hts of people with disabilities remove barriers and stigmas associated with disabilities and enable children with disabilities to become productive citizens. The Department of Education (DoED) Nepal has signed a Memorandum of Understanding on implementing these pilot protocols in other districts in Nepal.

Inclusive and Accountable Schools is a cooperation project of Loo Niva Child Concern Patan Community Based Rehabilitation and Interpedia Finland Ry. This project is focused on promoting inclusive and accountable schools as well as advancing the realization of the right to education for marginalize d children who face discrimination particularly due to disabilities or the caste but also due to gender and ethnicity. The goal to increase inclusion of these vulnerable groups of children will be achieved by identifying and finding excluded children; prov iding material and financial support that sustains enrolment to school; sensitizing training and rising awareness about rights needs and potential of marginalized children among children parents and teachers; improving school governance and using local med ia for raising awareness of the importance of education for all children. The three organizations involved have versatile expertise of both advancing the right to education improving governance and advancing the involvement of children from margin groups f or instance children with disabilities and dalit children. Moreover the project has been designed with consultation of children local communities and authorities for ensuring engagement of the local communities as well as the most effective implementation of the project in promoting the right to education. From the beginning the project has been planned in collaboration with local and national level authorities other NGOs and community groups for ensuring the sustainability and continuity of the good resul ts of the project.

The School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its Development Partners. The program is implemented during the years 2016-2023. Finland supports the p rogram with a total of 20 million euros in the years 2016-2020. In addition Finland also supports a smaller technical assistance based project which supports the achievement of SSDP's objectives. The SSDP is the second phase of the School Sector Reform Pr ogramme which Finland supported between 2009-2016. It is based on the achievements of the first stage of which the most important were the substantial increase in access to education achievement of gender parity in education a decrease in illiteracy and cl assroom size and an increase in the number of educated teachers. In the SSDP there the focus shifts more clearly towards enhancing the quality equitable participation and learning outcomes in education. There is also a stronger emphasis on linking disburse ments of funds to achieved targets as donors will apply Disbursement Linked Indicators (DLIs) to which part or all of their funding is tied. The objectives of the program are divided into four categories: equity quality efficiency and relevance. The progra m aims to enhance these aspects of education on all levels: early childhood education basic education secondary education and lifelong learning. The program strives to ensure that all students in Nepal have equal opportunities to access high quality educat ion. A reform of the governance and management system of the education sector is also part of the objectives of the program. The final beneficiaries of the program are Nepal's around 7.3 million students and almost 29.000 public schools. The Ministry of Ed ucation of Nepal is implementing the program and the Government of Nepal funds at least 80% of its budget. Other development partners who fund the program include the Asian Development Bank Australia the EU the World Bank Norway UNICEF and Global Partnersh ip for Education.

The Technical Assistance for Competence-Based Soft Skills Development in School Education in Nepal (TASS) is the second phase of the Finnish funded TSSP program which was implemented in the years 2012-2015. The aim of the TSSP program was to improve the qu ality of education in Nepal by integrating soft skills into teaching. Soft skills are defined as personal cooperation thinking innovation and business skills. The TSSP project ends in December 2015.The mid-term review of TSSP concluded that the integration of soft skills into the education sector in Nepal is highly relevant as it can improve both the quality and the relevance of education. The evaluation recommended a continuation of the project. The main achievements of TSSP were the approval of new curric ula in six different subjects for grades 9-10 as well as the development of teachers training materials and their testing. The new textbooks for grade 9 will be in schools in 2016 and teachers' training packages have been taught in 40% of Nepal's teacher t raining facilities. The second phase ? the TASS project ? will build on the achievements of the first phase. During the TASS program the update of the curriculum for grades 9-10 moves to the implementation stage. Teaching materials are being developed also for grades 6-8 and work on materials for grades 9-10 continues. The education of teachers and capacity building of relevant institutions regarding the application of soft skills also continues. The beneficiaries of the project are Nepalese students in g rades 6-10. The immediate beneficiaries are the Ministry of Education and regional and district level education directorates and offices. In addition the projects 80 pilot schools and their teachers benefit from focused capacity building support. The Minis try of Education in Nepal implements the project. The proposed budget for the project is 17 MEUR for the years 2016-2018.
