Development projects in Nepal

In the changed political context of Nepal, there has been significant scope for the drafting, amending number of laws and policies of various issues of human rights concern. The only issue that lacks the normative framework is of issues relating to forced migrants who categorically are refugees and asylum seekers. The project is dedicated for the population who are in vulnerable conditions resulting from the absence of such laws and policies. The project aims at meeting the expected outcomes of legal prot ection through four mutually reinforcing approaches: i) empowering the refugee community by creating a pool of paralegals through a Paralegal Short Course ii) Instantaneous address of legal challenges faced by beneficiaries through a law clinic and mobil e legal clinics iii) Public advocacy through outreach, dialogues/discussions, information campaigns, and workshops and iv) Closed-door meetings with host community organizations including law enforcement and administrative officials, members of judiciary a nd civil society, Community Based Organizations (CBOs) and other relevant stakeholders not limiting up the official channels. Referring to the recently formed Federal Structural Governmental in Nepal, the project entitled Increasing access of local people especially disadvantaged groups to public resources and govt. services/entitlements in regards to education, food and health i n Nepal” intends to make local people including women and indigenous people aware of the economic, social and cultural (ESC) rights alongside capacitating the newly elected local bodies on the issues. This helps in sensitizing the authorities to be more responsible towards the issues on public service delivery mechanism and existing issues need to address in changing structure and context, concerns with the local people. The project focuses on monitoring the local and provincial government's action plan a nd guidelines, services delivery mechanism, if they are in line with the human rights based approach or not and also regarding their proper and effective implementation. The local governments have been granted sweeping powers both in terms of budget and th e decision making powers. However, there is also a risk of such powers being abused as we have seen irregularities involving the all-party mechanisms in the past. With the project’s initiative of capacitating both the local people and elected members, t he project aims to minimize such risk and make the local government strengthen inter-relations among the federation, province and local level by distributing the resources and means judiciously. The newly elected representatives especially the judicial com mittees will be capacitated to demonstrate efficient leadership by engaging citizens and local people in the development activities so as to develop a sense of ownership in local decision making and service delivery. This way, the project initiatives expec t to enhance the relationship between right holder and duty bearers at the local and provincial level aiming to protect the fundamental human rights of the people.

The Canadian International Food Security Research Fund (CIFSRF) supports applied research projects that address food security challenges in the developing world. It is jointly funded, coordinated, and implemented in collaboration with the International Development Research Centre (IDRC) and uses the combined expertise of both organizations to maximize the impact of the projects funded. Through investments in applied research, the CIFSRF contributes to the development of more productive, sustainable, and gender-sensitive agricultural techniques for women subsistence farmers, with the ultimate goal of making food sources more secure and accessible, and the food produced more nutritious, for poor households. Women and girls are particularly targeted by this project since they face the heaviest burden of chronic hunger and malnutrition in developing countries. The objectives of the CIFSRF are: (1) to increase food security in developing countries by funding applied research in agricultural development and nutrition; (2) to apply Canadian science and technology expertise in collaboration with developing country partners to address food security; (3) to use research results to inform food security policies and programs; and (4) to identify innovations and scale up the most promising research from both Phase I and Phase II of the Fund to help meet future global food demand. Phase II focuses geographically on the 20 countries already targeted under Phase I as well as all other official development assistance-eligible countries in Africa. Project activities for phase II include: (1) developing farming methods that can better withstand the effects of climate change; (2) developing environmentally sustainable gender-sensitive, farmer-led research models for breeding and distribution of new crops or underutilized traditional crops and consumption of sufficient, safe and nutritious food; (3) improving family-based aquaculture; (4) decreasing domestic animal losses through development of vaccines; and (5) reducing post-harvest losses through adaptable and affordable technologies. Partnership is an important aspect of the CIFSRF and all the research projects funded are jointly conducted by Canadian and developing country-based organizations, such as academic institutions, private sector organizations, civil society organizations, or research institutions. These partnerships harness Canada's expertise in agriculture and nutritional science and combine it with first-hand knowledge and expertise in developing countries, to maximize the benefit for development activities.

The aim of the project is to promote the implementation of the ESC rights, especially right to education, food and health at the local level by raising awareness in local communities of their rights and the capacity to claim their rights, as well as influe ncing the authorities and capacitating them of their obligations. In addition, the aim is to monitor the implementation of the commitments relating to the rights and administrative programs, and to promote links between rights holders and accountables. The Gov ernment and local authorities responsibility TSS implementation Rights has increased. The primary target group of the project are the local communities, as well as the responsible local authorities and service providers in 5 village committees in five diff erent counties. Particular attention is paid to the participation of vulnerable groups such as Dalits and indigenous communities, as well as in the consideration of the gender equality. Districts are the same as in the previous project: Morang, Makawanpur, Kaski, Banke and Kailali. The village committee new ones. Based on the results of the previous project, the primary beneficiaries, the amount can be estimated at around 4 000 people. Insec was founded in 1988, its main aims is to promote the rights of per sons working in informal sectors. Since then, the organization in its field has expanded. INSEC is one of the most important and most reliable human rights organization in Nepal. The organization was registered in 1991. It makes extensive documentation and reporting, and also acts as a central source for data of human rights situation in Nepal. INSEC's activities include monitoring, advocacy, information at the grassroots level and the training and capacitating of different actors. INSEC's focus has been p romoting in particular the cultural and political rights and democracy, but the organization's new strategy emphasizes more strongly the ESC rights. www.insec.org.np

The development problem of the proposed project is limited access to SRHR combined with unsustainable use of natural resources. The purpose of the project is to improve SRHR and biodiversity conservation through integrated approach. The project focuses on peoples empowerment capacity building and awareness raising improving livelihood and well-being as well as strengthening partnerships to promote an integrated approach. Capacity building and awareness raising activities will be targeted towards young peopl e and Natural Resource Management communities. Through the trainings it is expected that their understanding of the issues and motivation to promote sustainable development and SRHR are increased. The long-term development objective for the integrated Popu lation Health and Environment (PHE) initiative is Healthy and productive communities where young people can live in harmony with nature and realize their SRHR. This project is a continuation project and forms a third phase of a collaborative PHE project wh ich is implemented through an integrated approach with four partners: Väestöliitto (the Family Federation of Finland) FPAN (the Family Planning Association of Nepal) WWF Finland and WWF Nepal. Cooperation between these partners started already in 2011 an d this project builds upon the lessons learned from the first two phases of the project. The project will be directly linked to the PHE initiative of WWF Nepal and WWF Finland supported by the MFA. UN Women's Women's Economic Empowerment project aims to enhance the economic situation of especially the most poorest groups of Nepalese women. The participation of Nepalese women in the advancement of the national economy is limited due to insufficient ec onomic resources and low level of education. The project advances the consciousness of the beneficiaries regarding their rights through networks of marginalized women. The project builds up the capacity of the Government of Nepal to follow the conditions of equality in its economic policy both at national and provincial level. In Nepal there are about 14 million women with Uterine prolapse. Though the expected lifetime has become longer in Nepal the amount of women who get uterine prolapse has not decreased. It has doubled from the year 2008. The problem is in the Nepalese cultu re. It does not protect the the women after they given a birth to a child. Many of the women are expected to work hard soon after the delivery.The aim of this project is to secure a better health for all in Nepal and to prevent Uterine prolapse- by support ing them to appreciate the motherhood and to protect the mothers after the delivery - by counselling in breast-feeding and in child care- by teaching right ways to lift and to work - by guiding to healthy living habits and versatile diet- by encouraging to smoke free lifestyle with no intoxicating agents or fear of AIDSIt is planned that the project will reach all the 75 districts in Nepal in three years. Partners in the districts will be the health and education departments of the districts and also the vo luntary women workers groups which already exist in the districts. According to the plan in each district a three day seminar will be arranged in which all the health teachers from the schools health assistants midwives and the voluntary women workers in the district will be invited. Each year about 2500 health workers can take part in the seminar (100 in each district). All these will get the health education teaching material used during the seminar so that they can use it also in their own work. So the amount of the Nepalese reached by the project will be several time larger.
