Development projects in Nepal

The project focuses ensuring that social protection policies and programmes are child sensitive and result in improved development outcomes for children. To achieve this the project engages with all levels of government while emphasis is placed at municipal level as this is where social protection activities are anchored and opportunities to influence are multiple. Building on the success of past approaches and achievements, securing access to social protection for all people eligible, and especially the most marginalised, will be a key focus that will be scaled up in additional districts and municipalities. This will strengthen the economic position of households which also gives scope to better provide for their children. To ensure impact on children, focused inputs are given to the beneficiaries of the government Child Grant through a parenting programme as well as capacity building of health staff. The project will engage with social protection policy and programme development in municipalities as well as at provincial and federal level with the objective of advancing CSSP.

People Forum is a non-governmental organization established in 2003 for the protection of human rights and promotion of rule of law in Nepal. Its work concentrates especially on different vulnerable groups. Migrant workers have been the main beneficiaries of previous projects. People Forum?s central office is located in Kathmandu, and the organization has had projects outside of the capital city in the following districts: Jhapa, Morang, Kaski, Chitwan, Banke, Sarlahi, Rupandehi, Nabalpur, Bardiya and Kavre. In addition, the organization has worked together with different partners in 20 districts and offered free legal aid service in 71 districts. Since its establishment in 2003, People Forum has based its work in six major working strategies: free legal service to migrant workers; advocacy for law reformation and policy implementation; public interest litigation; capacity development of migrant workers, government and non-government service providers; co-ordination and networking among the actors and research on legal issues of labour migrnation. Lawyers? Association for Human Rights of Nepalese Indigenous Peoples (LAHURNIP) is a pioneer organization established in 1995 by professional indigenous lawyers to work for human rights and fundamental freedoms of Indigenous Peoples in Nepal. LAHURNIP envisions a situation where Indigenous Peoples of Nepal are freely enjoying collective rights, including right to self-determination, ownership and control over lands, territories and resources, customary rights and justice system and self-determined development. LAHURNIP is committed to protecting, promoting and defending the rights of Indigenous Peoples of Nepal. LAHURNIP promotes meaningful implementation of the ILO Convention No. 169, United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) inter alia with other international human rights instruments that Nepal is a party to. It has been working to create solidarity to the regional and international Indigenous Peoples' rights promotional initiatives. LAHURNIP empowers, mobilizes and provides technical support to engage in advocacy, and legal aid to those Indigenous Peoples whose lands territories, resources and livelihoods are disproportionately affected by or struggling to defend human rights violated mainly by the State, development aggression, and business/economic activities. Project justification: Haliyas are the ex-bonded labourers of Sudurpashim province. The key focus is on the promotion and protection of rights of ex-bonded labourers (Freed-Haliyas; who belongs to Dalit caste groups), Dalits, Janajatis (indigenous people) and other marginalised groups, for their freedom and rehabilitation. The majority of ex-bonded labourers in the target area are still living below the poverty line, needing support to empower them to claim and enjoy their rights, strongly backed up with economic empowerment. The need is to focus on access to finance, livelihood, capacity building and advocacy to facilitate duty bearers? and right holders? efforts for rightful and entitled rehabilitation package, and, at the same time, duty bearers require enough support in formulation policies, strategies, guidelines and implement those aiming the rehabilitation of the freed Haliya and diversified economic empowerment interventions with skill development, vocational trainings, input support and youth and community led disaster preparedness actions. 4. The main objective and the expected results: The overall aim is to contribute to poverty reduction and equity in marginalized communities of Dadeldhura and Baitadi Districts in Sudurpaschim Province. The expected results are; ? Income of the most vulnerable and marginalized families improved and diversified through market driven and contextual skill trainings, enterprise establishment and market linkage. ? 1. Project: 12262 Partnering for promoting social and economic rights of ex bonded laborer 2. Project area and Country: Kailali and Kanchanpur Districts, Sudurpaschim Province, Nepal 3. Project justification: Sudurpaschim province is hot spots of modern bonded labourers under the so-called Haliya, Kamaiya and Kamlari systems. The system promotes extreme gender-based violence consisting of several social taboos and other harmful practices. Kamaiyas and Kamlaris are two major groups of ex-bonded labourers living in Kailali and Kanchanpur districts. They were enslaved within a system of bonded labour and were forced by landlords to execute various hard labour in agriculture with a nominal amount. Exorbitant debts were charged, and whole families were forced to be slave. After several hard struggles and advocacy efforts by civil society and human rights activists, the Government of Nepal abolished the system on July 17, 2000, for Kamaiya and 2013 for Kamlari. Although most Kamaiya families were freed, the system has persisted. But a decade after being liberated, the freed Kamaiyas are forced to live a very difficult life due to lack of its effective implementation of proper rehabilitation and relief package. The project is primarily designed to promote economic and social empowerment of ex-bonded labourers. 4. The main objective and the expected results: The main objective is to contribute to poverty reduction and equity in Sudurpaschim province through socio-economic empowerment of ex-bonded labourers. Socio-economic condition of the ex-bonded labourers is improved through income diversification, education and advocacy. As a result, vulnerable households are engaged in income generating activities and have access to the market, cooperatives are strengthened and are able to advocate for social transformation, children of ex-bonded labourer attain quality education and vulnerable groups are more resilient and are able to advocate for their rights and access to services. 5. 1. Project: 12260: Women Acting Together in Promoting Opportunities for Women Empowerment and Rights (Women POWER) 2. Project area and Country: Sindhuli, Nepal 3. Project justification: Sindhuli district ranks 47 in Nepal Human Development Index 2014, mainly contributed by high proportion of highly marginalized and ethnic minority groups like Danuwar, Mushar and Majhi with significant dependency on natural resources and labour works. During the first phase of this project (2018-2021), substantial positive changes were made through enhanced vocational and business skills to the socially marginalized and economically poor women. 4. The main objective and the expected results: The overall objective of the project is to contribute to poverty reduction and promoting gender justice in Sindhuli District. As an outcome, women have strengthened capacity to promote equality and social justice through collective effort for empowerment, networking advocacy and participation, increased access to finance through establishment and strengthening women led cooperative. Sustainable income opportunities are created for women through enhanced technical and entrepreneurship skills, better market linkage and integration of Climate Action and DRR initiatives. The project has its objective that the interest of all workers including the youth and women are actively promoted and represented with the positive social dialogue environment with employers through the increased membership in trade unions structure in commerce sector in Nepal. The working conditions in this sector are below the standards. For example, there is a lack of proper and well-defined contracts, the wages are below the state?s minimum wage, there are no social security provisions and there is a lack of job security. One reason for the bad working conditions in the sector is the low level of organising. The commerce sector is dominated by youth and women, but these groups have generally quite a negative image on trade unions. To promote the interests of the commerce workers in Nepal, including youth and women, the project has its output objectives that 1) the workers from commerce companies will be organised, 2) better wages and benefits for the workers will be negotiated, 3) the social dialogue will encourage harmonious industrial relations, and 4) the youth and woman participation in the partner union will improve. To explore the potential for organising, 5) a mapping of the companies will be conducted. The beneficiaries of the project are the workers working in the sector, the trade union activists of the sector, the youth and women workers and the worker?s families who are directly affected by the working environment and conditions, and who deserve rights to dignified work and decent livelihood. The project is implemented with UNI Global Union as the contract partner and UNI Nepal Liaison Council as the implementing organisation. UNI has good project management capacity and the Liaison Council has strong ownership for the project.

UNICEF's Education Program in the Nepal Country Program Action Plan (CPAP, 2023-2027) supports the Finnish Development Policy to improve inclusive and high-quality education and brings added value and synergy in the implementation of the Finnish Country Program in Nepal. The overall outcome of the Education Program is that the Nepali education system provides an equitable, inclusive, and good quality education from pre-primary to grade 12, in a safe and supportive environment to all girls and boys, especially from the most disadvantaged communities. The second result area of Finland's Nepal Country Program aims at supporting an inclusive education system that enables students to acquire the necessary skills to support Nepal's economic and democratic development. The target is that the inclusive education system provides students with knowledge and skills that contribute to Nepal's economic and democratic development and is in line with Agenda 2030 Sustainable Development Goals 4. With the help of Unicef's Education Program, the quality and results of early childhood education, primary and secondary education, as well as access to education are made easier, inclusion and equality are strengthened, and the special needs of the students are taken into consideration. Finland's support to Nepal's School Education Sector Plan (SESP), bilateral technical support (TECSES) and support to UNICEF's Education Program form a comprehensive and long-term support package in the education sector in Nepal.

Local Adaptation to Climate Change Project is considered as a new intervention, but it builds on the work of Rural Village Water Resources Management Project (RVWRMP), which has supported local authorities in water resources management since 2006. The Project will assist the local and provincial governments assume their role in management of natural resources to increase climate resilience. The principal assets of rural municipalities are their natural resources; water, land and forests, which could provide them both direct and indirect income through collection of revenues. In their first five years of existence, the municipalities have focused to improve service delivery in education and health sectors. With the assistance of RVWRMP, municipalities have been engaged in water resource management. The Project will widen the scope to include also the management and conservation of terrestrial natural resources. LACC Project will continue working with the RVWRMP municipalities in Karnali Province and the hills and mountains of Sudurpashchim Province in the Western Nepal. The ProjectŽs impact statement is: Sudurpashchim and Karnali Provinces improve climate resilience through sustainable management and conservation of their natural resources. The first results area focuses on management and conservation of terrestrial ecosystems. The second results area focuses on integrated water resource management (IWRM) and conservation and the third one on institutional development of provincial and municipal governments and dignified menstruation. The total budget of the Project is estimated at MEUR 74, comprising MEUR 18 from the EU, MEUR 13 from GOF, MEUR 25 from GON (tbc), estimated MEUR 9 from municipalities, and estimated MEUR 9 from users in cash and kind.

The principal impact of the project is poverty reduction and improved well-being in communities via enhanced democratic capacity to maintain sanitation and manage water. This translates to capacitating local governance levels (municipality, ward, community) of Devchuli Municipality, Nepal, in WASH (Outcome 1). The main goal is to achieve 100% coverage of national Total Sanitation standards in selected communities (Outcome 2). Furthermore, the project supports smart water use and climate change adaptation (Outcome 3). All project activities are implemented through a participatory Human Rights-Based Approach aimed at improving Gender Equality and Social Inclusion (GESI) (Outcome 4). Special emphasis is put on assisting Persons with Disabilities and disadvantaged groups, including ethnic minorities, women and girls and the elderly. Communities that achieve all above outcomes will be declared WASH Model Villages. The background is that work towards improved sanitation in Nepal was accelerated in 2010s via the Open Defecation Free (ODF) movement, including nation-wide toilet construction for all, and related hygienic behaviour changes. Nepal was declared ODF in 2018, after which focus has shifted towards achieving more advanced standards, titled Total Sanitation. Currently, Nepal is struggling with Total Sanitation, and in some areas maintaining ODF has proven challenging. The project works in the least developed hilly area (wards 5 and 6) of Devchuli Municipality in Nawalpur district of Western Nepal. The local partner CATN has identified several technical and societal issues in the wards, such as a lack of basic water and sanitation infrastructure and training as well as under-representation of women, Persons with Disabilities (PwD) and ethnic minorities. The population of the working area is 95% Janajati and 4% Dalit, both being ethnic minorities. Project activities include behaviour change, capacity development and infrastructure support. The local partner CATN implements the project under the supervision of WaterFinns. Activities are planned and implemented in close collaboration with Devchuli municipality, project wards, communities and civil society groups.

?Climate Resilient Farming System for Smallholder Farmers in Nepal? project aims to build climate and disaster resilient farming communities in the context of climate change in Nepal. The project will work with 2400 SHFs in 8 wards of 4 rural municipalities (local governance units) in Nawalpur district of Nepal from January 2023 to December 2025. The project will follow the smallholder farmers collective (SHFC) led approach and multi-stakeholder engagement as major strategies to achieve the envisaged results. Other learnings and successful approaches derived from the SAFBIN project co-financed by the European Union, will be used for strengthening the local CSOs like SHFCs, Water User Groups, Forest Management Groups etc. The project will directly address the issues of climate change and its impact on the smallholder farming communities. It will collectivize and engage communities to generate environment friendly local solutions to the problems caused by climate change. It will promote eco-friendly pathways to achieve sustainability in farming systems through regenerative agriculture and nature based solutions such as farm diversification, low external inputs, maximum use of locally available resources, conservation of local ecosystem, on-farm adaptive research (OFAR) etc. The project will also focus on value addition activities on locally available traditional and high value crops and livestock products to increase the income of these SHFs. At system level, the project will work in collaboration with the local government to strengthen their response to climate and disaster resilience by generating scalable samples. The project will work in 2 wards of each rural municipality and will cover the most vulnerable and marginalized 300 SHFs in each ward. The successful models and practices will be replicated in other wards of the rural municipalities. The project will concentrate particularly on five cross-cutting matters of sovereignty, justice, gender, equality and sustainability. These core principles are followed throughout the project strategy. In addition, the project will align with the national and local plans and policies on climate change.

The Guides and Scouts of Finland supports the capacity of its partner organization, Nepal Scouts, to strengthen peace education and youth participation in. The project will implement existing structures of scout organizations and volunteering and youth involvement will be central to both organizations in line with the scout principle. Peace education is divided into three parts 1) combating hate speech 2) gaining conflict resolution skills 3) skills for life. These three areas provide the basis for grassroots action in a scout organization, and through a variety of activities, children and young people learn skills to support social peace in their communities. In addition to traditional scouts activities, the project will support young Nepalese people to strengthen their involvement in peace and security issues. In Nepal, the participation of young people in decision-making is low and efforts are being made to strengthen this. This work is based on the UN Security Council Declaration 2250 Youth, Peace and Security and the actions taken in Finland as an inspiration. The outcomes of the project are 1) Scouts in Nepal have gained skills and knowledge in peace and conflict resolution and 2) Youth, peace and security -2250 launch event organized and proposal handed to Ministry of Youth and Sports The activities directly benefit the partner organization?s capacity, the trained scouts and the scouts participating in the activities during the project. After the project, the peace education materials will remain part of the scout organization's action program, and all scouts will benefit from the materials prepared and activities planned during the project. In addition, the 2250 process started during the project will serve to empower young people more widely in Nepal. The project addresses gender equality and discrimination through improving child rights, especially of vulnerable girls, whose rights are often undermined through harmful discriminatory practices, leading to school dropouts, child marriage and trafficking. The project takes a human rights progressive approach, creating systems-level dialogue between rights-holders and duty bearers, raising their capacity, empowering the girls themselves as well as improving child protection mechanisms and school environments. With this project, Interpedia and CWISH wish to see that vulnerable girls in Nepal are empowered to be active advocates of their rights, with their agenda recognized and supported by communities and authorities. To achieve this long-term impact, the project aims, in four years (2023-26) to ensure that: 1) Ward and Rural Municipal -level policies & structures enhance gender equality, non-discrimination and child rights to protection and participation 2) Communities and schools in two project Rural Municipalities better safeguard child rights, as well as non-discrimination, gender equality and inclusion 3) Girls in project RMs are better able to safeguard their rights, non-discrimination and gender equality Project will take place in all 8 wards of Balefi and 7 wards of Sunkoshi, covering all 31 schools with classes above 5th grade. Final beneficiaries are 1600 school-going and 200 out-of-school girls, especially vulnerable like Dalits or girls with disabilities. In most activities, the leading role is given to girls and women. Project works with elected women representatives of wards and rural municipalities, officials in Rural Municipal Education and Social Affairs Offices, teachers, School Management Committees, Parent-Teacher Associations, parents, community leaders and CBOs active in the areas. Interpedia's implementing partner CWISH is an expert organization on child rights and child protection. CWISH has completed a previous project in parts of Balefi RM, which increased community awareness on trafficking. This project supports finding sustainable solutions to tackling discriminatory practices.

Access to mental health services can be very limited due to challenges in awareness, deeply rooted stigma, recognition and treatment options, lack of health care professionals and financing services. The project aims to promote mental health in public and increase access to mental health services in public health networks within the districts of Okhaldunga and Sindhuli. Specific aims are to 1) promote mental health awareness and reduce stigma related to mental health conditions, 2) increase accessibility and effectiveness of mental health services in government health facilities and 3) to participate communities and people with mental health conditions to advocate for their rights and better access to treatment. The focus is on strengthening primary level outpatient treatment in line with WHO's Special Initiative for Mental Health recommendations and Nepal's new Mental Health Policy and Mental Health Plan 2020. The project utilizes TPO and PSR?s previous experience and mental health model used in their projects. The model is based on strengthening already existing public health structures, from health posts to specialised psychiatric hospitals, by training health workers already publicly employed to recognize, refer and treat mental health conditions, as well as raising citizens? awareness through workshops and advocacy. Local and district level mental health groups are established to promote the rights of people with mental health conditions and enable citizens participation in decision making. Public health networks and governance are involved in project activities and meetings to ensure continuity of mental health services after the end of the project. Lastly, migrant workers' mental health awareness and mental health is improved in collaboration with SASK. A qualitative study will be conducted to understand factors impacting migrant workers? mental health in times of Covid-19.

The Technical Support Cooperation to Education Sector in Nepal (TECSES) project supports the development of teacher education (pre and in-service training) at different levels of administration in Nepal. The aim of the technical assistance is to improve Nepal?s inclusive teaching and learning practices in schools, teacher training centers and participating universities and their faculties by developing learner-centered methods, inclusion, student assessment methods, soft skills and reflective practices. The objectives of the TECSES project are fully in line with the Nepal Education Program Development Plan (SESP, 2021-2030). In particular, TECSES supports the SESP targets 1. equal access to education, and 2. quality education and learning outcomes for every child. TECSES project is based on previous co-operation between Finland and Nepal in the field of education. The project will be implemented in collaboration with the Ministry of Education, Science and Technology (MoEST) and all key stakeholders in teacher education. The final beneficiaries of the project are Nepalese students. Finland's funding for the project is EUR 5 million for years 2022-2025. The project will be implemented in different phases and in the later stage there is an option to scale the activities with additional EU funding.

Project justification: The target area lies in remote area of Sindhuli district. 39% population of the district is under poverty line, which is roughly 1.5 times higher than national poverty rate. High concentration of ethnic minority and tribal groups such as Danuwar, Majhi, Hayau and Tamang contributes to the poverty of the district. Women?s access to information, finance and skill training opportunity are low in the target area. Deep-rooted patriarchy with high gender based disparity and violence against women have negative impacts on income opportunities and control of women. Furthermore, youth migration to off-farm employment out of the village and district creates issues in enhancing farm based production and productivity. 4. The main objective and the expected results: The main objective of the project is to enhance economic opportunities and equality for socially marginalized and economically poor women and men in Marin and Hariharpurgadhi rural municipalities in Sindhuli district. The project will enhance access to finance and promote better utilization of cooperative resources for enterprise development through expansion of coverage and diversification of saving and loan products. The project will also strengthen income and employment opportunities for marginalized groups through establishment and growth of on-farm and off-farm based enterprises. Around 52 000 Nepalese community health care volunteer workers form the backbone of basic health care services in the communities especially on the countryside. They serve as the link between the population and the official health care system by participating in many basic service programs and referring clients forward when needed. They take care among other things of family planning, basic health of mothers and children, immunization and nutrition advice. Around 90 % of the population use their services. These workers are all women who are not considered workers but ?volunteers?. Their training for their tasks is superficial, and the compensation they receive for their work is merely symbolic. The objective of the project is to organize the health volunteers into trade unions that, when they have gained power, are able to influence structural reforms whereby this extremely vulnerable group is officially recognized as workers that are entitled to decent salary, adequate professional training and recognition for the work carried out in difficult circumstances. The project carries out information and education work, for the health care workers to get to know their rights and demand them. Member recruitment and encouragement for activism is a prerequisite of success, and advocacy work is done through campaigning and negotiations with political decision-makers. Through PSI networks good examples are shared from Pakistan?s successful campaign for regularization of the sector and the salary increase campaign of Mumbai, India. The beneficiaries of the project are Nepalese community health workers and their organizations. Indirectly the whole population benefits from the improvement of the position of health workers who gain better working conditions and better training. The project partner is the international public sector union Public Services International PSI, and the implementers are two Nepalese PSI affiliates: Nepal Health Volunteers Association NEVA and Health Volunteers Organisation of Nepal HEVON.

Nepal is one of the least developed countries in Asia. Due to the COVID-19 crisis, a third of the population are at a high risk of falling into extreme poverty. Nepal has an alarmingly high number of school dropouts: 48% of the children are not finishing basic education. Especially girls and children with disabilities struggle to access and complete education. To respond to these challenges, Fida?s Country Programme has selected four municipalities to become models of safe school pathways for children and youth. All the government schools in Khijidemba, Bateshwor, Ishworpur, and Kailari municipalities are supported in developing an education path from basic education to secondary education and future studies. The use of information and communication technology (ICT) is promoted in schools. Teachers receive training in child-friendly methods, and coordination between schools and parents is strengthened. Young people?s pathways to secondary education and future studies are supported by promoting career counselling. Communities receive adult-literacy classes, as well as business training. Fida works in cooperation with four local organisations: Rescue Nepal, Relative Nepal, New Life Service Association and Transformation Nepal. The partners receive support and training to act as community-based advocates for the rights of children. Collaboration with schools, local governments, and relevant companies in the private sector is also promoted to ensure quality education to all.
