RP TROSA 2.0 - IWMI
Mahakali Basin in general, and select local governments situating in Darchula, Baitadi, Dadeldhura and Kanchanpur districts of Sudurpashim province will be the main geographical areas for the research activities to be implemented by IWMI Nepal. Agriculture —growing wheat, paddy rice, barley, maize, vegetables, potato and garlic in small scale, rearing livestock, collecting and crushing sandsand mines from the Mahakali river and its tributaries, seasonal migration, mostly India, small-scale enterprises,and salaried jobs are the main sources of livelihoods of communities in the areas. Men are involved as fishers; men and women also gather sand and stones from the river and crush them to produce construction materials (Oxfam Nepal). Most of the trade forthe marginalized communities is from Nepal to neighboring country India, where they sell sand and gravel, fish and vegetables to the larger markets. o Historical background, Impact, outcomes up to now and their limits (brief about TROSA previous phase work- if applicable). o Existing capacities (Oxfam and partners) Data from a scoping study conducted in May 2022 at Federal level through the NEXUS Gains Initiative of CGIAR, suggests that conceptual understandings to address challenges posed by climatechange in the Water-Energy-Food and Environment (WEFE) are currently limited among WEFE sector actors in Nepal (Buchy et al 2022). Hence, the starting point to develop awareness andthe tools to encourage WEFE actors to work together at the basin scale butalso at Federal, Provincial and Local levels will be to strengthen the capacity of actors. In addition to knowledge gaps, key informant indicated organisational, attitudinal, and human resource-related challenges. These challenges vary in levels of acuteness across types of actors and issues. To develop and implement aWEFE nexus approach in the Mahakali, capacity building efforts must address each of these key challenges as they pertain to diversegroups and contexts. Interviews with women professionals in WEFE sectors in Nepal at federal level also show that women working for the GoN continue to be side-lined and overlooked. Although the women interviewed were confident about their own knowledge and skill sets, irrespective of their age and level of seniority, they felt that they needed to constantly prove themselves. Women across all stakeholder groups feel they need confidence building to navigate patriarchal work environments as much as they need to further their knowledge and skills in nexus sciences. They also expressed the need to develop a reflexive understanding of how social norms impede men and women in their work, and how these norms are (often subconsciously) perpetuated. In addition to capacity issues, respondents at federal level also pointed out the institutional and policy bottlenecks accentuated by the implementation of federalism. Provinces and local governments are responsible for developing some natural resource management policies, but they can’t take leadership in transboundaryissues. Building on the community mobilization done during TROSA 1 we propose to strengthen the capacity of elected representatives and local administrative staff in understanding the challenges posed by the climate crisis especially for women. It is therefore important to map out in parallel to mapping the upstream/downstream conditions within the basin the institutional context along the riparian municipalities of the Mahakali River to assess knowledge, skills, and policy gaps. We propose for year 1and2 to implement our activity on the Nepal side of the basin but could explore if additional funding was secured and the work in Nepal proved useful to undertake work on the India side with the help of IWMI India in subsequent years. The insights generatedfrom the institutional analysis, and knowledge generated during TROSA 1, will support the curriculum development of leadership training in line with TROSA’s interest in developing women and youth leadership. IWMI will roll out a leadership trainingcycle at the federal level in 2023 and lessons from this pilot will also be integrated within this proposed training cycle at Municipality level starting most likely towards the end of 2023.

Strengthening Education Policies and Ensuring the Right to Education in Nepal
Strengthening Education Policies and Ensuring the Right to Education ?project has been planned by Loo Niva Child Concern Group and Interpedia expert NGOs on child rights and education. The NGOs have previously partnered in the Far-West Dadeldhura district through Concern for Education -projects in 2012-2014 and 2015-2017.Dadeldhura is one of the least developed areas in Nepal where vulnerable groups such as girls ethnic minorities and Dalits face discrimination and have lower access to education. The projec ts have improved the status of education through sensitizing children parents teachers and local authorities on their role in promoting education; strengthening child participation in society; forming and supporting local action groups for supervising and promoting quality education and raising awareness about good educational practices. The projects have also promoted peaceful education and avoiding misuse of schools as an instrument of politics.This project works at local municipal and provincial levels w ith the objective of enabling efforts on realizing the right to education in the new provincial structure of Nepal. In 2015 Nepal ratified a new constitution and the recent federalization process has reformed structures related to education policy shifting decision making to local and provincial levels. The civil society now has an opportunity to strengthen its role in policy-making and to advance the democratization process.The project will work to ensure better educational policies and programs at provinc e No. 7 and two municipalities through training local government leaders and provincial assembly members. For ensuring good practices developed are sustained and spread this phase will focus on empowering and engaging local civil society to ensure the sust ainable redistribution of roles and responsibilities. In addition the project will improve learning achievements and reduce dropouts in two municipalities reaching over 4000 school-going children in 32 schools their families and 60 teachers. The project is in line with Finnish development policy objectives has a strong rights-based approach and focus on gender + reduction of inequality

F.a: Upscaling of skills training and technical education for employment programme
1. Project: 11883 Upscaling of skills training and technical education for employment programme (STEP) #2. Project area and Country: Kailali and Dadeldhura districts in Far-West of Nepal #3. Project justification: #The population of Haliyas, Kamaiyas and K amalaris (HKK) are comparatively high in the Far West of Nepal. The region has limited opportunities for unskilled youths to engage in wage and self-employment work. The project targets youths from Haliya, Kamaiya, Kamalaris and Badi communities. These com munities are considered to be the most marginalized and vulnerable groups due to high incidence of poverty, illiteracy and human rights violence. The youths from these communities are heavily migrated to Indian cities for employment opportunities or are co mpelled to engage in low paying and high risk works to generate income for their families. TVET can support these target youths from remote area to live dignified life. However, due to high demand upon TVET to youths and concentration of TVET service provi ders in urban areas, the access of quality TVET is challenge for these target groups. #4. The main objective and the expected results: #The project aims to increase awareness and access to market focused quality vocational skills training to marginalized a nd vulnerable women and youths for their gainful employment. Strengthened advocacy and partnership among TVET stakeholders will be promoted for creating income and employment opportunities for trained youths and women.#5. Food relief, COVID kits and educational support
This project aims to provide immedicate food relief, essential COVID-kits to 196 rural women (benefitting 980 family members) in Doti and Dadeldhura district (Far-Western Region) who are facing social, economic and natural hardship due to second wave of COVID-19 pandemic. Further, it helps to provide educational support to 10 children for a year, who lost their family members due to COVID-19.

F.a: Economic and social empowerment
1. Project: 11887 Social and Economic Empowerment of Marginalized Groups including Freed Haliyas and Kamaiyas#2. Project area and Country: Kailali, Kanchanpur, Dadeldhura and Baitadi districts of Far West of Nepal #3. Project justification: #Far-western de velopment region one of poorest area of Nepal. The area is home for ex-bonded labour such as Haliya, Kamaiya and Kamlaries who have still limited access to land, livelihood opportunities and basic social service facilities. Dalits (so called untouchable gr oups) are another most marginalized groups living in the area. As they are occupational caste, they have very limited access to production resources such as land and capital to diversify livelihood opportunities. Single women are another category of vulner able groups in Nepal. Due to deep-rooted patriarchal social architecture and prevalent social norms, single women have to face several attitudinal barriers limiting them to access services and opportunity to earn their livelihood. #4. The main objective a nd the expected results:#The main objective of the project is to strengthen social and economic status of most marginalized groups in Far Western region through promoting livelihood with access to finance and business literacy. The project aims to diversif y income options for target groups through skill development, entrepreneurship training, enhanced production, value addition and marketing of farm and off farm-based products. Target groups, particularly vulnerable women, will enhance their access to finan ce through affiliation in cooperative and capacity building in cooperative management and leadership. Strong networks of marginalized groups will be established at target villages and rural municipality level to advocate livelihood and rehabilitation issue s towards local government and push forward their issues for higher-level advocacy as follow up against government commitment to these groups. #5. Concern for Education (CFE) Phase II
The first phase of the Concern for Education(CFE I) project has been implemented during 2012-14 in four Village Development Committees (VDCs) of Dadeldhura District Nepal.Due to the high drop-out rate and low quality of education in Nepalese schools the ov erall goal of the project is to contribute to the realization of the right to quality education for all school-aged children in Nepal. The CFE II proposed for 2015-17 will work in the same VDCs.CFE II will continue addressing the same development problem a nd further contribute to the reduction of inequalities as well as sustain and expand the achievements of CFEI.The specific objectives of CFE II are:-enhanced access to education for all children in the target area -improved quality of education in the dist rict through strengthened participation of the schools and community-enhanced capacity of Loo Niva in advocacy and movement buildingThe main beneficiaries are:-all 4263 children in the 24 schools of which 1100 are hard-to-reach-children-2031 teachers gover nment officials Parents? Teachers? Association (PTA)School Management Committee (SMC) members community memberscommunity-based organisation (CBO) members who will receive training in educational mattersThe focus of the project remains largely the same as i n CFE I with some new components. Special attention in CFEII is paid to hard-to-reach children:disabledchildren who have learning difficultiesbonded laborersdalits or child marriage victims. Reduction of inequalities will be realized as crosscutting theme. Also as the majority of these children are girls gender equality as a cross-cutting theme is taken into account. Climate sustainability issues are included in the awareness raising campaigns conducted by Child Clubs. The project works in tight collaborat ion with local government and schools strengthening the existing structures. A new structure will be created in the formation of an Education Watch group that will monitor educational affairs.The key activities of the project are: providing hard-to-reach c hildren with transitory scholarships remedial education classes Child Club support and Career Education Programs for the youth, promoting model schools, training teachers, training and mobilizing the Village Education Committee SMC+ PTA CBO members, raisin g awareness in the community mobilizing media and influencing in national policy, and strengthening the capacity of Loo Niva in advocacy and movement building.

Concern for Education - Promoting Community Engagement (CFE-III)
Interpedia ry and Loo Niva Child Concern have previously partnered in Far West Nepal with projects in 2012-2014 and 2015-2017. The Concern for Education -projects have supported children?s right to access to free quality education in rural Far-West Dadeldh ura area. Dadeldhura is one of the less developed areas in Nepal where vulnerable groups such as girls ethnic minorities and Dalits (the lower caste) still face discrimination and have lower accessibility to education. The projects have successfully manage d to improve the status of basic education by training and sensitizing children parents teacher and local authorities for their role in promoting the Right to Education; by establishing children?s groups for strengthening children?s active participation in society; supporting local Concern for Education- and Education Watch Groups in supervising and promoting quality education and using local and social medium for raising awareness about education and good educational practices. The projects have aimed at m aking schools as No Politics Zones supporting peaceceful education fulfillment of child rights and avoiding misuse of schools as an instrument of political targets and conflicts.For ensuring that the good practices that have been developed and introduced d uring the previous phase can be spread the next phase of the project will focus even more on promoting basic and primary level education in Dadeldhura area with effective engagement of local actors of civil society. After the new constitution in September 2015 NGOs and civil society have a significant opportunity to strengthen their role in policy-making as well as to advance the democratization process in Nepal. Due to that training and empowering local communities will be important parts of promoting educ ation during forthcoming years. Trained local communities will also ensure sustainable redistribution of roles and responsibilities of improving the right to education as well as new ways to finance education promotion activities after the inputs from Loo Niva. The project balances direct project interventions and advocacy work with a clear geographicacal focus in the remote Far West area.

Help Build Leadership Capacity of Rural women
The main objective of this project is to empower 240 rural women of four village development committees of Dadeldhura district. These women have been selected as potential leaders and this project plans to enhance their leadership capacity through "leadership development program". Under this program, we propose to organize training on leadership development skills, civic education & good governance, gender equality & social inclusion, women's right and domestic violence against women.
