Due to state policies in Nepal the IPs are losing ownership and control of lands that resulted displacement and threat to continue their existence and identity. Non recognition of customary lands , land acquisition, lack of free, prior and informed consent (FPIC), compensation to the affected, displacement, land dispossessions, full disclosure on projects, ignorance of religious, sacred site and pasture lands are some of the crucial issues pertaining to the land rights of IPs in Nepal. Often indigenous peop les and local communities have been confronting with the aforementioned issues in relation to lands caused by the development projects implemented by the government and private sectors. There are hundreds of hydropower development projects operated in the lands of IPs. The project is intended to enhance capacity of the IPs and local communities to defend their rights. Furthermore, this project also contributes in policy reformation with the engagement of the state and non-state actors, particularly private sectors. In the course of implementation of the project indigenous and local communities are supported in raising their human rights issues at the local level to international levels. For that LAHURNIP will organise capacity development activities and supp ort them to file cases to the courts, complaints to the international mechanisms such as the ILO, UN Special Rapporteurs, grievance mechanisms of the World Bank (Inspection Panel, the Compliance Advisor Ombudsman-CAO) and Asian Development Banks to make th e State and private sectors accountable for protecting and respecting human rights of the indigenous and local communities. The project will also contribute to enhance partnership and coordination with the national and international human rights institute s working in the areas of human rights to support in defending the rights of indigenous and local communities. Within the project members of five community forestry communities will be trained on the national and international legal context of biocultural community protocols. The same communities will document their biocultural life-heritage, develop biocultural co mmunity protocols and organize local campaigns to demand bio-cultural rights. Representatives of FECOFUN and local communities will participate in the meetings of the UN Convention on Biological Diversity to share the experiences related to the community p rotocols. Individual biocultural community protocols will be published at local level. In addition, FECOFUN will publish an evaluation report on the state of biocultural rights of local and indigenous communities to be shared at international fora. The bio cultural rights of the indigenous and local communities have been recognized in many international human rights and biodiversity instruments, but because of the reluctance of the Nepalese government, they are not implemented. Community forestry plans based on the National Forest Act emphasize technical standards rather than rights, so it is necessary to produce separate biocultural protocols. At Community level knowledge of international instruments such as the UN Biodiversity Agreement is weak, so it is ne cessary to increase it. Communities also need stronger campaigning capacity for biocultural rights to be included in forest management plans and forestry legislation. As a result of the project, the awareness of biocultural rights of local communities is e xpected to grow, the communities' biocultural life heritage will be documented and biocultural protocols will be drafted, government and other actors will recognize the community's cultural rights and the campaigning capacity of the community will be stren gthened to defend the rights. FECOFUN and local community representatives will be able to effectively participate in national and international forums and share the publication with wider audiences. The beneficiaries of the project are the members of the s elected five Community Forestry Groups in the following districts: Bardiya (Tharu People, Khata Corridor), Sunsari (peasants, Ramdhuni Cultural Forest), Kathmandu (Tamang people, Shandong National Park Buffer Zone), Rasuwa / Nuwakot (Tamang People, Lantang National Park Buffer Zone), Dhading / Gorkha (various populations, Community Forest adjacent to the Budigandaki hydropower project). SADED Nepal promotes grassroots democracy and ecologically sustainable society, using mainly the methodology of dialogues. The dialogues on sustainable alternatives will be carried out in particular on the following themes: youth and migration, biodiversit y and farming, and sustainable rebuilding. The dialogues are facilitated on different levels. On a village level in Nuwakot, Rasuwa, Dhading, Sindhupalchowk, Dolakha, Dhankuta and Sankhuwakhabha districts the dialogues seek to be an impetus for a lasting e mpowering platform. On a district or regional level dialogues take place between villagers and policy makers (wanting to challenge the usual top down policy making process), whilst the dialogues in the centre, in Kathmandu will reach out to students and na tional policy and opinion makers. The dialogues are also continued at the Social Forum process and the dialogues will in total be feeding into a policy alternatives building process (forming national consortium for policy alternatives) between different ac tors besides SADED, as trade unions and various youth groups, which will meet at regular intervals around the main themes of the dialogues. In Nepalese society, women are subject to discrimination, and women human rights defenders statue is not sufficiently recognized, even in the Nepal's human rights movement. Before WOREC's 2006 campaign, women human rights defenders’ status, rights, and t he need for protection in the first place had not been raised. The change has been made, but slowly, which is why women human rights defenders are still harassedin their work. Violence against female human rights defenders and even murders are not uncommon . Perpetrators may be government officers, family members or other members of the community. WOREC has recently been involved in the drafting a legislative initiatives related safety of women human rights defenders. The project's main objective is to stren gthen women human rights defenders in the capacity of human rights, particularly women's rights, promoting and improving the conditions for the work of human rights defenders. The primary target group of the project are especially women human rights defend ers who are involved in WORECin networks and women's groups. In particular, the project takes into account the women who work for Dalits, indigenous, madhesien, the disabled, the Muslims and the victims of violence involved. The project capacitates other b eneficiaries, such as community leaders and communities of men, as well as with national-level advocacy of women's rights. The UNDP led program is planned to be an multi-donor program for a five year period. The project basically aims to strengthen the rule of law by supporting firstly the ?administration of justice sector? with the Supreme Court playing a lead role t hrough JSCC Secretariat and its network. Secondly through reforms in ?socio-legal? aspect of the rule of law and ?access to justice sector? the project envisages to implement protective laws by developing a ?national legal aid scheme? .?Access to justice? with focus on vulnerable groups needs special attention and has been positively designed to implement through ?legal aid centers? and ?legal aid service providers?. Affirmative programs with specified figures of the beneficiaries on the other hand have bee n proposed to increase the number of hitherto deprived groups build their competency through educational scholarship internship and apprenticeship. Suggested legislative reforms to reduce discriminatory treatments and opportunities would have both symbolic value as well as impelling factor to gear up the project focus towards the needy groups. Total budget estimate for 5 years is USD 24 million of which Finland contributes 54 million euros during 2014-2017.

CWISH and Interpedia have cooperated to create a foundation among civil society organizations in Nepal to monitor the situation of child rights and strengthen the government mechanism to be accountable in protecting child rights. Through the cooperation th e National Child Protection Alliance (NCPA) a confederation of 37 CSOs was formed. In 2015-2017 CWISH and Interpedia are working in 35 districts to capacitate 85 CSO members. The proposed 2017-2020 project is designed as a supplementary to current cooperat ion to extend membership of NCPA to all 75 districts. In addition it seeks to mobilize 50 CSOs in at least 65 districts to monitor the child rights situation in Nepal through a new monitoring system.In the proposed project CSOs will utilize an online softw are database system and mobile application through which 50 member organizations in 65 districts receive record respond refer and report cases of child rights violations to the government. Member organizations will follow up with the state mechanism for re sponding to cases. CWISH will have a centralized database for the system and produce the Child Rights Status Country Report as well as segregated district-level reports providing recommendations to the government for formulating contextual and relevant pol icies and programs. This will also reflect the situation of child rights in Nepal to the United Nations Conventions on the Rights of the Child and Universal Periodic Review in 2019. It is mandatory for Nepal to send a status report to UNCRC as a member sta te ratifying the convention. Through the new system CSOs can produce a supplementary report with a civil society perspective.Extension of NCPA to all districts and their capacity development of CSOs offers an opportunity to consolidate information on the s ituation of children throughout the country and help to prepare a complete map on the status of child rights in Nepal. Further capacitated government and strong civil society will bring a balance in respect to child rights act as an accountability tool for government and facilitate to provide legal and social justice to victims of rights violations.
