Development projects in Nepal

Refugees and displaced persons often live in difficult conditions for long periods of time, and rely heavily on an uninterrupted supply of international food assistance to camps where they are often confined for lengthy durations. While the United Nations High Commissioner for Refugees (UNHCR) plays the lead role in helping to ensure the protection of refugees and internally displaced populations, the World Food Programme (WFP) also contributes to address situations of critical food insecurity. Given the needs of other WFP operations, donors often overlook refugee programs. As a result, in many operations, rations for refugees are often below minimum standards. UNHCR and WFP have thus joined efforts to raise awareness on programming gaps affecting refugees, and to address acute malnutrition in humanitarian contexts. CIDA's contribution is supporting WFP to address critical food insecurity needs for refugees and internally displaced persons, based on assessed needs on the ground. This support helps to ensure regular and uninterrupted access to an appropriate supply of food assistance, for those that rely on the WFP to meet their emergency food needs. WFP activities also focus on finding sustainable solutions that help build the capacities of vulnerable populations to meet their own food and nutrition needs.

Project activities include: (1) provision of emergency shelter kits and house-hold items; and (2) delivery of technical expertise and training to affected households on how to properly repair damaged houses.

May 2015 – On 25 April, an earthquake of 7.8 magnitude hit Nepal near the capital city of Kathmandu. The government has reported that 30 out of 75 districts are affected in the Western and Central Regions, including districts in Kathmandu Valley. The epicentre is located 81 km northwest of Kathmandu. A number of large aftershocks have occurred since the first earthquake. To date, over 5,000 deaths have been confirmed and over 11,000 people have been injured. These figures are expected to increase as more information becomes available. With the support of DFATD and other donors, the World Food Programme (WFP) is helping to meet the emergency food needs of up to 1.4 million earthquake-affected people in Nepal. Project activities include: (1) providing emergency food assistance to earthquake-affected households; (2) providing targeted nutrition assistance for children under-five and pregnant and lactating women; and (3) coordinating food security and livelihoods activities and assessments.

The project will respond to the growing population of wild elephants supported by the Bardia National Park complex by scaling up and strengthening community engagement efforts by the Park to address human-elephant conflict in the region and increase tolerance for these wild megaherbivores. The project will establish a sustainable mechanism to operate electric fences along human settlements to deter elephants by providing additional energizer machines and wire, conduct a workshop for stakeholders on electric fence management, and conduct awareness campaigns to educate community members on the benefits of electric fences and cultivate local ownership of the tool. Awareness campaigns will include a slide show, participatory mapping of fences, contracts of commitment to be signed by community members, and the formation of nine five-member Electric Fence Management Groups (EFMG). Two-day workshops on electric fence repair and maintenance will be provided to 15 fence watch guards, with necessary equipment provided, the nine EFMG will hold regular meetings and organize fence repair and site clearance for optimal performance of the fences. A three-day workshop will be held at Bardia National Park to share knowledge and lessons learned across the Terai Arc Landscape, participants will include park representatives and buffer zone management committees. The project will provide non-palatable crops to buffer zone farmers and a distillation plant to produce aromatic oils for market. Conservation awareness programs will include at least 40 awareness sessions in impacted communities, performances of youth street theaters, and an FM-radio program.

The mountain communities of Nepal and across the Hindu Kush Himalaya region face specific challenges due to the remoteness from road networks, accelerated climate change, food scarcity and malnutrition, poor sanitation and health, low levels of literacy, with little opportunity to generate incomes and develop livelihoods beyond subsistence farming. These challenges are likely to be exacerbated with the outbreak of the Covid-19 pandemic in Nepal, with assessments by our Trustees in Nepal suggesting that mountain communities based on subsistence farming are likely to experience food shortages, interrupted access to seeds and agricultural inputs and the danger of famine and malnutrition. This project builds on a post-earthquake livelihoods programme in North Gorkha (2016-2021), which piloted micro-agricultural development, by modeling kitchen gardens in Tsum Nubri and the provision of monthly agricultural development training workshops to mothers’ groups in North Gorkha.

The purpose of this project is to build a community grain storage house that secures the grain of local farmers from crop raiding elephants. By safeguarding grain, the project will help to decrease incidences of human-elephant conflict (HEC), reduce retaliatory killings and foster a more positive attitude toward wild elephants among local communities. In the light of food shortages and loss of local incomes arising from the continuation of Covid-19 outbreaks in Nepal, mountain communities in areas like the Tsum Nubri are highly vulnerable, given that it is deemed to be a highly food insecure area. With external support from funding bodies like CAFOD scheduled to taper off in October 2020, local communities in the Tsum Valley have asked CAN to consolidate these agricultural and livelihoods interventions for a further year. Subject to continued funding the extended project will work 15 CBOs/mothers’ groups across the Chumchet and Chekamparo wards in the Tsum Nubri Rural Municipality and will seek to target local subsistence farmers, mother’s groups, vulnerable groups and local monks. There will be 277 direct beneficiaries including 227 female householders, 10 subsistence farmers and 40 monks with indirect beneficiaries in the region of 1,600+ villagers. To extend the project, funding is requested from CAFOD to maintain the deployment of two JTAs to help 15 target communities improve the sustainability of locally produced food in the face of the Covid-19 outbreak and to minimise food shortages.
