The Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA) aims to build the resilience of poor people to climate change by supporting a network of consortia to conduct high-calibre research and policy engagement in hot spots in Africa and Asia. It is jointly funded by the UK’s Department for International Development and IDRC. This project seeks to address results that are at risk with the formal closure of four consortia. After four-and-a-half years of activity, each consortium has achieved impressive results, generated knowledge, and built capacity intended to enhance the resilience of vulnerable people living in climate “hot spots”. This final project is intended to build on these results. Specifically, Advance Services for Social and Administrative Reforms, India (ASSAR) will work with the Ethiopian government to manage the invasive Prosopis plant species. Deltas, Vulnerability and Climate Change: Migration and Adaptation, UK (DECCMA) will develop proposals for climate financing and modelling for adaptation in deltas. Himalayan Adaptation, Water and Resilience, Nepal (HI-AWARE) will analyze the drivers of migration in Nepal, assess the feasibility of scaling up pilot adaptation solutions in Pakistan and Bangladesh, and scope efforts to address heat stress in India and Pakistan. Pathways to Resilience in Semi-Arid Economies, UK (PRISE) will sustain its coordination function to seize policy windows with local government to enable private-sector adaptation in semi-arid lands.

In its Paris Agreement, the 21st Conference of Parties (COP 21) to the United Nations Framework Convention on Climate Change (UNFCCC) invited the Intergovernmental Panel on Climate Change (IPCC) to provide a special report in 2018 on the impacts of global warming of 1.5 C above pre-industrial levels and related global greenhouse gas emission pathways. The report will help UNFCC take stock of collective efforts towards “holding the increase in the global average temperature to well below 2 C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 C”. There is a significant research gap on the nature, benefits and feasibility of a 1.5 C warmer world, and the existing literature does not take a strongly regional or “hot-spot” approach. However, the Collaborative Adaptation Research Initiative in Africa and Asia’s work has the potential to provide strong regional inputs to the 2018 Special Report. CARIAA consortia agreed on a three-phase strategy aimed at producing high-quality, demand-driven peer-reviewed journal articles for consideration by the IPCC special report authors. The resulting project is partially funded though the Opportunities and Synergies Fund, which is a competitive process promoting cross-consortia collaboration within the CARIAA program. A collaboration between the University of Southampton, University of Cape Town, the International Centre for Integrated Mountain Development, and the Overseas Development Institute, this project will support the analyses and associated scientific activities aimed at examining consortia results across climate science, biophysical and economic impacts, vulnerability, and policy in light of 1.5 C concerns. Activities include the presentation of research findings at preparatory conferences; participation at a 1.5 C side event at COP22 organized by IDRC and a UNFCCC Party; production of a range of products, including at least 3 peer-reviewed articles on the impacts and implications of 1.5 C versus 2 C warming in each hotspot; a synthesis publication (peer-reviewed for journals or popular magazines) drawing together evidence from hotspots; and policy briefs on 1.5 C for national and regional negotiating groups. The GRID approach enables Nepal to meet its commitments on climate adaptation, resilience, and disaster risk management, as set out in its nationally determined contribution and national adaptation plan. The government, ADB and 15 other development partners have jointly adopted the GRID approach. The proposed PBL will support the government in operationalizing the GRID approach by unlocking policy, regulatory, and institutional bottlenecks to promote sustainable investment opportunities across sectors.

Implementing organisation WATCH aims to promote a holistic approach to ecosystem management that takes into account family-level development, agricultural production concurrently with other benefits such as soil and water quality, biological conservation, and increased resilience of rural communities. The project aims to develop ecosystem management plans for community forest user groups. Community forest groups have become less aware of their rights and many groups are almost defunct and under the guidance of a few community representatives. The project is being implemented on a pilot basis among women's groups and community forest groups in Kathmandu and Rupandeh districts. The beneficiaries of the project are 10 community forest user groups (comprising ap proximately 25000 family members as indirect beneficiaries) and 25 women groups (totaling approximately 1000 women). There are an estimated 2,000 direct beneficiaries, 70-80% of whom are women. The project aims at recognizing biocultural rights of indigeno us people in resource management and mitigation and adaptation of disasters induced by climate change and unplanned development. The project aims at the following outputs: 20 group level ecosystem management plans and two regional level plans based on grou p plans; 10 Community Forest Management Plans; Coordination and cooperation with local governments for plans implementation; and Increased awareness of communities about biocultural rights, ecosystems and community forestry. The priority river basins flood risk management project will improve the resilience of communities to flooding in six river basins in the Terai region in Nepal. It is in line with Nepal's National Water Plan, 2002-2027 to reduce social and economic losses from water-induced disasters through blending structural and nonstructural measures. The project will protect agricultural land and households in priority areas from a 1-in-50-year return period flood by constructing flood embankments, spurs, and outlet structures. The local response to flooding will be strengthened through the development installation of flood forecasting and early warning systems (FFEWSs) and community-based disaster risk management (CBDRM).

The project road is a two-lane carriageway and carries about 14,000 vehicles per day. Traffic is forecast to reach 48,800 vehicles per day by 2041. The road will be median-divided and provides service lanes, footpath, and cycle lane in urban areas. Through the project, the road will be upgraded to a two-lane dual carriageway to accommodate the increasing traffic demand, with improved geometry, pavement, drainage, road safety, and climate- and disaster-resilient features. Grade separation or traffic signal will be adopted at junctions to improve safety for vulnerable road users including women and children who are more likely to walk, cycle or use public transport. River training and bank protection works will minimize the risk of erosion. The project design incorporates lessons from previous projects, including readiness, procurement, asset management and sustainability. The project will be aligned with the following impact: balanced and diversified international trade route promoted and economic interconnectivity improved. The project will have the following outcome: connectivity, capacity, efficiency, and safety of the road transport system along the EWH improved.
