Development projects in Nepal

May 2015 - On 25 April, a magnitude 7.8 earthquake hit Nepal, with the epicentre 81 km northwest of Kathmandu. The earthquake has affected over 8 million people, displaced 2.8 million, and has left more than 3.5 million Nepalese in need of food assistance. On 12 May, a 7.3 magnitude earthquake struck Nepal, northeast of Kathmandu, and near its border with China. This aftershock caused additional damage and loss of life, including throughout many areas already impacted by the April 25 earthquake. In response to the crisis, DFATD is deploying emergency relief items from its stockpile, managed by the Canadian Red Cross, to help meet the immediate needs of up to 25,000 affected people. The relief items are being provided to those who are most in need, in coordination with the Government of Nepal and the wider humanitarian community. The relief items include: (1) tents and tarpaulins to help provide temporary shelter; and (2) basic household items such as blankets, kitchen sets, and hygiene kits (which include items such as soap and toothbrushes), as well as jerry cans and buckets to safely transport water.

Project activities include: (1) providing assessments, analysis, information management and coordination assistance to support the Government of Nepal’s response to the disaster; (2) providing coordination support to local, national and international humanitarian organizations; (3) providing information to affected populations on the response efforts to improve their ability to access help; and (4) collecting feedback from affected communities to ensure their experience informs the wider humanitarian response.

SMR has submitted an additional application for Sida grants for 2018-2019 in total 122,000,000 SEK. ADDITIONAL APPLICATION Prior to this agreement period, the Pentecostal Mission's development cooperation (PMU) has not been given renewed status as a framework organization at Sida and thus no longer receives direct support from the CSO grant. Instead, PMU, which is a member organization of SMR, has chosen to apply for grants for projects in support of civil society in developing countries from SMR, which pass on grants from the CSO grant. Prior to the current sub-agreement for the period 2017-2021, SMR has already received an offer from Sida to supplement it with an additional application for the period 2018-2019, which corresponds to SMR's assessment and recommendations for support to PMU. Subsequently, PMU has submitted to SMR with an application for a grant from SMR for the period 2018-2019. BUDGET SMR is applying for a total of SEK 122,000,000 for the two-year period 2018-2019, in addition to the already agreed amount of SEK 790,000,000. This is the same amount that the PMU applied for to SMR. SMR's total budget for the supplementary application 2018-2019 is SEK 134,551,400 (including SEK 12,551,400 in own contribution). The distribution between SMR, their Swedish member organizations and the local partners changes somewhat for the period to which the supplementary application relates. Based on the total budget for the supplementary application 2018-2019, the proportion staying with the Swedish member organizations increases from 13% to 19% and the proportion staying with the local partners decreases correspondingly from 81% to 75%. About 6% still stay with SMR. BASIS FOR PAGE ASSESSMENT The preparation has largely been based on SMR's input assessment of PMU's program application, but also SMR's organizational assessment of PMU and Sida's follow-up of SMR and PMU in Kenya, May 2017. Sida has also had access to PMU's program application to SMR, and the PMU's response to SMR's supplementary questions regarding the application. THE PREPARATION Since the intervention is prepared as a supplementary intervention decision, the preparation has, as far as possible, been based on the extensive preparation made of the application for the ongoing agreement period 2017-2021. As the assessment made of the application 2017-2021 is still relevant, this has been retained and supplementary comments regarding 2018-2019 have been added where the additional application causes an updated supplementary assessment. The revisions made by the committee therefore only affect the period 2018-2019.

GNB avser att bidra till detta genom två ömsesidigt förstärkande strategier: 1. Globalt arbete för att säkerställa mer resurser och effektfulla politiska åtaganden. Säkerställa att barnäktenskap är prioriterat i internationella och sektorspecifika agendor samt värna existerande dedikerad finansiering och bidra till ökad resursmobilisering för arbetet mot barnäktenskap. GNB avser att säkerställa att målsättningar om att motverka barnäktenskap prioriteras i minst 3 internationella agendor, ramverk eller finansieringsmekanismer, och säkerställa åtaganden om minst 1 miljard USD i finansiering för arbete mot barnäktenskap. 2. Fokusering vad gällande resultat på landnivå för att påskynda framsteg. Genom investeringar i medlemsdrivna samarbetskoalitioner i prioriterade länder avser GNB bidra till förändrade maktstrukturer, stärkt lagstiftning, ökad implementering av befintliga lagar och policys, samt stödjande normförändringar. GNB avser att bidra till mätbara förbättringar vad gällande minskad förekomst av barnäktenskap i 10 utvalda länder. De två strategierna är ömsesidigt förstärkande: politiska åtaganden på regional och global nivå är en förutsättning för ökad finansiering av arbete som motverkar barnäktenskap, samt ansvarsutkrävande på nationell nivå. Framsteg på nationell nivå inspirerar och bidrar till best practices för likstämmiga länder samt är en förutsättning för politiskt engagemang och ledarskap på regional och global nivå. För att uppnå GNBs övergripande målsättning kommer organisationen att tillämpa fyra ömsesidigt beroende huvudsakliga taktiker: 1. Mobilisera rörelseaktörer som arbetar för att motverka barnäktenskap, kring gemensamma agendor, koordinerade strategier och delat inflytande. 2. Utrusta medlemmar, nationella koalitioner och andra relevanta förändringsaktörer med de verktyg och data som de behöver för att genomföra effektivt evidensbaserat arbete för att motverka barnäktenskap. 3. Humber Institute Health and Private Sector Development project provides 20 interns with internships in ten countries: Bangladesh, Haiti, Ethiopia, Malawi, Tanzania, Bolivia, Burkina Faso, Peru, Nicaragua and Colombia. SMR has submitted an additional application for Sida grants for 2018-2019 in total 122,000,000 SEK. ADDITIONAL APPLICATION Prior to this agreement period, the Pentecostal Mission's development cooperation (PMU) has not been given renewed status as a framework organization at Sida and thus no longer receives direct support from the CSO grant. Instead, PMU, which is a member organization of SMR, has chosen to apply for grants for projects in support of civil society in developing countries from SMR, which pass on grants from the CSO grant. Prior to the current sub-agreement for the period 2017-2021, SMR has already received an offer from Sida to supplement it with an additional application for the period 2018-2019, which corresponds to SMR's assessment and recommendations for support to PMU. Subsequently, PMU has submitted to SMR with an application for a grant from SMR for the period 2018-2019. BUDGET SMR is applying for a total of SEK 122,000,000 for the two-year period 2018-2019, in addition to the already agreed amount of SEK 790,000,000. This is the same amount that the PMU applied for to SMR. SMR's total budget for the supplementary application 2018-2019 is SEK 134,551,400 (including SEK 12,551,400 in own contribution). The distribution between SMR, their Swedish member organizations and the local partners changes somewhat for the period to which the supplementary application relates. Based on the total budget for the supplementary application 2018-2019, the proportion staying with the Swedish member organizations increases from 13% to 19% and the proportion staying with the local partners decreases correspondingly from 81% to 75%. About 6% still stay with SMR. BASIS FOR PAGE ASSESSMENT The preparation has largely been based on SMR's input assessment of PMU's program application, but also SMR's organizational assessment of PMU and Sida's follow-up of SMR and PMU in Kenya, May 2017. Sida has also had access to PMU's program application to SMR, and the PMU's response to SMR's supplementary questions regarding the application. THE PREPARATION Since the intervention is prepared as a supplementary intervention decision, the preparation has, as far as possible, been based on the extensive preparation made of the application for the ongoing agreement period 2017-2021. As the assessment made of the application 2017-2021 is still relevant, this has been retained and supplementary comments regarding 2018-2019 have been added where the additional application causes an updated supplementary assessment. The revisions made by the committee therefore only affect the period 2018-2019.
