The Eastern Gangetic Plains is one of the most densely populated, poverty stricken belts in South Asia. Behind this persisting poverty are deeply entrenched social structures of class and caste, with a high incidence of inequitable landlord-tenant relations. This is combined with poor access to irrigation water in the dry season, limited irrigation capacity and low agricultural innovation. The overall aim of the project is to improve the livelihood of woman, marginal and tenant farmers through improved water use and increased dry season agricultural production. Specific objectives are to determine: existing water resources and sustainable utilisation for irrigation from tanks and groundwater; the socio-economic, structural and institutional constraints to sustainable water use; and evaluate approaches for access to water for irrigation focusing on using renewable technologies and alternate approaches to land tenure and their impact on livelihoods and resilience.

This project focuses on the Eastern Gangetic Plains (EGP) of Bangladesh, India and Nepal, home to 300 million people, with the world’s highest concentration of rural poverty and a strong dependence on agriculture for food security and livelihoods. The EGP has the potential to become a major contributor to South Asian regional food security, but rice and wheat productivity remain low and diversification is limited. The project addresses two research questions: would farm management practices based on the principles of conservation agriculture and the efficient use of water resources provide a foundation for increasing smallholder crop productivity and resilience; and would institutional innovations that strengthen adaptive capacity and link farmers to markets and support services enable both women and men farmers to continue to innovate in the face of climate and economic change.

Sixty six per cent of the population lives off a combination of agriculture and forest products. In eastern India and Nepal tanks (small reservoirs) are still used for irrigation, livestock and domestic purposes, but fisheries are emerging as their primary usage. Competition between irrigation and fisheries often creates a rift within communities, resulting in management issues that directly contribute to poor tank maintenance. The primary objective of this 10-month scoping study is to investigate the characteristics of tanks and tank irrigation in East Indian states (West Bengal, Bihar and Orissa) and the terai (plains) of Nepal. The constraints identified and opportunities envisaged will assist the development of a 3-year ACIAR research proposal.
