Development projects in Nepal

In order to improve programme quality, it is of essence to have presence in the country. Working with the local partners successfully requires working hand in hand throughout the project cycle. The field presence is in line with FCA’s regional strategy, and supporting the strategic goals especially related to programme quality, capacity building, advocacy, programme development, thematic/technical support and broadening the funding base. The overall objective is to improve effectiveness, quality and impa ct of the FCA Nepal country programme focusing on the thematic areas, Right to livelihood, Right to education and Right to peace through established field presence. Spinal cord injury treatment care and rehabilitation remain major unmet needs in Nepal. Many cases of SCI are caused by falls from heights from trees (from which farmers cut fodder for their stock) and building sites. Road traffic accidents have become the leading cause of SCI in recent years. Moreover in 2015 two devastating earthquakes hit Nepal followed by hundreds of aftershocks. Estimates of injured vary between 22000-100000 many of them also having SCI.The International Nepal Fellowship (INF) owned Gr een Pastures Hospital and Rehabilitation Centre (GPHRC) in Pokhara remains the only health facility outside Kathmandu Valley that is specialized in providing rehabilitation services to people with SCI. GPHRC provides services to the Western Development Reg ion and through four INF clinics also to the Mid-Western Development Region - a total population of around 8.5 million people; in Pokhara and its surrounding areas 14 million. In the continuation phase the activities to improve rehabilitation services for people affected by SCI that were started in 2013-2016 project will partly remain the same. In addition GPHRC will start admitting SCI patients also in the acute phase straight after the trauma has happened. In many cases there is still a remarkable delay b etween acute trauma care and beginning rehabilitation. Too often delay leads to secondary complications (esp. pressure sores) that could be avoided with appropriate care. The hospital aims at becoming a holistic treatment and care centre for SCI patients c overing acute phase trauma treatment and care (incl. operative fixation) physical and mental rehabilitation education of patients and carers home assesments and modifications prior to discharge income generating activities for the injured follow-up and in some cases scholarships for the children of SCI patients to ensure that they can continue to go to school even after injury of the main bread winner of the family. The project will be implemented by International Nepal Fellowship Nepal?s (INF/Nepal) Green Pastures Hospital and Rehabilitation Centre (GPHRC) in collaboration with INF?s Community Based Rehabilitation (CBR) programme.

The project develops Nepali forestry sector workers awareness, skills and methods in sustainable forest management. At the same time the trade unions capacity and joint action are promoted, and union membership enhanced.Often times the methods used in Nepa li forest management have been short-sighted and the occupational health and safety (OHS) practices weak. In addition, the workers awareness and opportunities to effect on their terms has been minimal. Due to low organising rates unions have not been able to effectively defend workers interests. The project strengthens unions and OHS through education, training and organizing, contributes toward applying more sustainable forest management methods and forests viability and sustainable use. Increasingly union s, with other civil society actors, will influence forest and conservation related policies, so that labour rights are taken into account in them.Union’s capacities, opportunities and networks will strengthen, and this will ensure more effective defendin g of the workers’ rights application. Gradually, also collective agreeing and social dialogue will begin to improve positively toward workers terms and conditions. OHS situation will improve and finally the status of forests will become healthier and mul tiple use of forests will realize.In the outset project’s beneficiaries are trade unions (skills, image, strength), which will gradually be better able to defend and promote worker’s rights, terms and OHS. Gradually, many forest and nature sector worke rs will benefit from the project. Project is coordinated by Building and Wood Workers International Nepalese Affiliates Committee (BWI NAC), and implemented by their affiliates in Nepal (CAWUN and CUPPEC).

Poor hygiene and sanitation, and unsafe drinking water are common problems in the Far-West development region, which is the poorest region in Nepal. Water and sanitation hygiene project is planned to improve the situation in project area with better sanita tion, safe drinking water and healthy habits. In 2015, project has supported 262 low cost latrines and 92 hand pumps for clean drinking water facilities to poor and marginalized families. The goal of the project is improved quality of life among vulnerable persons and communities as result of strengthened partners. The purpose is improved water, sanitation, hygiene (WASH) and nutrition situation and practices in target communities in 5 VDCs of Kailali District. The project benefits women, children and other most vulnerable groups who become healthier after receiving training on good sanitation, personal hygiene, safe drinking water and nutrition. Fida partners with a local NGO, New Life Service Association (NSA) in the project.

The planned project is a continuation for the ongoing project ?Integrating Mental Health in Primary Health Care in a Post-conflict Setting 2012-2014? which took place in Dang district in Nepal. In the second phase of the project the aim is to improve equal access to effective treatment of mental health problems. The project will be expanded to cover the whole district (548.000 inhabitants). After this continuation phase responsibility of the project will be handed over to local authorities. The prevalence o f mental health problems is high but no mental health professionals work in the public healthcare system in the whole district. The aim is to develop the activities implemented in the first phase of the project in a way that enables the actors of the local health system to continue them independently. All government health facilities including primary care units and hospitals will be covered.The immediate objectives are to improve the capacity of the primary health care workers to detect and treat common me ntal disorders to improve access to specialised psychiatric services at district level and to raise the level of awareness of mental health and to reduce negative attitudes of the general population. Training sessions will be organised for female health ca re volunteers primary health care workers and hospital-based medical officers. Four psychosocial counsellors hired by the project will provide counselling services as well as supervise trained primary health care workers in providing support to people who suffer from common mental disorders. The effectiveness of counselling will be studied by using a randomised controlled trial (RCT) design. Specialised care will be offered to a selected group of patients with severe disorders. Information about mental heal th mental health problems and coping skills will be distributed via community mental health promotion workshops (CMHP) school mental health programmes radio programs and printed materials. Advocacy work will be focused on increasing the human resources in public mental health services in Dang.

The communities in the region are poor, marginalised and politically unstable. Education and skill levels are low and child labour and child marriages are common. School dropout-count is high. The earthquake of 2014 caused massive infrastructural destructi on in some areas (e.g. schools were destroyed) and significantly weakened the income of families. Education can bring hope and open possibilities for children, youth and the communities. The project has improved 19 state schools’ teaching by providing su pport for teaching, materials and teaching facilities. The project has supported youth through vocational course centres’ training. Especially challenged communities’ girls have been given preparing education, which enables a later transition to a norm al primary school. Equivalent work will continue in 2016. The project is expected to improve vulnerable children’s, youth’s and communities’ quality of life. The purpose is to increase the knowledge and skill levels of communities, where the project acts (in Bhaktapur, Sarlah and Rukum). The project results in children’s improved primary education and youth’s vocational skills in the project area. Beneficiaries of the project are children, youth, their parents and teachers. Fida partners with a lo cal NGO, Transformation Nepal (TFN).

CWISH and Interpedia have cooperated to create a foundation among civil society organizations in Nepal to monitor the situation of child rights and strengthen the government mechanism to be accountable in protecting child rights. Through the cooperation th e National Child Protection Alliance (NCPA) a confederation of 37 CSOs was formed. In 2015-2017 CWISH and Interpedia are working in 35 districts to capacitate 85 CSO members. The proposed 2017-2020 project is designed as a supplementary to current cooperat ion to extend membership of NCPA to all 75 districts. In addition it seeks to mobilize 50 CSOs in at least 65 districts to monitor the child rights situation in Nepal through a new monitoring system.In the proposed project CSOs will utilize an online softw are database system and mobile application through which 50 member organizations in 65 districts receive record respond refer and report cases of child rights violations to the government. Member organizations will follow up with the state mechanism for re sponding to cases. CWISH will have a centralized database for the system and produce the Child Rights Status Country Report as well as segregated district-level reports providing recommendations to the government for formulating contextual and relevant pol icies and programs. This will also reflect the situation of child rights in Nepal to the United Nations Conventions on the Rights of the Child and Universal Periodic Review in 2019. It is mandatory for Nepal to send a status report to UNCRC as a member sta te ratifying the convention. Through the new system CSOs can produce a supplementary report with a civil society perspective.Extension of NCPA to all districts and their capacity development of CSOs offers an opportunity to consolidate information on the s ituation of children throughout the country and help to prepare a complete map on the status of child rights in Nepal. Further capacitated government and strong civil society will bring a balance in respect to child rights act as an accountability tool for government and facilitate to provide legal and social justice to victims of rights violations.

Youth empowerment has been done through the career and counseling programs and free-time activities. Project goal is improved quality of life among vulnerable p eople. The purpose is increased employment opportunities of youth in the community of the Banke and Nuwakot districts. Fida partners with a local NGO, Nepal Integral Mission Society (NIMS). As a result, the youth are more equipped in finding jobs as their skill level has improved and they have received career counselling. The youth also utilize their free time on more productive activities than before.

The project has been implemented to improve livelihood of poor families in project area communities, where most of the community people are dependent on traditional agriculture. Teachers and school management committees are provided with information on child friendly education and kid’s clubs are actively functioning.
