In the project a hybrid electricity system based on wind and photovoltaic will be installed in very remote Chumjung village in dry upland area of Upper Mustang in the northernmost Nepal. The one-kilowatt windmill will be constructed locally from Nepalese materials. Reliability to village electrification will be provided by 3 kW solar electricity system. Direct beneficiaries include around 130 persons in 40 households. Also village school will receive electricity. Village Electrification Committee (VEC) wi ll be responsible for all decision making during project implementation and post-construction including operation and management of the system, as well as sets the electricity tariffs for households. The desired development impact of the project is the so cio-economic upliftment of the last-mile community through the use of modern energy services, and improved promotion of solar wind hybrid technology through demonstration for communities in similar geographical locations of Nepal. The anticipated outcomes of project are: Electrification of the current households and the only primary school in Chumjung village. Enhanced capacity of local users to operate and manage installed energy system. Project partner is Nepalese NGO Energy, Environment Research and Deve lopment Centre (EERDC), which works to improve the livelihoods of rural people by providing sustainable and renewable energy technologies. The project consists of electrification of two rural villages (Nachne and Himma) in Nepals Udaipur district with pico hydro power and building of water mills for grain milling next to the picohydro plants. Very small hydropower (pico or micro hydro) is ve ry appropriate technology in mountainous Nepal, in this project the water flow of streams is not blocked, but only small part of water flow is diverted to electricity generation and water mills. The direct beneficiaries are 155 families and the project bri ngs remarkable social and developmental impacts into communities. Two far flung villages will receive electricity, which brings positive social benefits, promotes livelihood opportunities and reduce climate emissions by replacing the use of biomass and fos sil fuels. Increasing of mechanical energy by constructing water mills will reduce the work load (of carrying grains for milling to other villages), enhances food security and promotes processing of agricultural products. The project will improve especiall y womens status in communities. The expected outputs of the project are: Installation of two Pico hydro system having 5 kW power for each project, Electricity access to 155 households for lighting, operating radio and TV, Use of low electricity such as LE D lamps (for all households), Establishment of at least 8 home based micro-enterprises operating directly or indirectly from the use of generated electricity, Capacity development of at least 20 beneficiaries (50% at least women) for micro-enterprise and i ncome diversification activities, Effort will be made to link the project with financing from the financial institutions, Banks specially for promoting project based enterprises, Capacity building of 8 community members as operators and technicians for ope ration, maintenance of the Pico hydro system and house wiring related works involving women, Capacity building of local partner organization in the technical aspects of Pico hydro and project implementation. Project partner is Nepalese organisation Centre for Rural Technology, Nepal (CRT/N), which has a long experience with renewable energy and appropriate technology installations. 1. Project: 11883 Upscaling of skills training and technical education for employment programme (STEP) #2. Project area and Country: Kailali and Dadeldhura districts in Far-West of Nepal #3. Project justification: #The population of Haliyas, Kamaiyas and K amalaris (HKK) are comparatively high in the Far West of Nepal. The region has limited opportunities for unskilled youths to engage in wage and self-employment work. The project targets youths from Haliya, Kamaiya, Kamalaris and Badi communities. These com munities are considered to be the most marginalized and vulnerable groups due to high incidence of poverty, illiteracy and human rights violence. The youths from these communities are heavily migrated to Indian cities for employment opportunities or are co mpelled to engage in low paying and high risk works to generate income for their families. TVET can support these target youths from remote area to live dignified life. However, due to high demand upon TVET to youths and concentration of TVET service provi ders in urban areas, the access of quality TVET is challenge for these target groups. #4. The main objective and the expected results: #The project aims to increase awareness and access to market focused quality vocational skills training to marginalized a nd vulnerable women and youths for their gainful employment. Strengthened advocacy and partnership among TVET stakeholders will be promoted for creating income and employment opportunities for trained youths and women.#5. Due to state policies in Nepal the IPs are losing ownership and control of lands that resulted displacement and threat to continue their existence and identity. Non recognition of customary lands , land acquisition, lack of free, prior and informed consent (FPIC), compensation to the affected, displacement, land dispossessions, full disclosure on projects, ignorance of religious, sacred site and pasture lands are some of the crucial issues pertaining to the land rights of IPs in Nepal. Often indigenous peop les and local communities have been confronting with the aforementioned issues in relation to lands caused by the development projects implemented by the government and private sectors. There are hundreds of hydropower development projects operated in the lands of IPs. The project is intended to enhance capacity of the IPs and local communities to defend their rights. Furthermore, this project also contributes in policy reformation with the engagement of the state and non-state actors, particularly private sectors. In the course of implementation of the project indigenous and local communities are supported in raising their human rights issues at the local level to international levels. For that LAHURNIP will organise capacity development activities and supp ort them to file cases to the courts, complaints to the international mechanisms such as the ILO, UN Special Rapporteurs, grievance mechanisms of the World Bank (Inspection Panel, the Compliance Advisor Ombudsman-CAO) and Asian Development Banks to make th e State and private sectors accountable for protecting and respecting human rights of the indigenous and local communities. The project will also contribute to enhance partnership and coordination with the national and international human rights institute s working in the areas of human rights to support in defending the rights of indigenous and local communities.
