Project justification: The Sindhuli area is mainly resided by marginalized and ethnic minority groups such Tamang, Danuwar and Majhi along with others caste groups. The economic and social development status of target groups (socially marginalized and ethnic minority groups) is low. Women’s engagement in social and economic development initiatives is limited regardl ess their huge contribution for family economy. Awareness of women on possible options for income generation and services available from the government agencies is very limited. The local population in the target area do not have reliable access to finance as financial intuitions are located mostly in urban centres. 4. The main objective and the expected results: The main objective of the project is to contribute for poverty reduction in remote Village Development Committees of Sindhuli district. The proj ect aims to strengthen social and economic status of socially marginalized groups through enhancing access to finance, engagement in appropriate enterprises and social empowerment. Local population, including socially marginalized groups, will diversify th eir income from access to finance, farm + off farm based enterprises and business development. Governance at local level will be strengthened and communities will access government services in line with the prevailing policies. The project will support the establishment of new cooperatives and strengthening the capacity of existing cooperatives. Project justification: Women are the largest marginalized group in Nepal in terms of edu cation, asset ownership, political representation and economic participation. Many poor women from deprived communities are not in a position to access loan from banks or other financial institutions or financial service providers due to lack of physical c ollateral. Most of the women still lack legal ownership of their land and citizenship certificate. This project is a continuation of past project Promotion of Women’s Economic, Social and Cultural Rights in Lalitpur. It aims to replicate learning to neig hbouring VDCs, increase cooperatives’ membership and services to poor and excluded households and to strengthen women-led cooperatives and their networking. Cooperatives still lack adequate knowledge and skills to develop strong linkages with market acto rs for enterprise development. 4. The main objective and the expected results: The main objective of the project is to contribute to change the oppressive position of rural women promoting their economic, social, political and cultural rights. The projec t aims to develop, expand and strengthen women-led local institutions to promote economic, social and cultural rights of women. The targeted women will have an opportunity to earn, save and access credits equal to men. Women will be economically active and empowered members in their communities through their meaningful stake in decision-making process at households and community level. The project will improve women’s business skills so that they will manage their businesses professionally and profitably. The Finnish National Agency for Education (EduFi) has supported education sector reform in Nepal since 2005. EduFi's (previously FNBE) support has strengthened Finland's capacity to participate in the monitoring and dialogue related to the comprehensive Sc hool Sector Reform Program (SSDP). EduFi's expertize has contributed to the Finland's excellent visibility and position in Nepal's education sector. In 2017 FinEdu supports the Ministry of Education in Nepal in developing its curriculum teachers' guides an d student counseling. In addition EduFi provides the MFA with expert support relating to the implementation of both Finnish funded interventions in the education sector in Nepal. In the School Sector Development Plan which Finland funds in the years 2016-2 020 EduFi provides expertize in monitoring and reviewing the achievement of the programme. In the TASS technical support program EduFi gives the MFA recommendations relating to the practical roll-out of the program activities on the school level. The total budget of this support is 60.000 eur.

Program I 1. Grassroots and National level dialogues will be organised under the Social Forum banner. SADED, through its grassroots dialogue, collects memories, thoughts and experience from the grassroots level 2. Those interesting and important memories a nd outcomes of the dialogues will be published and disseminated through newsletters, newspaper articles, blogs and websites. 3. SADED-Nepal prioritizes to interact with various social movements in South Asia. Since it is easy for Nepalese to visit Pakistan , and Bangladesh in comparison to Indians, SADED-Nepal will engage with social movements there so that regional social movements especially Social Forum will be strengthened. Program II: Sustainable rehabilitation and reconstruction (after 2015 earthquake) 1. To stay with our green principles to use local technological skills and material for reconstruction: There is a risk that some of the multinational companies will monopolize the reconstruction discourse in order to expand their capital. SADED-Nepal has a plan to recruit some of the technicians to mobilize in the affected areas before and during the reconstruction work. They will be given chance to have exposure visits to places like Uttarakhand and Assam of India. These technicians will be able to sugge st a good engineered structures so that the reconstructed houses with local materials will be equally or even more stronger than that of corporate promoted #modern# houses. Dialogues will be organized in the affected areas with the participation of communi ty-based organizations and local elites. Also we will invite experts from Uttarakhand and Assam for sharing dialogues in the affected areas. 2. Resuming/Building/supporting public spaces for children and elders in the villages: SADED-Nepal have identified 5 Village Development Communities (VDCs) in Nuwakot and Rasuwa/Sindupalchowk from where we start relief and reconstruction work of children's space. While doing so, pre-primary schools, play schools along with the village based public spaces will be recons tructed where it is destroyed. We will take a VDC, and after having need assessments in the villages, will help reconstruct damaged infrastructures so that public spaces can resume/start their activities. Elderly and young people will be involved in runnin g these children spaces. Furthermore, midday meals and play materials will be provided in a school and a children’s play space.

Freed Haliyas, ex-Kamaiyas and Kamlaris (HaKK) have not yet fully realised the true sense of freedom. They are aware but still lacking desired level of empowerment. Thousands of right-holders are still denied their rights and entitlements. Therefore, right -holders need to be further supported to empower them to claim and enjoy their rights. The duty-bearers require enough support in formulation policies, strategies, guidelines and implement those aiming the just rehabilitation of freed HaKK. The project, th us, focuses on livelihood, education, capacity building and advocacy to facilitate duty-bearers’ and right-holders’ efforts to end this bondage system permanently. The overall goal of the project is to enhance the dignified living of freed Haliyas, Ex- Kamaiyas and Kamlaris.
