PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world's most pressing health challenges. Following a major institutional transformation, PATH is entering its next strategic cycle (PATH 2030) with a leaner structure, a sharpened programmatic focus, and a mandate for financial discipline and operational excellence. The global health financing landscape is being redrawn. Official development assistance is contracting, US government funding has become structurally more volatile, and philanthropic capital, led by the Gates Foundation is playing an increasingly decisive role in what gets funded and how. In this environment, PATH's Chief Financial Officer (CFO) is not a back-office steward but a front-line strategic actor: the financial architect of the organization's resilience and a credible counterpart to the world's most sophisticated health funders. This is a newly consolidated role, created deliberately at the center of PATH's next chapter. The Mandate - Three Board-Level Priorities 1. Financial resilience and diversification • Build a financial model that withstands funding shocks: scenario-based planning, disciplined reserves policy, and a deliberate shift in the funding mix across USG, multilateral, philanthropic, and earned-income streams. • Deliver PATH's overhead commitments while protecting mission-critical capacity; own the cost narrative with funders and the Board. 2. Funder confidence and strategic partnership • Serve as PATH's senior financial counterpart to the Gates Foundation and other major philanthropic partners: co-investment structures, milestone-based funding, financial reporting that meets foundation-grade standards, and joint financial planning on flagship programs. • Maintain exemplary compliance and audit performance across USG requirements for a US-headquartered NGO IRS 501(c)(3), Form 990, Uniform Guidance (2 CFR 200), federal awards management, and single audits as the foundation of institutional trust. 3. Operational modernization • Lead Finance, IT, and Continuous Improvement as one integrated agenda: modern enterprise systems, data-driven decision support, automation, and measurable efficiency gains. • Build and lead a high-performing, globally distributed team across regions, cultures, and time zones; strengthen financial management capability in country offices. Working with the Board • Act as the primary management counterpart to the Board's Finance and Audit committees; present results, risks, and scenarios with clarity, candor, and no surprises. • Equip the Board to exercise its fiduciary duty in a volatile funding environment: forward-looking risk reporting, liquidity and reserves visibility, and honest early warning. • Partner with the CEO and General Counsel on enterprise risk, internal controls, and audit readiness. Requirements: Essential: • 15+ years of progressive financial leadership, including executive roles (CFO, Deputy CFO, VP Finance) in complex international organizations. • Deep command of the US regulatory environment for international NGOs: 501(c)(3), Form 990, Uniform Guidance (2 CFR 200), federal awards, single audits. • Direct experience with major global health funders - the Gates Foundation, USG agencies, the Global Fund, Gavi - and their financial, reporting, and partnership expectations. • Proven track record of leading finance through transformation, restructuring, or major funding shifts. • Demonstrated success partnering with Boards and audit committees; executive presence and the ability to translate financial complexity for non-financial audiences. • Experience leading large, globally dispersed teams. Desirable: • Experience in philanthropy and innovative finance: blended finance, co-investment vehicles, restricted/unrestricted portfolio optimization. • Oversight of AI and IT or enterprise systems transformation. • Advanced degree in finance, accounting, business, or economics; CPA, ACCA, CIMA, or equivalent. PATH is a diverse nonprofit organization that creates a culture of collaboration and partnership. Learn more about the impact you can make globally here. US Applicants We offer our employees a competitive salary and generous benefits. For candidates based in the U.S., the annual salary range for this position is $240, 000-$300, 000. The final salary is based on a variety of objective factors. TERMS OF REFERENCE Co-conduct Implementation Research on Two Agricultural Programmes in the Terai of Nepal We are inviting applications from agricultural departments actively engaged with farmers and agricultural households in the Eastern Gangetic Plains or the Terai region of Nepal. Background Policies are key to holistic sectoral development in any economy. There is an understood gap between the design and implementation of policies in the Global South, including agricultural policies and programmes. This gap not only leads to poor returns on funds spent but also highlights intra-sectoral dissonance that fails to create lasting positive change in society. This study is part of a larger multi-country comparative analysis of the implementation of farm and non-farm agricultural initiatives in the Eastern Gangetic Plains (EGP). For the analysis, two agricultural diversification programmes each in Bangladesh, India and Nepal are examined through primary qualitative data. The aim is to understand how the selected programmes are supposed to work and to identify the exact nodes of leakage in their Theory of Change (TOC). The study is situated in the EGP of Nepal, where the ACIAR-funded RUPANTAR project remains active, specifically the Terai. Its findings might help provide tailored policy suggestions to government stakeholders on two active and key agricultural programmes in Bangladesh. The findings also add to the wider understanding of how to tailor agricultural policy delivery within heterogeneous contexts and institutional irregularities. I. Objective This survey will include two or three villages where the selected agricultural programmes have already been implemented. Ideally, the villages will be located where the ACIAR (Australian Centre for International Agricultural Research) funded project, RUPANTAR, remains active, to align the study and its suggestions with the overall work conducted under the project. The survey instrument will collect data on the actual implementation of the programmes and the underlying assumptions that build the associated Theory of Change (TOC) for each. We plan to collect data from all stakeholders involved on two key nodes of programme implementation: inputs and activities. These include policymakers, local bureaucrats, regional implementation bodies, field extension agents and beneficiary farmers. Qualitative data will be collected through in-person interviews and focus group discussions (FGDs). The aim of this sub-study is to identify the factors limiting effective implementation of two agricultural diversification programmes in the Terai of Nepal. II. Scope of Work The collaborator will actively co-engage with IFPRI in identifying and interviewing the villages and stakeholders to be surveyed for the study. This includes translating survey instruments, conducting short in-person stakeholder surveys (less than 30 minutes) and FGDs using CAPI, cleaning the translated data and sharing the data with IFPRI within 14 days of the start of the survey. Villages will be selected by IFPRI and the collaborator collectively. The scope of collaboration is expected to be approximately for a duration of 45 days. Ideally, data will be collected by the end of November 2026, and all deliverables will be submitted to IFPRI by 15th December 2026. III. Institutional Qualifications The institution engaged for this assignment should demonstrate the following: · Established expertise in agricultural research and analysis, agricultural economics, and regional policy integration. · Proven track record of conducting policy research and analysis relevant to developing regions including India, with particular focus on the Eastern Gangetic Plains. · Experience in organizing farmer interactions, agricultural data collection, and capacity strengthening workshops involving farmers, rural communities and government stakeholders. · Existing institutional relationships with RUPANTAR is ideal, and experience collaborating with CGIAR centers or similar international research organizations is preferred. · Strong networks with government policymakers, research institutions, and stakeholder communities in India and the broader region. · The institution must be based in Nepal and legally registered with the relevant government authorities. IV. Deliverables 1) Translated word questionnaire considering adjustments to the context of Terai of Nepal 2) Translated CAPI program 3) Logistics manual 4) Pretest report 5) Data collection completed with ~35 stakeholder interviews/ FGDs 6) Data cleaning completed and all data cleaning revisions completed 7) Certified financial report V. Quality Control · The collaborator will share backcheck results alongside data delivery, flagging any discrepancy for review before final sign-off. · Final payment is contingent on IFPRI's review and acceptance of the delivered data and backcheck report. · Relevant experience: A track record of conducting large-sample farmer surveys. · Enumeration capacity: Trained researchers/ social scientists with fluency in Bengali and experience in collecting primary data. · CAPI experience: Demonstrated prior use of CAPI-based data collection and the ability to share data with IFPRI concurrently as collection proceeds, rather than only at the end of the survey. · Local familiarity: Given the compressed timeline, a collaborator with survey experience in the EGP of Nepal, ideally, the Sunsari district in the Terai region is preferred. Interested firms are invited to apply for this advertisement, submitting complete company details as per the eligibility criteria, along with a detailed budget proposal and the CV of the lead consultant. General Description of assignment title: Education Officer- ECED (UNV) Assignment country: Nepal Duty stations: Butwal Work location: On UN premises Expected start date: 12/01/2026 Duration: 12 months(with possibility of extension)Long-term benefits and allowances Sustainable Development Goal: 4. Quality education Host entity: UNICEF Modality: Onsite Type: National Volunteer category: Specialist UCoS from Apr2026 Work schedule: Full-time Number of Assignments: 1 Details Mission and objectives: • UNICEF promotes the rights and wellbeing of every child, in everything we do. Together with our partners, we work in 190 countries and territories to translate that commitment into practical action, focusing special effort on reaching the most vulnerable and excluded children, to the benefit of all children, everywhere. • In all of its work, UNICEF takes a life-cycle based approach, recognizing the particular importance of early childhood development and adolescence. UNICEF programmes focus on the most disadvantaged children, including those living in fragile contexts, those with disabilities, those who are affected by rapid urbanization and those affected by environmental degradation. • UNICEF was created with a distinct purpose in mind: to work with others to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path. We advocate for measures to give children the best start in life, because proper care at the youngest age forms the strongest foundation for a person’s future. • We promote girls’ education – ensuring that they complete primary education as a minimum – because it benefits all children, both girls and boys. Girls who are educated grow up to become better thinkers, better citizens, and better parents to their own children. We act so that all children are immunized against common childhood diseases, and are well nourished: no child should suffer or die from a preventable illness. We work to prevent the spread of HIV/AIDS among young people because it is right to keep them from harm and enable them to protect others. We help children and families affected by HIV/AIDS to live their lives with dignity. • We are UNICEF, the United Nations Children’s Fund. Context: • The UNICEF Education programme is aimed at enabling children to complete a full course of good quality education in an equitable, inclusive, and safe environment, with a particular focus on children from the most disadvantaged communities. UNICEF will contribute to Nepal’s School Education Sector Plan within the framework of the education Sector Wide Approach and UNSDCF Outcome. • In collaboration with federal, provincial and local governments the programmes have been intensifying efforts to address chronically low levels of learning in Nepal as well as recover the pandemic learning loss. The programmes have also been helping children to equip with the foundational skills needed to complete their education, by prioritizing early grades literacy and numeracy, particularly among girls, children with disabilities, from disadvantaged minorities and migrant families, and those with a different mother tongue. UNICEF advocates for greater policy commitment and enhanced resource allocation for equitable and inclusive education. • To support federalization, UNICEF supports three tiers of government to develop comprehensive policies, common framework for capacity development and costed education plans. The programme strengthens education capacities and systems to support children’s school readiness, improve children’s learning and create safe and child-friendly schools. UNICEF will develop alternative pathways and digital offerings to help out-of-school children to re-enter school or acquire essential life skills. The programme addresses harmful social and gender norms in education to enable more girls, children with disabilities, and those from disadvantaged communities to have an equitable education chance. • The School Education Sector Plan (SESP) for Nepal was developed to facilitate the country’s long-term goal and ambitions for education within the highly decentralized institutional setup in the sector that emerged over the past years in line with Nepal’s 2015 Constitution. As per the provisions in Nepal’s Constitution, a federal system has been established comprising of federal, provincial, and local tiers of government. While establishing a legal basis to facilitate the enactment of exclusive and shared powers under the mandates of the federal government, seven provincial and 753 Local Governments (LGs), the 2018 Compulsory and Free Education Act and 2020 Compulsory and Free Education related Rules have been introduced, with the 2019 National Education Policy providing guidelines for key functions and provision of services across the government tiers. • Responding to the needs of these children, UNICEF continues to support implementation of education programmes including common education package in Madhesh, Lumbini, Karnali and Sudur Pashchim Province.
