Mechanized Irrigation Innovation Project
The project will provide long-term sustainable solutions to increase year-round access to irrigation water in about 22,400 hectares (ha) of command area in Rautahat and Sarlahi districts of Madhesh Province in the Terai. This will provide increased climate resilience and water security to poor rural farmers by constructing a large-scale network of about 500 deep tube wells (DTWs) with dedicated and reliable electricity distribution networks. The management, operation, and maintenance (MOM) of the tube well irrigation schemes will be contracted to a third-party operator, using a design-build-operate (DBO) contracting modality. On-demand irrigation services will be provided to at least 121,000 farmers using innovative technology with a prepaid water metering system. The project will be the first of its kind in Nepal and will transition from traditional irrigation systems toward a more resilient and sustainable irrigation system.

Civil society for nature-based local agri-food-systems (CS4FS), Nepal
The project contributes to the promotion of local agri-food systems through nature-based solutions and policy localisation led by civil society organisations in Madhesh Province, Nepal. The objective of the project is to improve the food security and resilience of 5000 marginalized households (? 26.610 persons) in three municipalities of Dhanusa District. It is intended that 5000 marginalised households have transitioned towards a regenerative agriculture production at the project end, civil society actors from the agricultural sector promote and advocate regenerative agriculture at municipal and provincial level and 3 local governments support policy and programmes in agriculture in line with the agro-ecological principles (municipal/provincial level). 3 organisations (Aasaman, JWAS and PAC) together with local CBOs from the agricultural sector and other civil society stakeholders will work on a multi-stakeholder approach to promote regenerative agriculture. The project provides inclusive dialogues and links up with local government to address small holder farmers needs and their challenges in farming and to find solutions how their needs should be reflected in the local policies and programmes. The project has a participatory and inclusive approach that ensures that the most marginalised small holder farmers join the advocacy dialogues, including female farmers and farmers from the Dalit/ Musahar, muslim and other ethnic minority communities such as Maghi/ Tharu.

TB HSS Nepal
The proposed project aims to strengthen Nepal’s tuberculosis (TB) response through an integrated, community-driven approach focused in Madhesh Province, one of the country’s highest TB-burdened regions. Building on CARE Nepal’s long-standing experience in health systems strengthening and partnerships with the Global Fund and local governments, the project will improve TB prevention, detection, treatment, and governance. Over three years, the partnership will enhance service delivery in health facilities, mobilise frontline health workers and community volunteers, and promote community engagement to reduce stigma and increase treatment adherence. The programme will also leverage CARE’s proven tools such as the Community Health Score Board (CHSB), Social Analysis and Action (SAA) approach, and the HEAL Hub digital platform to improve accountability, empower communities, and scale digital and AI-enabled innovations for TB detection and adherence monitoring. By embedding resilient health systems and linking TB care with early warning mechanisms, nutrition, and livelihoods, the project will contribute to sustainable, equitable health outcomes and strengthen local governance through the institutionalisation of the TB-Free Municipality initiative in line with Nepal’s national TB strategy.

Supporting the Nepalese government in achieving SDG#6 through system-strengthening approaches.
(1) Micro level (community): The project supports WASH services in five municipalities of Saptari and Siraha districts, Madhesh Province, covering 180,367 people (37,767 households). It targets marginalized and vulnerable households, WSUCs, sanitation workers, students, teachers, and CBOs. Beneficiaries will gain from climate-resilient water supply schemes, capacity building for WSUCs and water boards, functional faecal sludge and waste management facilities, school WASH improvements, and local enterprise promotion. (2) Meso level (province & local): Five local administrations with elected representatives and technical departments are targeted. Primary targets include provincial representatives, officials from MoEIWS, MoHP, MoEC, MoFE, local government representatives, DWSSM, and district CAN. Interventions include capacity building, technical support (e.g., WASH Act implementation, NWASH MIS, guidelines, advocacy), and knowledge products for planning and resource mobilization. Secondary targets are other municipalities in the province. Direct: 130 officials, 50 private actors; indirect: 200 officials, plus broader provincial stakeholders.(3) Macro level (national/federal): Provincial and federal officials, elected representatives, parliamentarians, and development partners are targeted. WASH officials, MoWS, DWSSM, and civil society actors will benefit from knowledge products, technical support, and standards development. Direct: 55 officials, 50 civil society actors; indirect: 100 officials and civil society actors, plus the national population through policy, guideline, and investment initiatives.

Contract related to: Quality Education for All - Nepal¿s Constitution (2015) guarantees the right to compulsory and free education up to basic level and free secondary education to every citizen. The government, with support from the EU and other partners, has undertaken a series of national programmes in the education sector over the past two decades that have contributed to reducing education inequalities, improving governance, financing, and efficiency. However, challenges remain, especially in learning outcomes and equity in education, especially for girls and marginalised groups. Nepal¿s progress in education has experienced a severe shock with the COVID-19 pandemic, which increased pre-existing disparities in access, participation and learning outcomes. An intensive corrective response over the next years will be necessary to recover the learning losses. The Government of Nepal has worked in close coordination with development partners from 2020 to 2022 to develop the School Education Sector plan (SESP), which covers 2021 to 2030. The SESP differs from previous school sector plans in that it is designed in line with the new federal structure of governance for the Education system in Nepal, which has devolved many responsibilities for school education to local governments. The SESP is funded jointly by the Government of Nepal and donors covering the whole school sector education in Nepal. This action supports the SESP and has been jointly programmed with the government and development partners, in particular with UNICEF and Finland focusing on SDG (and SESP) targets such as quality, gender equity and inclusive education. It¿s aligned to the Global Partnership for Education (GPE). This action foresees support for 4 years, including the transitional year. The potential EU support to the 2 years following these will be assessed after the Mid Term evaluation of the EU Multi-annual Indicative Programme (MIP) 2021-2027. In line with the vision of the SESP, the overall objective of the EU action will contribute to a well-educated and skilled society in Nepal which is able to play an active role in the social and economic development of the country. The action will support three specific objectives of the SESP: 1. improve equitable and inclusive access to education for all children, especially those who are socially and economically disadvantaged, children from marginalised groups and children with disabilities 2. improve the quality and relevance to free basic and secondary education and ensure minimum learning achievements of each child3. strength the local system delivery capacity by promoting good governance, intergovernmental coordination and collaboration and by developing institutional capacity at local levelThe main expected results will be: i) improved education enrolment and completion of all children; ii) reduction of disparities in learning outcomes; iii) improved teaching quality and student learning achievements and iv) improved capacities of local governments in implementation of the SESP.While the action will support the nation-wide education system through the budget support modality, the complementary measures will focus on the three provinces with lowest learning outcomes so far (Karnali, Sudurpashchim and Madhesh), and also provide an opportunity to increase visibility through `EU-supported schools¿.
