IDRC is committed to developing a critical mass of trained and experienced researchers and innovators in Canada and in low and middle-income countries to promote sustainable and inclusive development globally. Over the years, a number of individuals (former IDRC governors and employees) have gifted and designated funds in support of awards for emerging researchers. This project will provide the mechanism by which philanthropy-funded awards will be managed by the Centre. In general, these awards will fund academic study and related opportunities for masters and doctoral students. Over a five-year period, the project will support awards for up to 28 Canadians and developing country nationals. This project will complement IDRC’s annual awards project. Both the philanthropy-funded and IDRC-funded awards will nurture emerging leaders in the application of research to solve development problems, providing a new generation with opportunities to participate actively in crafting innovative solutions to real world problems, and to build careers in relevant fields.

The project-level Women’s Empowerment in Agriculture Index (pro-WEAI), developed by the International Food Policy Research Institute (IFPRI), is a tool to measure women’s empowerment in agricultural development projects. This measurement tool helps diagnose areas of disempowerment to design research and development programs that address these areas. IFPRI will provide training and implementation support to a cohort of 12 IDRC projects on women’s empowerment in agriculture (eight projects from Cultivating Africa’s Future fund and four from the Livestock Vaccine Innovation Fund) to strengthen their capacity to use the pro-WEAI for data collection and analysis. IDRC will need sound methods and indicators to measure women’s empowerment to learn which types of projects or project implementation strategies do and do not work to empower women. Establishing a common set of tools and indicators will facilitate the synthesis of lessons learned during and at the end of the projects. In-person training will provide project teams with the fundamentals of a pro-WEAI course. After this training, participants will be familiar with the Reach, Benefit, Empower framework as applied to their projects; the components of the pro-WEAI; survey and qualitative data collection and analysis; and reporting on the index and qualitative results, including identifying project impacts on different aspects of empowerment. In addition, IFPRI will provide follow-up technical support as project teams roll out the pro-WEAI. This will take the form of a helpdesk related to questions on the instruments, pretesting, enumerator training, data collection, analysis, and interpretation. IFPRI will also validate projects’ methodology and calculation files and review project reports to ensure appropriate reporting, analysis, and interpretation of pro-WEAI results. The use of the pro-WEAI tool across the cohort of IDRC projects will ensure joint testing of the tool, shared results and lessons, and cross-project learning on women’s empowerment within IDRC-funded projects. The collaborative work will lead to a peer reviewed publication on implementing women’s empowerment in the agriculture index in research for development projects.

The Nepal Digital Transformation Project (Project) aims to improve delivery and increase the use of inclusive and high-impact services for citizens and businesses by strengthening digital public infrastructure (DPI) and modernizing priority government services. The Project will enhance trust, resilience, and interoperability of Nepal's digital ecosystem through investments in secure data infrastructure, core DPI, and the digitalization of high-impact services. The Project, led by the World Bank under the Full Mutual Reliance Framework (FMRF), will be cofinanced by the World Bank and the Asian Development Bank (ADB) [as trail lender] and will be the first FMRF project in Nepal. The total Project is estimated to cost $90 million, of which a loan of $50 million will be financed by the World Bank and a loan of $40 million will be financed from ADB's concessional ordinary capital resources. The World Bank's extensive experience in Nepal's digital sector makes this collaboration with World Bank as lead and ADB as trail lender particularly valuable for the digital development in the country, as it would enhance coordination and strengthen policy dialogue among the many stakeholders involved. This Project is aligned with the Reforms to Accelerate Investment and Scale Employment (RAISE) Program, an FMRF project in which ADB is the lead lender, which is in advanced preparation for Board consideration in 2026. The RAISE Program includes targeted support for strengthening the country's cybersecurity and data protection legislative and regulatory frameworks and capabilities that directly complement and reinforce this Project's objectives.

Electricity is a necessary requirement for accelerating the economic development of any country and is considered an important input to improve quality of life. Overall, the electricity demand has far outgrown the supply, leading to load curtailment and increased dependence on imports from India in recent times. The peak suppressed demand in Nepal in FY2013-2014 has been around 1,200 megawatt (MW) as against installed capacity of 787 MW, hence resulting in a deficit of about 440 MW due to non-availability of generation. Government has plans to generate additional 10,000 MW in the next 10 years. About 63% of the population in Nepal has access to electricity but the supply quality is unreliable and inadequate. The government has recognized the immediate need for reinforcement and upgrade of outdated distribution systems crucial to deliver the required energy to the customers even if the generation and transmission lines are in place. In this regard, the need for immediate distribution network enhancement is included in the government's action plan to address energy crisis and provide universal access to reliable and efficient electricity for all by 2030. This will contribute in promoting sustainable energy for all (Sustainable Development Goal #7) and Nepal's Intended Nationally Determined Commitments for the United Nations Framework Convention on Climate Change. ADB's Nepal country partnership strategy 2013-2017 supports the government's development objective of accelerated and inclusive economic growth. It seeks to address the infrastructure bottlenecks in the key areas such as energy services and creating an enabling environment for increased business and employment opportunities. ADB's support for the energy sector in Nepal has largely focused on generation and transmission with some distribution extension. This project will be ADB's first investment in Nepal specifically targeting energy efficiency through distribution system enhancements measures.

ADB and the governments of Bangladesh, India, and Nepal are working together to develop and improve tourism sites and facilities in the three countries. The South Asia Tourism Infrastructure Development Project is improving the infrastructure around key tourist sites and cultural sites in the three countries, and expanding the air and road links that connect the various destinations. This includes upgrading airports; fixing roads; and cleaning up tourist sites with improved water supply, sanitation systems, and solid waste management. Visitor centers will be also be improved. The project is working to spread tourism to remote communities that are currently bypassed by the popular tourist markets. This work is benefiting about 2.4 million people in the three countries through increased income, jobs, improved health and local environmental conditions, and reduced travel times. About 270,000 people are benefiting from new job opportunities created by the project, and at least 5,000 others are enjoying expanded livelihood options.

The impact of the project will be reduced rural poverty in 18 poor and remote hill and mountain districts. The project outcome will be widened access to social services and economic opportunities. The project outcome will be achieved through the following outputs:(i) rural livelihood improved; (ii) capacity and decentralized local governance enhanced; (iii) rural transport infrastructure extended and maintained; and (iv) project management improved. Output 1: Rural Livelihood Improved The project will improve community infrastructure in the 18 districts. This will include 90 school buildings and health posts, 36 foot/mule/link trails, 54 water supply and irrigation schemes, 10 micro-hydropower, 8 rural market places, 10 ropeways, and other community infrastructure. The project will provide livelihood related skills training to 3,000 beneficiaries from the project impact zones, of which at least 40% are women and 60%, are from poor and excluded groups. In nine pilot districts, the project will work with existing savings and credit groups, and assist BGs willing to form themselves into formal Savings and Credit Cooperatives and facilitate their access to credit from existing institutional suppliers. Output 2: Capacity and Decentralized Local Governance Enhanced The project will improve district and national capacity building to promote improved decentralized governance. The thrust will be on establishing the capacity for sustainable management of rural road networks, strengthening the decentralized management of rural infrastructure, and raising central capacity to support local government bodies. Output 3: Rural Transport Infrastructure Extended and Maintained The project will improve 260 kilometers (km) of rural roads in the 18 districts (200 km new and 60 km upgrading). Rural roads of 1,200 km will be maintained in the 18 districts and 6,500 meters of trail bridges will be constructed. The implementation of the road sub-projects will employ labor-based equipment-supported methods, and works performed by BGs will be promoted over construction by contractors. Only those civil works that cannot be executed by the communities may be awarded on the basis of local competitive bidding to contractors. Output 4: Project Management Improved Technical support to project implementation will be provided through a Central Implementation Support Consultant (CISC) and District Implementation Support Consultant (DISCs) in each of the 18 project districts.

ADB and the Government of Nepal are working together to improve some of the most important roads in the country to help people and freight move more easily, and to increase trade with neighboring countries. The South Asia Subregional Economic Cooperation Road Connectivity Project is building alternative routes between the districts of Sunsari and Saptari to create year-round passable conditions along the East-West Highway, especially across the Koshi River. This will include the repair of feeder roads that connect nearby villages to the highway, and improve people's access to government services and livelihood opportunities. The project, which is providing jobs for unskilled workers in the area, particularly women seeking employment, is upgrading 73 kilometers of bypass and border roads along the East-West Highway to two lanes, and improving 114 kilometers of another strategic roadway. The project is also providing training for people in the area to protect the environment and encourage tourism.
