Development projects in Nepal

In Nepal, recent federal restructuring coincides with educational challenges: while primary school enrollment is high (91%), secondary rates are low (38.9%). Access to education remains limited, depriving children of prospects. Poverty, unemployment, and unproductive agriculture plague project communities, hindering Nepals development. In Bajura district, despite a 97% enrollment rate, learning outcomes for grade 8 students range from 41-46%. This project aims to address these disparities by providing equitable education and development opportunities, aligning with SDG 4. The goal is to ensure 10,000 children and 2,100 youth in 13 communities have equal access to quality education and future opportunities. Subgoals include establishing monitoring mechanisms, enhancing schooling systems, and strengthening rural economies to reduce vulnerability among children and youth. Structural and social sustainability will be achieved through community involvement and the establishment of Civil Society Organizations.

This project continues Caritas Nepal's work enabling earthquake-affected communities in 4 earthquake-affected Districts of Nepal - Dolakha, Sindhupalchowk, Sindhuli and Kavrepalanchowk - to rebuild safer and dignified lives. Caritas Nepal will support the families and individuals most affected by the earthquake to rebuild their houses, restore access to safe water and sanitation facilities, restore livelihoods and enhance their resilience to future disasters. Caritas Nepal will use a holistic recovery approach that integrates permanent Shelter, Livelihood, WASH, Disaster Risk Reduction (DRR), school construction support and Protection solutions. Their holistic approach will apply community-driven, people-centred, participatory methods for recovery and reconstruction. Caritas Nepal is working with 5 local partners to implement WASH and Livelihoods components in some districts, and is directly implementing the other activities with communities. The project will continue work implemented in 8 locations (VDCs) during the first year of the project. 6 VDCs (Orang, Bulung, Thokarpa, Kalika, Chandenimandan and Balthali) will continue to receive the full package of Shelter support (including housing grants and technical assistance) and WASH, Livelihood, DRR, School Reconstruction and Protection and Psychosocial interventions. In Baseswar and Hariharpurgadhi VDCs all sectors except for shelter will be supported. In 6 new locations to be covered from mid-2017 onwards, Caritas Nepal will provide shelter technical assistance and limited livelihoods support.

Despite global efforts to improve children's readiness, many children are not well prepared to start school. This project builds on the success of the “Every Newborn-Reach Up Early Education Intervention for All Children” (ENREACH) initiative, which successfully increased children’s readiness to enter pre-primary school in Bangladesh, Nepal and Tanzania with supports for both children and their caregivers. This project will build evidence to adapt ENREACH to include teachers by enhancing the capacity of both parents and teachers. The project will explore how to improve teacher engagement and teaching competencies. Knowledge mobilization will help integrate the model into practice, reaching key stakeholders within the ministries of education in all three countries. The goal is to facilitate its transition into a government-supported program. The research consists of a trial with preschool teachers and caregivers and targets children aged 60 to 72 months enrolled in pre-school, ensuring that those with disabilities and both boys and girls are included. The project will produce a comprehensive training package focusing on foundational skills through play-based teaching, tools for school readiness, resources for mobilization of stakeholders and a cost evaluation framework. This project is funded under the Global Partnership for Education (GPE) Knowledge and Innovation Exchange, a joint endeavour between the GPE and IDRC to connect expertise, innovation and knowledge to help low- and middle-income countries build stronger education systems and accelerate progress toward the Sustainable Development Goal on education.

The project aims at strengthening policies, strategies and regulatory frameworks for the promotion of employment-rich and inclusive growth, in line with the vision of graduating Nepal from LDC category to a developing country status by 2022. The project has a strong focus on women and vulnerable groups and will benefit from the Danish-funded Inclusive Growth Programme which is providing tested tools and methodologies on evidence-based advocacy. The Korean-funded Labour Market Information project will strengthen the extension of basic employment services like registration of job seekers, vocational and career counselling, job search, LMI dissemination, with particular attention to women, youth and migrant workers. Technical assistance will be provided to the Ministry of Labour and Employment to work with line ministries (Ministries of Agriculture, Federal Affairs and Local Development, Cooperative, Tourism Development and Industry) towards integrating gender responsive employment generation programmes into their annual plans, including at selected district levels. An important dimension of the interventions will be the partnership with the Ministry of Industry in creating enabling environment for the growth of SMES and for improving quality and quantity of jobs in SMES, as well as collaboration with UNDP.

The issue of technology transfer has been a cornerstone of the United Nations Framework Convention on Climate Change (UNFCCC) since it was established. As a major step forward, the Technology Mechanism was established by the 16th session of the Conference of the Parties (COP) in Cancun in December 2010. The Technology Mechanism consists of a Technology Executive Committee and a Climate Technology Centre and Network. The mission of the Climate Technology Centre and Network (CTCN) is to stimulate technology cooperation and to enhance the development and transfer of technologies and to assist developing country Parties at their request, consistent with their respective capabilities and national circumstances and priorities, “to build or strengthen their capacity to identify technology needs, to facilitate the preparation and implementation of technology projects and strategies taking into account gender considerations to support action on mitigation and adaptation and enhance low emissions and climate-resilient development”. The Climate Technology Centre and Network Managing requests from Nationally Designated Entities (NDE) and providing highly qualified support to countries along all stages of the technology cycle, from identification of technology needs, through assessment, selection and piloting of technological solutions, to their customization and widespread deployment represent the core mandate of the CTCN. Consistent with COP decisions, the CTCN is to serve three main functions, namely: 1) Managing requests and responses in the technology cycle; 2) Fostering collaboration to accelerate technology transfer; 3) Strengthening networks, partnerships and capacity building for technology development and transfer, and fostering collaboration to accelerate technology transfer. These core functions of the CTCN will be supported by broader outreach and awareness activities and a knowledge management system that enables learning and enhanced response quality over the life of the CTCN, reflecting the two other functions. Scope of the Programme and expected outcomes UNEP and UNIDO established this joint programme to host the CTCN with a view to contributing to the development objective of reducing both the carbon intensity and the climate vulnerability of development and growth in developing countries. The CTCN will reduce the risks and costs of technology transfer and widespread deployment throughout relevant sectors of developing countries by supporting them to make informed choices about mitigation and adaptation technologies. UNEP and UNIDO joined to form a consortium consisting of leading institutions located in both developing and developed countries. At the 18th session of the COP in Doha in December 2012, this consortium was selected as host of the CTCN and at the 27th session of UNEP’s Governing Council in February 2013, a host agreement was signed in the form of a Memorandum of Understanding between the UNFCCC and UNEP as lead partner of the consortium. The organisational setup includes a lean Core Centre managed by UNEP and UNIDO responsible for overall coordination, Network development, and liaison with NDEs. The Consortium Partners, who constitute a Technical Resource Pool that could be tapped quickly in response to country needs, are supporting the Core Centre in preparing country response plans and providing a strong technical link to the Network. Considering the wide range of adaptation and mitigation expertise required across sectors, regions and sub-regions and technologies, a wide and diverse Network of regional and national institutions will be required as a delivery mechanism that can respond effectively and efficiently to requests from developing countries. As per COP decisions, it is through the Network that the bulk of the technical assistance on climate technologies will be executed. Through this Programme, the CTCN will assist countries in advancing priority technologies through the life cycle of technology development, demonstration, deployment, and diffusion including accessing necessary know-how, information, capacity building and finance for meeting local development needs. This will include a specific focus on facilitating uptake and adoption of technologies suitable for local conditions. The expected outcome of the CTCN is to have accelerated, diversified and scaled-up, including through increased investment, the transfer of ESTs for climate change mitigation and adaptation, consistent with their national socio-economic and sustainable development priorities. This requires the building and strengthening of developing countries’ capacity to identify technology needs to facilitate the preparation and implementation of technology projects and strategies, taking into account gender considerations to support action on adaptation and mitigation and enhance low emissions and climate-resilient development.
