Development projects in Nepal

The United Nations High Commissioner for Refugees (UNHCR) is mandated: (i) to provide international protection to refugees and other persons of concern and to search for durable solutions to their situation; (ii) while preparing populations of concern for a durable solution, to ensure the provision of humanitarian assistance and promote a better quality of life and self-reliance through a community development approach; and (iii) to advocate for refugee rights, promote effective partnerships, and develop diplomatic initiatives aimed at preventing and mitigating the conditions that cause refugee movements. The Junior Professional Officer (JPO) program provides the opportunity for young Canadian professionals to obtain work experience in the multilateral system as regular UN staff. Participants gain valuable field-level experience in the management of multilateral aid projects. At the same time, it is an important way that Canada supports the activities of key multilateral partners. Following the conclusion of three successful JPO postings with UNHCR, three new JPOs are recruited for the 2008-2010 period. They are placed in the Democratic Republic of the Congo (Protection); Sudan (Resettlement); and Nepal (Protection).

SMR has submitted an additional application for Sida grants for 2018-2019 in total 122,000,000 SEK. ADDITIONAL APPLICATION Prior to this agreement period, the Pentecostal Mission's development cooperation (PMU) has not been given renewed status as a framework organization at Sida and thus no longer receives direct support from the CSO grant. Instead, PMU, which is a member organization of SMR, has chosen to apply for grants for projects in support of civil society in developing countries from SMR, which pass on grants from the CSO grant. Prior to the current sub-agreement for the period 2017-2021, SMR has already received an offer from Sida to supplement it with an additional application for the period 2018-2019, which corresponds to SMR's assessment and recommendations for support to PMU. Subsequently, PMU has submitted to SMR with an application for a grant from SMR for the period 2018-2019. BUDGET SMR is applying for a total of SEK 122,000,000 for the two-year period 2018-2019, in addition to the already agreed amount of SEK 790,000,000. This is the same amount that the PMU applied for to SMR. SMR's total budget for the supplementary application 2018-2019 is SEK 134,551,400 (including SEK 12,551,400 in own contribution). The distribution between SMR, their Swedish member organizations and the local partners changes somewhat for the period to which the supplementary application relates. Based on the total budget for the supplementary application 2018-2019, the proportion staying with the Swedish member organizations increases from 13% to 19% and the proportion staying with the local partners decreases correspondingly from 81% to 75%. About 6% still stay with SMR. BASIS FOR PAGE ASSESSMENT The preparation has largely been based on SMR's input assessment of PMU's program application, but also SMR's organizational assessment of PMU and Sida's follow-up of SMR and PMU in Kenya, May 2017. Sida has also had access to PMU's program application to SMR, and the PMU's response to SMR's supplementary questions regarding the application. THE PREPARATION Since the intervention is prepared as a supplementary intervention decision, the preparation has, as far as possible, been based on the extensive preparation made of the application for the ongoing agreement period 2017-2021. As the assessment made of the application 2017-2021 is still relevant, this has been retained and supplementary comments regarding 2018-2019 have been added where the additional application causes an updated supplementary assessment. The revisions made by the committee therefore only affect the period 2018-2019.

This project builds on and consolidates results achieved during the Developing Democracy in Nepal sub-project. It promotes strategic engagement between civil society organizations and Nepal's Constituent Assembly, responsible for developing the new constitution. The goal of the project is to ensure that the new constitution provides the structure for a strong and vibrant sustainable democracy that protects human rights, promotes economic development and consolidates the peace process in Nepal. The project aims to ensure that the constitution-making process is inclusive, effective and democratic, and that the constitution includes specific provisions relating to fundamental equality rights. The Canadian Bar Association implements this project in partnership with the Nepal Bar Association (NBA), helping to strengthen the NBA's capacity to support the constitution-making process and the implementation of the new constitution. Project activities include: providing advice related to constitutional implementation to the NBA and other Nepali civil society organizations; mobilizing Canadian and international volunteer legal experts; and producing research papers to inform and support recommendations for constitutional provisions relating to fundamental rights.

These issues were emphasized across EngageMedia's range of initiatives. To counter digital authoritarianism and the closure of civic spaces, EngageMedia seeks support to contribute to: 1) Greater freedoms for change-seekers, change-makers and filmmakers for climate justice and digital rights; 2) Greater understanding for civil society organizations (CSOs) to engage in public policy development, particularly in countering disinformation, platform accountability, and AI governance; 3) Greater solidarity among digital rights CSOs; and 4) Greater security for human rights defenders through the adoption and development of open and secure technologies. The key focus is to strengthen capacities, rights and governance to ensure that local people can maintain and benefit equitably from sustainable forest landscapes in the Asia-Pacific region. Building upon the partnership between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and IOM globally, this project aims to strengthen Nepal's migration governance through enhanced coordination mechanisms, and the promotion of safe, orderly and regular migration practices. Forest restoration is a key environmental policy objective of the present era. In the UN’s present “Decade of Restoration”, countries around the world have pledged to restore hundreds of millions of hectares of degraded forests — targeting rural areas of the global south where millions of rural and indigenous people live. While these efforts have potential to support a range of environmental priorities, it remains unclear to what extent large-scale restoration efforts are compatible with rural needs and other development objectives. Responding to growing calls for strengthening community rights and involvement, we ask: How, and under what conditions, can community forest governance lead to improvements in human well-being, carbon sequestration, and biodiversity from forest restoration? This mixed-methods project explores how national and state-level policy efforts in Nepal and India shape local influence in restoration planning, and we build a large dataset to test how different local governance conditions impact livelihoods, carbon sequestration, and biodiversity. In so doing, our work provides key advances to (a) better incorporate multi-scalar power and politics in theories of environmental governance, (b) generate new evidence of the relationship between carbon sequestration, biodiversity, and rural well-being, and (c) support policy innovations to advance toward a more just and sustainable global future.

Nepal witnesses high human mobility in the form of both voluntary and forced migration. The country has extremely high levels of climate risk. Climate change and human mobility is a complex and multifaceted phenomenon that cuts across different policy areas, including but not limited to migration, development, climate change and environment, humanitarian assistance and security. The Government of Nepal is keen to address the issue in an integrated and coherent manner to provide solutions for people to move, people on the move and people to stay. The objective of the project is to support the Government of Nepal’s efforts to respond to challenges along the MECC nexus in a human security-centred and gender responsive manner. The project aims to further strengthen the knowledge base to inform government stakeholders and influence policies related to climate change, disasters, gender, and migration. Along with this, the project will support local governments to draft plans, adopting a human security approach, for gender responsive safe, orderly and regular migration and adaptation to climate change. By engaging with different spheres of government and engaging leading civil society organisations (CSOs) and communities, the project will promote participatory, joint approaches to analyse and address drivers that compel people to move and support the Government in taking climate actions and enhancing adaptive capacities of the population by making migration a choice.
