Development projects in Nepal

In its Paris Agreement, the 21st Conference of Parties (COP 21) to the United Nations Framework Convention on Climate Change (UNFCCC) invited the Intergovernmental Panel on Climate Change (IPCC) to provide a special report in 2018 on the impacts of global warming of 1.5 C above pre-industrial levels and related global greenhouse gas emission pathways. The report will help UNFCC take stock of collective efforts towards “holding the increase in the global average temperature to well below 2 C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 C”. There is a significant research gap on the nature, benefits and feasibility of a 1.5 C warmer world, and the existing literature does not take a strongly regional or “hot-spot” approach. However, the Collaborative Adaptation Research Initiative in Africa and Asia’s work has the potential to provide strong regional inputs to the 2018 Special Report. CARIAA consortia agreed on a three-phase strategy aimed at producing high-quality, demand-driven peer-reviewed journal articles for consideration by the IPCC special report authors. The resulting project is partially funded though the Opportunities and Synergies Fund, which is a competitive process promoting cross-consortia collaboration within the CARIAA program. A collaboration between the University of Southampton, University of Cape Town, the International Centre for Integrated Mountain Development, and the Overseas Development Institute, this project will support the analyses and associated scientific activities aimed at examining consortia results across climate science, biophysical and economic impacts, vulnerability, and policy in light of 1.5 C concerns. Activities include the presentation of research findings at preparatory conferences; participation at a 1.5 C side event at COP22 organized by IDRC and a UNFCCC Party; production of a range of products, including at least 3 peer-reviewed articles on the impacts and implications of 1.5 C versus 2 C warming in each hotspot; a synthesis publication (peer-reviewed for journals or popular magazines) drawing together evidence from hotspots; and policy briefs on 1.5 C for national and regional negotiating groups. The Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA) aims to help build the resilience of poor people to climate change by supporting a network of consortia to conduct high-calibre research and policy engagement in hot spots in Africa and Asia. It is jointly funded by the UK’s Department for International Development and IDRC.

The project-level Women’s Empowerment in Agriculture Index (pro-WEAI), developed by the International Food Policy Research Institute (IFPRI), is a tool to measure women’s empowerment in agricultural development projects. This measurement tool helps diagnose areas of disempowerment to design research and development programs that address these areas. IFPRI will provide training and implementation support to a cohort of 12 IDRC projects on women’s empowerment in agriculture (eight projects from Cultivating Africa’s Future fund and four from the Livestock Vaccine Innovation Fund) to strengthen their capacity to use the pro-WEAI for data collection and analysis. IDRC will need sound methods and indicators to measure women’s empowerment to learn which types of projects or project implementation strategies do and do not work to empower women. Establishing a common set of tools and indicators will facilitate the synthesis of lessons learned during and at the end of the projects. In-person training will provide project teams with the fundamentals of a pro-WEAI course. After this training, participants will be familiar with the Reach, Benefit, Empower framework as applied to their projects; the components of the pro-WEAI; survey and qualitative data collection and analysis; and reporting on the index and qualitative results, including identifying project impacts on different aspects of empowerment. In addition, IFPRI will provide follow-up technical support as project teams roll out the pro-WEAI. This will take the form of a helpdesk related to questions on the instruments, pretesting, enumerator training, data collection, analysis, and interpretation. IFPRI will also validate projects’ methodology and calculation files and review project reports to ensure appropriate reporting, analysis, and interpretation of pro-WEAI results. The use of the pro-WEAI tool across the cohort of IDRC projects will ensure joint testing of the tool, shared results and lessons, and cross-project learning on women’s empowerment within IDRC-funded projects. The collaborative work will lead to a peer reviewed publication on implementing women’s empowerment in the agriculture index in research for development projects.

Small ruminants and poultry provide key benefits to women in many developing countries. Unfortunately, in many livestock value chains (all production activities up to the sale of the final product), women have less access than men to vaccines and they have limited ability to influence household decision-making about vaccination and animal health. New gender-transformative approaches are needed to deal with this issue, to move the debate beyond the traditional men/women dichotomy, and to determine new ways to improve women’s ability to participate in, and benefit from, these value chains. This project will examine gendered roles and relations in selected vaccine distribution chains for diseases that affect livestock species belonging to or primarily managed by women. The diseases of focus are Peste des Petits Ruminants (which affects small ruminants such as goats) and Newcastle disease and avian influenza (which affect poultry). All three diseases are endemic to Africa, are highly contagious, and have high mortality rates. The research team will address the interconnected factors affecting women’s involvement in the vaccine distribution chain; provide capacity development using a gendered intersectional transformative approach; and develop a gender and intersectional mapping tool for small ruminant and poultry vaccine distribution chains. A multi-country analysis will assess the impacts and barriers of gender and intersectionality on women’s entry into the vaccine distribution chain, their effective participation in the chain, and their benefits from it. This project is supported by the Livestock Vaccine Innovation Fund (LVIF), a partnership of the Bill and Melinda Gates Foundation, Global Affairs Canada, and IDRC. LVIF represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.
