Synthesis of IDRC’s use of women’s empowerment indicators

Yet, most projects supported by the Centre lack common methods and indicators to measure how they are contributing to women’s empowerment. It has been a challenge to measure how well different types of projects or project-implementation strategies contribute to empowering women. This synthesis will examine twelve recent IDRC-funded projects in the agriculture and food security sector, all of which have a strong gender focus, to assess two major tools: the Women Empowerment in Agriculture Index (pro-WEAI) and the Women in Livestock Empowerment Index (WELI). The synthesis is expected to generate results and lessons on the projects’ achievements, and on the use of the tools, with key recommendations for their effective use in other programs. The information will also feed directly into the work at the CGIAR (formerly the Consultative Group on International Agricultural Research) on women’s empowerment indices and their application across various projects and initiatives.

Co-producing a shock-resilient ecosystem for women-led enterprises in Nepal
95%data completenessSince the COVID-19 pandemic began, more than 41 percent of women in Nepal have lost their jobs compared to 28 percent of men. Although entrepreneurship and women-led enterprises in agriculture and forest product value chains are considered an important avenue for women’s economic empowerment in the country, enterprises led by women entrepreneurs/farmers in the rural areas remain excluded from the government’s economic relief packages. While past research has addressed the role of entrepreneurship in promoting women’s economic empowerment, linkages between gender, entrepreneurship, and climate have not been widely explored. Further, resilience-building of businesses that includes multiple factors such as disasters, climate change, and dynamic markets and prices has not been thoroughly applied in Nepal. This project will examine how climate change plays a role in enabling or disenabling women’s economic empowerment in agriculture and forestry. Using participation action research approaches, researchers will co-produce with farmers, enterprise leaders, local women’s groups and champions, local and provincial government, private-sector actors and associations, and financial service providers a model of support for women entrepreneurs that will encourage the adoption of low-carbon practices in the agriculture and forestry sectors. This model will be disseminated through a number of scientific, policy, and media-based outputs. The elements of the model will range from digital and climate-smart technology, financial services, management and marketing training, training on high-potential value-addition activities and more, with the intention of increasing business resilience to climate change. Project interventions include promoting plantations in community forests and private lands by mobilizing community forest user groups and women’s groups. The research team will facilitate the uptake of such practices at the national level by engaging in national/provincial-level dialogues with relevant stakeholders.

Economic empowerment of women through forest solutions
95%data completenessForest-based entrepreneurship is considered an important vehicle to respond to the growing impacts of accelerating climate change. Innovative businesses and entrepreneurship for non-wood forest products will offer low-carbon solutions through locally available technological innovations primarily aimed at sustainable forest management and locally processed forest products. Nepal’s new Forest Act emphasizes the importance of business-oriented forest management that can play an important role for women’s economic empowerment, as it offers a stable source of income. However, empirical evidence is lacking in terms of how women’s economic empowerment can be achieved within the context of nature-based solutions and a low-carbon development agenda. Much of the knowledge on women’s economic empowerment is informed through development programs on micro-credit and community savings programs. The project aims to develop business models and scalable solutions to increase women's access to and control over forest resources and forest-based enterprises, enabling them to make economic decisions for themselves and their households. Through various skill-oriented interventions and support to encourage self-employment, the project further aims to strengthen women’s agency by enabling them to take charge of their life decisions and influence forest management decisions in their favour and in favour of the environment. The project will engage in policy dialogues to ensure women’s representation and leadership in forest management and forest-based enterprises. This will lead to increased sensitivity and accountability of forestry stakeholders to address existing power relations and enhance equity in benefit sharing. It will also allow for women’s knowledge of sustainable forestry management to gain prominence. Project outputs will include research reports, policy briefs, and journal articles on topics of women’s economic empowerment and engagement approaches for inclusive, low-carbon, nature-based solutions. Women’s agency will be supported to sustainably manage forests and run forest-based businesses. The project will ultimately enhance capacities of women’s networks, producer organizations, and forest federations.

Impact of gender and inclusive pedagogies on student participation and learning achievement at secondary school during the pandemic and beyond

The COVID-19 pandemic further exacerbates these inequalities, especially in low-income countries. Bangladesh, Bhutan, Nepal, Vietnam, and Timor-Leste face several common equity-related challenges linked to gender equality and inclusion that affect student participation and performance, most acutely at the secondary-school level. These countries also face challenges in moving to competency- and skill-based learning from the existing traditional ways of teaching and learning. If the challenges are not addressed urgently, student participation and achievement, especially from a gender-equity and inclusion perspective, may further deteriorate. Gender and inclusive pedagogies (GIP) offer a set of proven interventions to ensure equal participation and learning achievement by addressing differences in students’ gender, ability, ethnicity, and other factors. The project will introduce an evidence-based, gender- and inclusion-focused teacher professional development package to enhance teacher competency to address equity concerns and improve students’ participation and learning achievement. This study will use an experimental research design to test the effects of GIP intervention on teachers' attitudes, sense of self-efficacy, and classroom practices, as well as students’ participation and learning achievement. The project will promote scale-up of GIP by developing advocacy frameworks for each participating country and establishing a regional collaboration platform. This project is funded through the Global Partnership for Education Knowledge and Innovation Exchange call for proposals in Europe, Asia, and the Pacific region entitled “Generating and mobilizing innovative knowledge for regional education challenges”.

It is essential that these laws and regulations be fully implemented since the most recent assessment of the Nepal Public Financial Management Systemcomma the Public Financial Management Sector Work recently carried out jointly by the Government of Nepal and the World Bankcomma found once again that procurement performance remains a very significant issues and achieved a low rating (C) for value of money and controls in procurement. The Government has a huge challenge to ensure effective implementation of the Lawcomma and the Bank needs to continue its support and engagement in this sector. Work to implement the Procurement Law is completely in concert with the governance initiative as envisioned in the updated CAS 2007. To assist Government in preparing a strategy for and initiating actions to implement the public procurement law so as to enhance the quality of procurement outcomes in terms of: higher volumescomma efficiencycomma optimum budget utilisationcomma effectivenesscomma transparency and better value for money which would lead to better governance and improved public service delivery.

Legal and Judicial reforms to Strengthen Creditor Rights

(i) Nepal has recently passed a set of legislations (such as the Insolvency Ordinance) vesting jurisdiction in a yet to be established Commercial Court. These matters are presently being taken to the general courtscomma whose functioning leaves a lot to be desired. In absence of continuing training being provided to judges (see below)comma judges get insufficient exposure to commercial practices. There is no awareness of the opportunity cost when productive assets get blocked in the courts. An all new Commercial Court looks an attractive alternativecomma but may possibly be unproductive as an independent entity. Another way of achieving this may be through a dedicated Commercial Bench at the Appellate and Supreme Court level. This sub-component of the grant will finance the (i) setting up of the Commercial Benchcomma the procedurescomma manualcomma case management systemcomma (ii) an assessment of training needs and development of modules which can be used to train the judges and support staff. (iii) study of existing model of division of jurisdictions and performance of institutions. (ii) Lengthy court proceedings are perhaps the most visible symptom of the crisis in the Nepali judiciary. They translate into significant and perpetual backlogs - a breeding ground for petty corruption. There have been many initiatives to tackle this problem. Most of them have focused at case management in the narrow sense of processing papers and reorganizing and/or automating some of the business operations. More is needed to sustain increase court productivity and reduce both time and costs of court operations. Such reforms should certainly include consolidation of court jurisdiction and competence so the cases are decided with less cost without compromising quality. The reform should expand to include the distribution of cases among the courts to allocation of cases to judges. Judicial Map (geographical organization of the courts) seems also to contribute to lower performance of the courtscomma as large number of the courts necessarily impede specialization and lead to difficult and costly supervision. Although civil procedures in Nepal does not seem to be terribly formal (28 steps comparing to 29.7 regional average) they are in need of improvement. Endless opportunities for appeals seem to be a big problem whichcomma in addition to increasing delay and costscomma raises opportunities for corruption. To formulate the foregoing reforms it is necessary to have the necessary data and information on the judiciary. This subcomponent of the grant will finance the -(i) the collection of baseline datacomma including public perception of judiciary (ii) judicial mapping (iii) assessment of judges performance The objective of the Project is to build capacity of the judiciary in providing dispute resolution services in banking and commercial matters through commercial bench and data collection and analysis.
