Improve Nepal's Public through Pension Reform and Strengthening Capacity to Implement Reform

The grant will support technical assistance and training to support the following objectives: (a) Reform of the Civil Pension Scheme including the introduction of a contributory scheme through support for (i) actuarial analysiscomma (ii) participatory dialogue to define and develop reform proposalscomma (iii) preparing rules and regulations for the reformed scheme and (iv) implementation of the reformed scheme. (b) Reform of the Employee Provident Fund Scheme(EPF) through support for (i) financial and actuarial analysis to develop reforms and (ii) implementation of the reforms. (c) Increase the effectiveness of the Universal Old Age Pension Scheme through support for (i) assessing the effectiveness of the current scheme to develop any necessary proposals for improvement and (ii) implementation of any reforms. The original objectives of the Grant were to develop capacity for the GoN to reform and improve its existing pension system which includes the civil service pension schemecomma the Employee Provident Fund and the Old Age Assistance scheme. The capacity to be developed would include both policy and implementation.
