Supporting Civil Society's Role in Education
95%data completenessNepal¿s Constitution (2015) guarantees the right to compulsory and free education up to basic level and free secondary education to every citizen. The government, with support from the EU and other partners, has undertaken a series of national programmes in the education sector over the past two decades that have contributed to reducing education inequalities, improving governance, financing, and efficiency. However, challenges remain, especially in learning outcomes and equity in education, especially for girls and marginalised groups. Nepal¿s progress in education has experienced a severe shock with the COVID-19 pandemic, which increased pre-existing disparities in access, participation and learning outcomes. An intensive corrective response over the next years will be necessary to recover the learning losses.The Government of Nepal has worked in close coordination with development partners from 2020 to 2022 to develop the School Education Sector plan (SESP), which covers 2021 to 2030. The SESP differs from previous school sector plans in that it is designed in line with the new federal structure of governance for the Education system in Nepal, which has devolved many responsibilities for school education to local governments. The SESP is funded jointly by the Government of Nepal and donors covering the whole school sector education in Nepal. It is a continuation to the previous education sector programs SSDP (2016-2021) and SSRP (2009-2016), both of which were supported by the EU.This 5 years measure support is part of the EU Multi-annual Indicative Programme (MIP) 2021-2027 and it is complementary with ¿Quality Education for All¿, the EU support to SESP implemented mainly by budget support. This measure supports the role of the CSOs in the implementation of the SESP. The action intends to ensure the participation of civil society in the implementation and monitoring in the policy, by focusing on SDG targets such as quality, gender equity and inclusive education. The overall objective of this action is to enhance civil society capacity to strengthen education goals by improving the participation of civil society, their efforts to enhance advocacy and to ensure transparency and increased effectiveness in national educational policy and implementation processes. The specific objectives are: 1) to strengthen national civil society engagement in education sector planning, policy dialogue and monitoring and 2) to strengthen civil society¿s role in promoting access to education for all girls and boys, transparency and accountability of national education sector policy and implementation.The main expected results will be: i) Improved participation of CSOs in the implementation of the SESP at federal, provincial, local and school level; ii) Improved CSO¿s capacities for advocacy and for designing initiatives to increase the access to education of socially and economically disadvantaged girls and boys, girls and boys from marginalised groups and girls and boys with disabilities; iii) Improved CSO¿s capacities for enhancing transparency and accountability in the implementation of the SESP.

Activity under preparation Advancing Quality Education for all in Nepal
70%data completenessRecent political developments in Nepal, including the emergence of a new government following the September 2025 youth-led protests, have reinforced the priority placed on education reform. Young people increasingly demand a more relevant, inclusive and future-oriented education system that equips them with digital, technical and labour market-relevant skills. In response, the Government of Nepal has reaffirmed its commitment to improving the quality, relevance and governance of education, with stronger emphasis on skills development, digitalisation and employability.Nepal¿s Constitution guarantees free and compulsory education up to basic level and free secondary education. The Government is implementing the School Education Sector Plan (SESP) 2022¿2032, aligned with the federal governance structure and jointly financed by the Government and development partners. The SESP prioritises improved learning outcomes, strengthened local government capacity, enhanced education data systems, and stronger monitoring and accountability mechanisms.Nepal has made important progress in expanding access to education and improving gender parity. However, major challenges remain in learning outcomes, quality of teaching, curriculum relevance and equitable access, particularly for disadvantaged and remote communities. The independent SESP Mid-Term Review (2025) confirmed progress in participation, local planning and post-COVID recovery, but also identified continuing weaknesses in local capacity, governance, curriculum relevance, teacher management, coordination and data use.This action supports the implementation of the SESP and is aligned with the EU Global Gateway initiative ¿Nepal Quality Education for All¿ and the Global Partnership for Education (GPE). It focuses particularly on SESP pillars ¿Quality and Relevance¿ and ¿Governance and Management¿, while promoting digital innovation and skills development. The action contributes to the overall objective of building a well-educated and skilled population able to support Nepal¿s social and economic development and transition beyond Least Developed Country status.The action has four specific objectives:Improve equitable and inclusive access to and completion of quality basic and secondary education, especially for girls and disadvantaged groups.Improve learning outcomes and strengthen digital, foundational and labour market-relevant skills.Improve the effectiveness, accountability and resilience of the decentralised education system.Strengthen public financial management, including anti-money laundering, audit follow-up, domestic revenue mobilisation and public investment management.Expected results include improved enrolment and completion rates, better learning outcomes, stronger teacher capacity, increased use of digital learning, enhanced local government capacity, stronger community engagement, and improved transparency and efficiency in public financial management.The action combines nationwide budget support with complementary measures implemented with UNICEF and GIZ. Local Adaptation to Climate Change
95%data completenessDespite the great progress that Nepal has achieved in most development indicators at national level, the rate of development is geographically unequal. The new federal structure promulgated in the 2015 Constitution presented an opportunity to tackle the disparities and create an enabling environment for economic growth. Karnali and Sudurpaschim are two of the provinces with lower Human Development Index. Nepal is the least urbanised country in Asia, with about 75% of the population living in rural areas, and 65% working on climate dependent agriculture. Climate parameters are changing, as average temperatures rise and droughts become more frequent. Precipitation is becoming erratic, with increasing floods and landslides, and impacting agricultural production, which has low levels of irrigation. Access to water and land is unequal, exacerbating exclusion of women, lower castes and indigenous peoples and creating potential for localised tensions. Existing legal frameworks for managing natural key resources, such as forests and land, have not fully transitioned to the new federal structure leaving entire ecosystems more vulnerable to degradation and to climate change. In addition, existing mechanisms for forest management such as community forests have prioritised certain species over others, reducing the natural biodiversity and resilience of the forests. For urban municipalities, demographic pressure and management of hazards, especially those linked to climate change, remains an important issue. Growth due to rural to urban migration, and lack of urban planning, increase the exposure of the most vulnerable people to hazards. The principal assets of Rural Municipalities are their natural resources: water, land and forests, which they have a mandate to control through local ¿Acts on Environment and Natural Resource Management¿, some of which are being currently drafted. These plans cover land, water, air, minerals, forests, fisheries, and wild flora and fauna, including ecosystem services. Local governments lack the human resources to plan and implement these acts. This action intends to support the capacity of local governments and communities to manage their natural resources in regards to adaptation to climate change. The action aims to ensure that Sudurpaschim and Karnali provinces improve the sustainability and conservation of their natural resources with regards to climate change in a participatory and inclusive manner. It takes advantage on the transformative window of opportunity of the implementation of the new federal system, where local governments have increased funding and responsibilities, but need support to maximise impact, while ensuring sustainability, community engagement and inclusion. Based on the increasing challenges of climate change, this last phase will build on the proven methodology and expand the scope into other sectors such as forestry and disaster risk reduction, under the umbrella of adaptation to climate change. The action will support local governments on a demand basis, with a combination of technical assistance and small grants for infrastructure, including natural infrastructure. To access the support, local governments will have to contribute financially, as well as adhere to principles of transparency, accountability and sustainability, and inclusion and consent of local communities. The action will target mostly rural municipalities for natural resources and disaster risk reduction, and some urban municipalities for disaster risk reduction (a limited number of urban municipalities these could be outside of the two target provinces depending on selection criteria).
