Development projects in Nepal

May 2015 – On 25 April, an earthquake of 7.8 magnitude hit Nepal near the capital city of Kathmandu. The government has reported that 30 out of 75 districts are affected in the Western and Central Regions, including districts in Kathmandu Valley. The epicentre is located 81 km northwest of Kathmandu. A number of large aftershocks have occurred since the first earthquake. To date, over 3,000 deaths have been confirmed and over 6,000 people have been injured. These figures are expected to increase as more information becomes available. With DFATD’s support, the Canadian Red Cross (CRC) is helping to meet the life-saving health needs of up to 50,000 people affected by the earthquake. Relief activities include: (1) deploying a basic health care unit with surgical and obstetric care capacity; and (2) providing mobile health care, including vaccinations, rehydration, and mother and child care for up to 200 people per day.

Project activities include: (1) distributing emergency shelter kits; (2) providing emergency relief supplies and water, sanitation, and hygiene (WASH) items; (3) providing psychosocial support and referral services; and (4) training to households on livestock and agriculture management.

GNB avser att säkerställa att målsättningar om att motverka barnäktenskap prioriteras i minst 3 internationella agendor, ramverk eller finansieringsmekanismer, och säkerställa åtaganden om minst 1 miljard USD i finansiering för arbete mot barnäktenskap. 2. Fokusering vad gällande resultat på landnivå för att påskynda framsteg. Genom investeringar i medlemsdrivna samarbetskoalitioner i prioriterade länder avser GNB bidra till förändrade maktstrukturer, stärkt lagstiftning, ökad implementering av befintliga lagar och policys, samt stödjande normförändringar. GNB avser att bidra till mätbara förbättringar vad gällande minskad förekomst av barnäktenskap i 10 utvalda länder. De två strategierna är ömsesidigt förstärkande: politiska åtaganden på regional och global nivå är en förutsättning för ökad finansiering av arbete som motverkar barnäktenskap, samt ansvarsutkrävande på nationell nivå. Framsteg på nationell nivå inspirerar och bidrar till best practices för likstämmiga länder samt är en förutsättning för politiskt engagemang och ledarskap på regional och global nivå. För att uppnå GNBs övergripande målsättning kommer organisationen att tillämpa fyra ömsesidigt beroende huvudsakliga taktiker: 1. Mobilisera rörelseaktörer som arbetar för att motverka barnäktenskap, kring gemensamma agendor, koordinerade strategier och delat inflytande. 2. Utrusta medlemmar, nationella koalitioner och andra relevanta förändringsaktörer med de verktyg och data som de behöver för att genomföra effektivt evidensbaserat arbete för att motverka barnäktenskap. 3. Påverka och bidra till politiskt engagemang på samtliga nivåer, kombinerat med systemförändringar på landnivå i de kontexter där det har bedömts finnas bäst förutsättningar. 4. Finansiera nationella medlemsledda koalitioner och värna (samt bidra till ökad) internationell finansiering för arbete mot barnäktenskap. För verksamhetsår 2026, vilket blir GNBs första år under den nya strategiska inriktningen, kommer fokus ligga på att ansvarsfullt fasa ut arbete som prioriterats i linje med föregående strategiska plan, och börja lägga grunden för den verksamhet som skall generera resultat under denna strategiperiod. Verksamheten som GNB avser att genomföra under 2026 förväntas bidra till följande exempel på resultat: - Etableringen av ett internationellt kollektiv av minst 10 framträdande ledarprofiler för arbete mot barnäktenskap som bidrar till politiska prioriteringar från minst åtta regeringar, samt stärkt samarbete med minst 10 ledande organisationer. - Hänförbara initiala resultat på landnivå i Malawi som GNBs första accelerator-land. SMR has submitted an additional application for Sida grants for 2018-2019 in total 122,000,000 SEK. ADDITIONAL APPLICATION Prior to this agreement period, the Pentecostal Mission's development cooperation (PMU) has not been given renewed status as a framework organization at Sida and thus no longer receives direct support from the CSO grant. Instead, PMU, which is a member organization of SMR, has chosen to apply for grants for projects in support of civil society in developing countries from SMR, which pass on grants from the CSO grant. Prior to the current sub-agreement for the period 2017-2021, SMR has already received an offer from Sida to supplement it with an additional application for the period 2018-2019, which corresponds to SMR's assessment and recommendations for support to PMU. Subsequently, PMU has submitted to SMR with an application for a grant from SMR for the period 2018-2019. BUDGET SMR is applying for a total of SEK 122,000,000 for the two-year period 2018-2019, in addition to the already agreed amount of SEK 790,000,000. This is the same amount that the PMU applied for to SMR. SMR's total budget for the supplementary application 2018-2019 is SEK 134,551,400 (including SEK 12,551,400 in own contribution). The distribution between SMR, their Swedish member organizations and the local partners changes somewhat for the period to which the supplementary application relates. Based on the total budget for the supplementary application 2018-2019, the proportion staying with the Swedish member organizations increases from 13% to 19% and the proportion staying with the local partners decreases correspondingly from 81% to 75%. About 6% still stay with SMR. BASIS FOR PAGE ASSESSMENT The preparation has largely been based on SMR's input assessment of PMU's program application, but also SMR's organizational assessment of PMU and Sida's follow-up of SMR and PMU in Kenya, May 2017. Sida has also had access to PMU's program application to SMR, and the PMU's response to SMR's supplementary questions regarding the application. THE PREPARATION Since the intervention is prepared as a supplementary intervention decision, the preparation has, as far as possible, been based on the extensive preparation made of the application for the ongoing agreement period 2017-2021. As the assessment made of the application 2017-2021 is still relevant, this has been retained and supplementary comments regarding 2018-2019 have been added where the additional application causes an updated supplementary assessment. The revisions made by the committee therefore only affect the period 2018-2019.

This project builds on and consolidates results achieved during the Developing Democracy in Nepal sub-project. It promotes strategic engagement between civil society organizations and Nepal's Constituent Assembly, responsible for developing the new constitution. The goal of the project is to ensure that the new constitution provides the structure for a strong and vibrant sustainable democracy that protects human rights, promotes economic development and consolidates the peace process in Nepal. The project aims to ensure that the constitution-making process is inclusive, effective and democratic, and that the constitution includes specific provisions relating to fundamental equality rights. The Canadian Bar Association implements this project in partnership with the Nepal Bar Association (NBA), helping to strengthen the NBA's capacity to support the constitution-making process and the implementation of the new constitution. Project activities include: providing advice related to constitutional implementation to the NBA and other Nepali civil society organizations; mobilizing Canadian and international volunteer legal experts; and producing research papers to inform and support recommendations for constitutional provisions relating to fundamental rights.

The project aims to reduce poverty through agriculture-based micro-enterprise development for men and women from poor, socially excluded and marginalized groups in 18 districts of Nepal. Potential entrepreneurs are trained in business management and provided with the necessary skills and tools to enable them to improve their productivity and more effectively market their produce. At the same time, the project works with the government to improve policies to create a more conducive environment for agro-based micro-enterprise development.
