Nepal Agricultural Cooperative Central Federation Limited (NACCFL) is a central level umbrella organization of Small Farmer Agricultural Cooperatives (SFACLs) and Agricultural Cooperatives. Besides its regular activities, it has also been supporting technically and through lobby for its member cooperatives for accessing grants from different stakeholders. In 2017, the collaboration of Agriterra and NACCFL focus on roll out, coaching and effective use of FACT methodology in the policy lobbying and advocacy. Furthermore, Agriterra introduced the concept of youth council and governance training to NACCFL . As an output NACCFL and member organizations developed the lobby and advocacy skills, and have access to more government and donor grants. And has formalized electronic database which has supported in formalizing policy and lobby. NACCFL has been taking lead role in implementing FACT tools in Nepal and was able to realize NPR 42.5 million from ministry in 2017. This project aims further strengthen the lobby and advocacy capacity of NACCFL through developing a self-sustaining service unit within NACCFL, that particularly provides support to its members on lobby and advocacy through proposal writing and policy advocacy based on the FACT methodology. NACCFL has planned to establish Advocacy and Lobby Unit (ALU), the unit will support SFACLs to develop grant proposals in response to different calls and also lobby for the grants, and lobby with governement/development authorities to create enabling environment by changing policies in favour of agriculture cooperative. This unit will constitute of 4 experts and also work in close collaboration with government agencies and development organizations. From the service, this unit will charge nominal fees which will ultimately help it to be self-sustained. Through this unit and project, at least proposals worth NRS 200 million will be applied to different donors/stakeholders. Out of which at least 40 percent (or proposals worth NRS 80 million) will be successful till July, 2020. The goal of this project is :Generate income for NACCFL by providing proposal writing service to member cooperatives through its Advocacy and Lobby Unit (ALU)Create favorable environment for cooperatives by submitting advocacy/policy paper to the government authority.

The Dumarwana Small Farmer Agriculture Cooperative Limited (DSFACL) is located at the central region of Nepal, in Bara district. In 1997 the cooperative was registered with 454 members and grown to 9.572 members in April 2017. Out of total members, about 8.000 are rice farmers. The livelihood of members largely depends upon the income of paddy. There is demand from members to invest in a rice processing plant and market rice on behalf of the members. DSFACL already purchased the land and constructed a building for the rice processing plant. DSFACL is currently exploring options to finance the investment. DSFACL could gain regular source of income from agri-business other than financial services. During the company assessment in April 2017, it was realized that Agriterra can add value in their envisioned plan of running rice processing plant which gives more marketing opportunities and better prices for all their members. The cooperative should focus on organizational development and development of rice processing business. This is expected to results in the realization of the paddy processing factory and a yearly processed volume of 15.000 ton paddy by end of 2019. The project plan focused on the business, finance, and organisational of the cooperative. DSFACL will take lead and Agriterra will support in implementing the action plan.Business development: conducting a workshop about the new business plan with representatives of the five service centres, government and financial institutions. Thereby DSAFCL will get to know about possibilities and commitment of the stakeholders and members. The overall goal is the sustainable establishment and growth of cooperatives’ businesses in the Quang Nam around the Green Annamites area; leading to profitable and solvent farmer-led business.

Agriterra and CTCF have been cooperating on different fields since 2012. From its inception in 2010, CTCF has developed into a cooperation with 99 member coops (representing 6000 tea farmers) with a combined market share of 25% in the orthodox tea in Nepal. CTCF has become a strong and well known federation both internally as well as in the field of lobby and advocacy and service provision to its members. The cooperation between Agriterra and CTCF in 2017 had an evaluative character. Since many new tea processing factory has been estalbished ,CTCF realized that marketing is one of the major challange of cooperative and it is high demand by members. Most of the tea produced has been in the hand of middleman paying low price to the farmers, the farmers are not getting fair share of price. To tackle with this condition it was realized by CTCF to develop market so as to minimize the monopoly of the middleman. null 1. Attain optimal operational efficiency for MCCMCU to break-even 2. Prithvinagar Small Farmer Agriculture Cooperative (PSFAC) is located approximately 10 km South of Bhadrapur close to the border with India. It focuses on tea production, processing and marketing. and it was established in 1995 in response to promote the production of tea by smallholder farmers, as the land in the area is very suitable for tea production. The cooperative started with only 25 members and 1250 NPR shared capital. Now the cooperative has 1987 members and shared capital of 17 million NPR. Besides promoting tea growing the cooperative was initially mainly involved in the business of savings and credit services to its members. Until 1999 the cooperative also collected tea leaves from its members and sold it to a private tea factory. However, the prices offered by this factory where relatively low and there was no timely payment. Therefore the cooperative created in 2009 the ambition to invest in its own processing factory. The large tea factory was built with government funding support. Total investment was 80 million NPR, of which 30 million government grant, 20 million loan SKBB (5% interest) and 30 million share capital of the members. The factory started production in July 2014. The tea factory started producing and making profits, but there are lots of opportunities to increase the profit within the processing factory if they improve their efficiency and increase marketing activities. The partnership will work on constraints that were limiting Prithivinagar to scale bigger and provide maximum returns to their members. On this basis, one of the main activities will be to develop production plan and integrate it with marketing plan. The activities will also include strengthening their supply and establishing linkages with different marketing channels to ensure maximum sales. Provide better returns to members by increasing efficiency of tea factory and improving marketing channels.

Agriterra has the ambition to expand its activities and client portfolio in Nepal. In order to realize this ambition, continuous scoping assignments are being enrolled in various parts of Nepal in order to identify ambitious and entrepreneurial farmer organizations with a reasonable business track record and good management potential. In its expansion activities Agriterra has identified potential for support of farmer cooperatives in three main sectors, which are 1) Dairy, 2) Tea, and 3) Vegetables. Currently Agriterra has a portfolio of 4 dairy clients (Annapurna Dairy Cooperative, Lalitpur Dairy Union, Kamdhenu Dairy Union, Dumarwana Dairy Cooperative) and it is expected that this portfolio will grow in the future. To provide specific support to these organizations, Agriterra decided to contract a Nepali Dairy Expert (Raju Sharma) as a consultant for various assignments specified in this ToR. Raju Sharma is a professional and advanced dairy farmer that owns a farm with 40 cows in Nepal. Raju worked for Agriterra before. He conducted 2 company assessments and joined a young farmers study tour to the Netherlands. Through his previous contract he also joined agripoolers and local business advisors for feed feasibility study, record keeping training and so on. null The objectives of the learning trajectory would be threefold: Identify, assess and understand key challenges faced by agri-businesses in providing effective and sustainable agricultural advisory services; Generate concrete areas and operational strategies for the improvement of such agricultural advisory services. SFACFL Makwanpur (federation of Agricultural cooperatives) promotes commercial farming among its members, focusing on the innovators and lead farmers of the district. On April 25, 2015 at 11: 56 AM, Nepal was shocked by powerful earthquake with magnitude of 7.9 Richter scale, affecting the central part of the country mostly. The impact is huge in 14 districts of te country as well as in the capital city. Agriterra and its constituency decided that such a natural disaster can not be neglected as it is has a major impact upon the people's lifes. In total almost 9000 people were killed, over 17,000 peeple were injured, and at least 500,000 houses were destroyed. Makwanpur district is one of the 14 most hit districts. The District Agricultural Federation, having 25 Small farmers Agricultural cooperatives as member made an inventory of the damage among the members. Details of 10 cooperatives that Agriterra has been supporting over the last two years shows that out of 4141 member households - 8 people died and 12 got injured - 957 families completely lost their house/livestock sheds - 680 families partially lost their house/lvestock shed - loss of food stock in 5 cooperatives - loss of livestock 7 cooperatives. After receiving the first relief support, the first priority for people is to rebuild their houses. After that it is important that people pick up/continue their agricultural business as this is their main income and food source. Makwanpur is one of the 14 severely affected districts in Nepal. Agriterra works since 2013 with the District Agricultural Federation of Makwanpur. District Agriculture co-operative Federation was established in 2010 to work as an umbrella organization for the primary Agricultural cooperatives. Vision of the federation is to have a capable and transparent district level umbrella organization providing services to small scale agriculture co-operatives and related co-operatives in helping them economically, socially, culturally, and with technology based agricultural production, purification and marketing. Project 6016 (contracted through NACCFL but implemented by DAF makwanpur) describes how Agriterra has been working with 10 primary cooperatives in Makwapur district. The earthquake has severly damaged Makwanpur district including the 10 Village Development Commities in which Agriterra has been working actively. For these 10 VDC a relief and Agricultural reconstruction programme has been prepared. The support includes the following: - blankets and kitchen utensils - roofing matrials for house/animal shed reconstruction - knapsack sprayer for vegetables - vegetable seeds - beehives in one VDC - young animals in few VDC Financial support will be channelled through the District Federation. The Federation has created a disaster risk response team (responsible for selection of recipients and distribution of the goods) and a procurement team (collective purchase of goods). The primary cooperatives and the district federation will be responsible for the selection of the right beneficiaries, keep the records of the distribution of goods and provide technical support. Monitoring and evaluation of the support porgramme will be done by DAF, NACCFL and Agriterra. The period for the project is 3 months; june-July and August 2015. Beneficiaries: 4141 members, of which 470 members (Women only) receive support for reconstruction. Most families will receive seeds. Update September 2015: After the succesful distribution of different Agricultural inputs, and with the assage of time, farmers pick up their routine in farming again. Most families have foudn a temporarily housinga nd cultivate crops again. In ordre to furher support the farmesr in rebuidling their economic activities, this project will be extended till the end of 2015 to further strengteh the Agricultural reconstruction. DAF Makwanpur proposes several training activities, as well as s tronger focus on coopertaive marketing for those coopertiaves that have a fouvorable locationtowards the market. DAF Makwapnrur is very consious about teh sustainability of its activities and realises the importance of having farmer led advisory service sto teh memebrs. In this activity plan, lead farmers are the key persons in making a change and focusing really on commercial farming, bringing in a more entrepreneurial spirit and attitude. Budget: 59,500 Euro (June-AUgust 2015 Phase 1) 15,000 Euro (September-December 2015, Phase 2) Monitoring will be done by DAF and also by NACCFL and Agriterra. DAF will also receive donated high quality vegetable seeds and they will be distributed to selected farmers. The major objective of this project is “Access of immediate relief support for the reform of the Agricultural Sector to earthquake victim in Makawanpur district”.

In Dhading district, 728 persons died and 3383 are injured; 59% of all houses are fully destroyed; and 39% of all houses are partly destroyed. Families lost their livestock, animal sheds, seeds etc. After receiving the first relief support, the first priority for people is to rebuild their houses. After that it is important that people pick up/continue their agricultural business as this is their main income and food source. Agriterra knows that the farmers organisation are in a very good position to provide relief/reconstruction support, having an extensive network reaching out to the most remote areas of the country. Agriterra has a cooperation with the District Agricultural Federation of Dhading since 2012 focussing on promoting farmer entreprenuership and strengthening of the primary agricultural cooperatives in 8 Village Development Committees (VDC) . This project aims to support the most affected farmer families in those 8 VDCs in the (partial) reconstruction of their homes and agricultural activities. The offices of the primary cooperatives (SFACFL), their central meeting point for the saving and cerdit, meetings etc are also severely damage and most important maintenance will be done. The reconstruction supports includes the following activities for the members of the Agricultural cooperatives in 8 VDCs: Gumdi, Marpak, Semjong, Katunje, Budhathum, Phulkharka, Sangkosh and Jogimara. • 500 HH of SFACLs members will be benefited for reconstruction of houses and cattle sheds (Roof material (JASTA) will be provided under this project, other cost will be covered by themselves) • 350 HH of SFACLs members will be provided Cattle (Goat, Pig lets, chicken) support • 2600 HH of SFACLs member will be provided seeds of different vegetables • 8 SFACLs offices will be repaired and well (furniture and utensil will be provided to the SFACLS) Total Budget in EURO: 68.855 Agriterra contribution in EURO 66414 SFACL contribution in Euro 2.441 Own contribution by the farmers (in labour, local construction materials etc: Euro 97.272 Total outreach: 2600 members of SFACL and their family members families Total budget: The major objective of this project is “Access of immediate relief support for the reform of the Agricultural Sector to earthquake victim in Makawanpur district”.

Among the NACCFL members, about 700 persons died; 87% of all rural families lost their house, or have serious damaged houses; several lost their livestock, animal sheds, seeds etc. After receiving the first relief support, the first priority for people is to rebuild their houses. After that it is important that people pick up/continue their agricultural business as this is their main income and food source. NACCFL is receiving huge demand on for the emergency response from its member’s cooperative for earthquake victims. The need is shelter, primary health services and income generating activities. Agriterra knows that the farmers organisation are in a very good position to provide relief/reconstruction support, having an extensive network reaching out to the most remote areas of the country. The Nepal Agriculture Co-operative Central Federation Ltd. (NACCF) is the umbrella organization of Small Farmer Agro Cooperative Limited (SFACL) . SFACL are agricultural micro-finance cooperatives, which are fully owned and managed by the local community. They have their origin in the Small Farmers Development Program (SFDP), which has been implemented by the Agricultural Development Bank Ltd. (ADBL) since 1975. It is specifically designed for small and marginal farmers. AT present 611 SFACL in 68 districts are member of NACCFL, representing 615.000 individual members. SFACLs face different problems, such as gaining access to markets, acquiring new technical and management skills, obtaining loan and credit services, etc. Subsequently, they decided to fight poverty by federating their cooperatives into a strong network. NACCFL mission is to provide appropriate non-financial services to the member organization for their institutional development and for the socio-economic development of the small farmers. NACCFL was requested by Agriterra to submit a proposal focusing on reconstruction of agricultural activities in few of the most affected areas where they trust the capacity of the District Agricultural Federation. Strongly affected districts Dhading and Makwanpur will receive relief and reconstruction support directly from Agriterra for those SFACL that Agriterra has been working with the last 2-3 years (see also projects 6362 and 6363) . The other SFACL in these two districts will receive relief and reconstruction support through NACCFL, as the capacity of the District Agricultural Federation is not enough to support all SFACL. In addition, NACCFl proposes to support 3 SFACL in Rasuwa district and two SFACL in Nuwakot district, not far from each other (cluster) at about two hours drive from Kathmandu. In total 21 SFACL (primary cooperatives) will benefit from the support. 95 percent member SFACLs in the highly affected districts lost their house and now they are residing in either tent or temporary shelter. In addition to that, domestic animal also died as the communities were fully depended to livestock and its product for their livelihood. The program will be implemented through members SFACL of NACCFL. 95 % of member is earthquake affected members among them 82 % are female members. In this program, 8186 members that is 52% of the affected members of proposed district will be benefited. In one hand they lost their house, in another hand they do not have alternatives for income generating activities. To carry out the agricultural activities as per agro calendar in some of the farmers nether they have Ox for plough the land as Ox were also died nor they have seeds. In the five proposed VDCs of Nuwakot and Rasuwa districts, the earthquake has destroyed/hampered all the sources of livelihood and other economic activities. Members were engaged in agriculture, poultry and livestock activities. These were primary sources of income for them to contribute to family expenses. The SFACL is selected on the basis of following criteria: a. Highly affected SFACL b. VDCs mentioned in Dhading and Makwanpur districts are not included in the relief program of District Agricultural Cooperative Federation (DAF ) of Dhading and Makwanpur. c. Remote SFACL d. Majority of people are disadvantage group e. Highly depended on agriculture sector f. Lost both cattle and house g. Majority of the members are female. Proposed activities are: -Distribution of rice and wheat seeds -Distribution of plants and seedlings for horticulture -Distribution of goats and piglets -Construction of livestock sheds The support will be equaly distributed among teh 21 coopertiaves. NACCFL is the final responisible organisation for the administration and monitoring of the support program. As much responsibility as possible will be delegated to the district Federation and the primary coops. Total budget requested to Agriterra is 40,000 Euro. Own contribution of NACCFL is: 14.587 Euro Total budget: 54.587 Euro Total number of beneficiaries: 780 members of NACCFL benefitting an estimated 11.580 people. to provide immediate/emergency response for the earthquake effected members of 21 Small Farmer Agriculture Cooperative Limited (SFACL) of 4 districts within NACCFL network.".

NACCFL has its roots in the Small Farmers Development Program which was implemented by the Agricultural Development Bank in 1975 for the development of the small and marginal destitute in rural areas. The sub project office became a Small Agriculture Cooperative Ltd (SFCL) in 1993, the moment in which the ownership of the project was handed over to the farmers. In 2008 the farmers felt that they were facing different problems which could be better addressed by a federation and formed the NACCFL in January 2008. NACCFL is an umbrella organization of various Small Farmer Agro Cooperative Limited (SFACL). At the moment 615 SFACL are member of NACCFL in 64 different districts across the country covering 530,000 individual farmer members. NACCF provide services to SFACL and the SFACL is responsible to provide the services to the groups and cooperatives. The mission of NACCFL is to provide appropriate non-financial services to the member organizations for their institutional development and for the socio-economic development of the small farmers and deprived people. The three objectives aim to (1) to improve the efficiency and autonomy of the members cooperatives through capacity building; (2) to advocate for the inclusion of deprived sector in the national budget and (3) to increase its membership through the establishment of new cooperatives. In addition to the projects focussing on farmer-led economic development, Agriterra and NACCFL took the initiative mid-2014 to collaborate in a separate project to strengthen and improve the NACCFL-PMEL system and tools. This trajectory starts with and is supported by the expertise of an external local PMEL-expert. Based on the M&E health check, a M&E SWOT analysis and the M&E workshop held in Manila in March 2014, the following can be concluded about the M&E capacity of NACCFL: - There is a will to do M&E but a lack of human resources to conduct systematic M&E at all levels of NACCFL. - There is a membership database software system designed but not yet operational. NACCFL is keen to make this membership data base operation as registration of members and their characteristics is crucial to further improve service provision to members. - In general, NACCFL prepares plans and budget but M&E is not systematically addressed, good indicators are missing and there is a lack of information of te members at the individual level or group level. From the above analyses and taking into account the context described and the development stage and mission of NACCFL, both NACCFL and Agriterra agreed upon the following priorities related to strengthening the M&E capacities and system of NACCFL for the period August 2014 to December 31, 2014 --> A. Database: development of a membership registration database maintained by, owned and supported at both the local, district and national level. B. M&E on Agricultural activities: the developed membership registration database should include agricultural details/characteristics of the members. These data should be directly linked with the member registration for as such it allows for a comprehensive M&E system focusing on agriculture. NACCFL has requested the support of Agriterra to make their current ACCESS-system operational. This requires two approaches: 1. Datacollection at grass root level be done (what data must be collected, how, how often and by whom). 2. What data are need at the national level, for what purpose and how to make the database operational (design, responsibility and consolidation of data). Concerning the process To ensure data collection and absorption, it is important to have the commitment of members/groups at all levels. Commitment is linked to social, economic and intrinsic factors. The intrinsic factor can be stimulated by asking only the relevant data, and make it clear and understandable why the data are needed and what they mean (the feedback). The social factor is about trust and loyalty among the members. A transparent way of working, involving the local people can ensure openness and commitment to provide the data and to collect the data. With economic factors we refer to economic incentives that motivate people to collect the data. Not necessarily salaries, but a small remuneration for the SFACFL staff that compile the data. Agriterra is willing to support NACCFL to make the membership database system operation and ensure feeding the system with relevant agricultural information important for the members and the organisations itself. In the detailed action plan and budget, the most important steps (actions) are described. A local advisor with expertise and experience in the field of M&E and membership registration will support NACCFL for the period of August to December. NACCFL has the capacity and committment available to adhere to this M&E trajectory. From the above analyses and taking into account the context described in paragraph 1 and the development stage and mission of NACCFL we (NACCFL and Agriterra) agree upon the following priorities related to strengthening the M&E capacities and system of NACCFL: I. The Small Farmer Agriculture Cooperative Federation (SFACF) in Dhading district was established in 1993. I, it is an umbrella organization affiliating 37 Small Farmer Agricultural Cooperatives Limited (SFACL), one per Villa Development Committee (VDC). The cooperative has 20748 shareholders (11.535 women). Dhading district covers 50 VDC from which until now 37 are covered by SFACF. SFACF Dhading is a member of the Nepal Agricultural Cooperatives Central Federation (NACCFL). Main aim of NACCFL is to support small farmers to improve their livelihood. Through the formation of cooperatives, initially focussing on saving and credit, small farmers get access to the small farmers agricultural development bank (SKBB). The cooperative members can take loans under fair conditions to invest in agriculture. The SFACL are shaerholder of SKB Bank. NACCFL has developed a replication strategy that aims to involve those VDC where small farmers cooperatives do not exist yet . Under this strategy, groups, intergroups and finally a VDC level cooperative will be formed. Once the cooperative is meeting the criteria to be handed over to the bank, members have access to Agricultural loans. Main objective is to increase the income of the farmers by improving the production, increasing the skills of the farmers in entrepreneurship management and getting access to the markets. SFACF Dhading aims to reach 12 VDCs in Dhading district in particular: 6 VDCs in which the replication process of group, intergroup and cooperative establishment started last year (project 5905) and 2 VDC in which the replication will start this year; and 4 VDC in which the cooperatives are already functioning but where specific support will be provided to stimulate commercial farming. Focus of this project is to improve the agricultural productivity and support small farmers producing for the market by providing additional capacity building and technical support through local social mobilisers. At the end of the project it is expected that 6 cooperatives are formally registered cooperatives and handed over to the small farmers development bank (SKKB), and thus have access to finance. The total number of new groups formed will be 100 and 250 groups continue to receive technical support from SFACF Dading with an exclusive focus on improved productivity and access to markets for four selected Agricultural commodities: dairy(milk), goat (meat), coffee and vegetables. Several training and extension programmes will be implemented related to these four commodities, such as Farmer Field schools, technical trainings, marketing trainings etc. Attention is paid to further strengthening the primary cooperatives and the groups. This involves trainings reated to leadership, financial management, cooperative management etc. The establishment of the groups will directly increase the membership of SFACF with 6 new cooperatives and at least 1750 women farmers. This project is a continuation of project 5905, the first year of cooperation between SFACF Dhading and Agriterra. Main results of the first year projects is that in 6 new VDC the process of establishing Agricultural cooperatives has been initiated and alot of capacity building took place focusing on improving the productivity and income generating capacities of the members . Focus was especially on youth and women, providing opportunities to have accesto loans and skill improvemnet related to several income generating activities. Location of the Project Activities Dhading district of Nepal Goal The overall goal of the proposed project is to "improve the economic status of farmers through improved agricultural practices, access to the market and finance." The objectives of the project are as follows: 1. Strengthen new and existing cooperatives 2. Increase the agricultural production of cooperative members 3. Youth community and cooperatives members serve SF members with technical and entrepreneurial skills and knowledge. 4. Facilitate access to the market. 5. Strengthen the capacity of SFACF Dhading. Project Outputs 1. Two new SFACL, will be formed and 6 replication VDCs further strengthened and handed over to Small farmers development bank. 2. Cooperative members will have improved managerial skills so that newly formed and existing cooperatives will be managed effectively. 3. Improved production (quality and quantity) of four selected commodities by commercial/lead farmers of groups, resulting in better income 4. Commercial farmers sell their products in the market either individualy or through the cooperatives. 5. Board and staff of SFACF Dhading have improved their management skills and SFACF is able to provide better quality services to its members.
