This research project will serve to help poor and vulnerable women, men, and children learn to adapt to and manage climate change in Asia's Hindu Kush Himalayan region. Why the Himalayan region is important The region, stretching from central Afghanistan to northern Pakistan, is one of the world's most dynamic, diverse, and complex mountain and floodplain systems. It provides water resources and other ecosystem services to more than 210 million people in the mountains and 1.3 billion people living downstream. How this research will support adaptation Socio-economic changes, combined with climate change impacts, may significantly affect the livelihoods of everyone in the region. To help the people of Pakistan, India, Bangladesh, and Nepal adapt, this project will develop robust evidence to inform climate change adaptation policies and practices. Researchers will focus on the Indus, Ganges, and Brahmaputra river basins. They will compare research and pilot results analyzing adaptation interventions at a variety of sites. The research sites will represent a range of climatic and hydrological conditions and socio-economic contexts. Stakeholders will be actively involved in the process. Expected research results A research consortium with a reputation for excellence will lead the project, which is expected to: -generate scientific knowledge on climate change impacts, vulnerability drivers, and adaptation policies and practices; -promote decision-makers' use of knowledge and adaptation practices at various scales to reduce vulnerabilities and build livelihood resilience; and -strengthen interdisciplinary expertise in climate change adaptation and resilience research. These outcomes will allow governments to improve their adaptation policies and practices. They will also help ensure that funds can be mobilized for sustainable adaptation strategies.

The Nepal Digital Transformation Project (Project) aims to improve delivery and increase the use of inclusive and high-impact services for citizens and businesses by strengthening digital public infrastructure (DPI) and modernizing priority government services. The Project will enhance trust, resilience, and interoperability of Nepal's digital ecosystem through investments in secure data infrastructure, core DPI, and the digitalization of high-impact services. The Project, led by the World Bank under the Full Mutual Reliance Framework (FMRF), will be cofinanced by the World Bank and the Asian Development Bank (ADB) [as trail lender] and will be the first FMRF project in Nepal. The total Project is estimated to cost $90 million, of which a loan of $50 million will be financed by the World Bank and a loan of $40 million will be financed from ADB's concessional ordinary capital resources. The World Bank's extensive experience in Nepal's digital sector makes this collaboration with World Bank as lead and ADB as trail lender particularly valuable for the digital development in the country, as it would enhance coordination and strengthen policy dialogue among the many stakeholders involved. This Project is aligned with the Reforms to Accelerate Investment and Scale Employment (RAISE) Program, an FMRF project in which ADB is the lead lender, which is in advanced preparation for Board consideration in 2026. The RAISE Program includes targeted support for strengthening the country's cybersecurity and data protection legislative and regulatory frameworks and capabilities that directly complement and reinforce this Project's objectives.

The securing of biocultural rights of indigenous and local communities (IPLC) in Nepal's national policies and legislation and management plan of community forestry is one of the challenging issue for IPLCs in Nepal. Despite lots of community efforts, sti ll there are lacking explicit legal provisions on bio-cultural rights of IPLCs in the national policies and local level forest management plans. The aim of this project is to secure these rights in legislation as well as in policies and plans at different levels of government. The project has the following dimensions: Local level training in the western high hill region and in the border region with India(western Terai Arc landscape); A national level workshop on biocultural rights in Kathmandu; Documentati on and mapping of traditional knowledge, customary practices and bio-cultural practices as well as revision of forest management plan for securing bio-cultural rights will be conducted in two community forest groups (Myagdi and Bardiya districts); Based on the material collected in the project, a resource booklet on biocultural rights will be published in Nepali and a summary in English; The lessons learned from the project would be shared at the CBD COP15 conference in China in 2020. The main expected resu lt of the project is to incorporate the policy and legal provisions on bio-cultural rights in the national policy and legislation and to establish functional practices for the securing bio-cultural rights in the local communities as well as national level. The IPLCs will be able to claim their bio-cultural rights based on their community protocols or forest management plans. The main beneficiaries of the project are indigenous communities and community forest groups covered by the project. Other key stakeho lders in the project include other community-based organisations in project communities, other NGOs involved in workshops and training, and government officers at different levels. The aim is to have more than 140 people participating in trainings and work shops. In addition, about 230 households would benefit from biocultural surveys and updated forest management plans. Implementing organisation WATCH aims to promote a holistic approach to ecosystem management that takes into account family-level development, agricultural production concurrently with other benefits such as soil and water quality, biological conservation, and increased resilience of rural communities. The project aims to develop ecosystem management plans for community forest user groups. Community forest groups have become less aware of their rights and many groups are almost defunct and under the guidance of a few community representatives. The project is being implemented on a pilot basis among women's groups and community forest groups in Kathmandu and Rupandeh districts. The beneficiaries of the project are 10 community forest user groups (comprising ap proximately 25000 family members as indirect beneficiaries) and 25 women groups (totaling approximately 1000 women). There are an estimated 2,000 direct beneficiaries, 70-80% of whom are women. The project aims at recognizing biocultural rights of indigeno us people in resource management and mitigation and adaptation of disasters induced by climate change and unplanned development. The project aims at the following outputs: 20 group level ecosystem management plans and two regional level plans based on grou p plans; 10 Community Forest Management Plans; Coordination and cooperation with local governments for plans implementation; and Increased awareness of communities about biocultural rights, ecosystems and community forestry.
