The “Resilience Plus” programme led by consortium partners Mercy Corps and Plan International aims to reach approximately 2660 people (5330 HHs) across Provinces 1, 2, 5 and 7. The goal of the programme is to ensure COVID-19-related resilience of vulnerable households is strengthened through the value voucher distribution and integrated access to improve to protection services and linkages to safety nets. Issues of protection and inclusion will be mainstreamed through the project, it includes key activities under Objective 2. Consortium teams will be trained on protection, inclusion, and safeguarding, with consortium members responsible for flowing down this content to local partners. The programme will also engage with the government at multiple levels to advocate for protection and inclusion issues. This will include supporting the local government to activate and implement the protection coordination mechanism. The programme will undertake service mapping and awareness-raising of available services, to ensure people at risk of protection issues have access to preventive and response services for issues like SGBV, and providing emergency referral services for those vulnerable to, or survivors of, VAWG, including SGBV. Gender is a central compounding disadvantage, so the program will mainstream gender through the project and strive to incorporate gender minimum standards, and incorporate analysis on gender dynamics and decision making at the household level during the needs assessment and PDM, to ensure the programme is gender sensitive. The consortium will ensure attention to gender issues in HR, recruitment, and consortium staff orientation will be a priority. The consortium’s Steering Committee will regularly review gender and inclusion disaggregated data, to ensure responsive programming.

Following continuous heavy monsoon rainfall from 11 to 13 August, floods and landslides have seriously affected 28 districts in Nepal, impacting 336,695 households and 1.7million people (IFRC, IRA Report, August 20th, 2017). This is said to be the worst rains Nepal has experienced in 15 years and several of the impacted districts are still to recover from the 2015 earthquake and 2014 flooding. Currently the rainfall has stopped and water levels are receding, however many lands are locked by flooded water and there are significant concerns about the possibility of disease outbreaks. The IRA reported that 141 people have died and 24 are missing. Plan International has worked in Nepal since 1978 and is present in 7 of the affected districts. The Emergency Response Team has been activated and deployed to the affected areas and a Rapid Needs Assessment (RNA) was conducted from August 13th to 15th in Banke, Bardiya, Sunsari, Morang and Rautahat districts. As immediate response, Plan International has distributed food and non-food items such as tarpaulin, mattress, blanket and mosquito nets to the affected families. Nepal’s 2017 Monsoon Floods Response Plan focuses on Immediate Response and Early Recovery, in four programme areas of work: WASH, Shelter, Protection and Education.

Plan International Nepal conducted a comprehensive need mapping in August 2016 in four districts. A follow-up of this assessment was done in February to further identify the locations most in need and the specific sectors of intervention that would generate the highest impact. The outcome shows needs are still highest in Dolakha and across many sectors. To address them, Plan has identified the following key areas into which it will implement this project. The key areas have been identified in consultation with the stakeholders e.g. government, communities and likeminded organizations:- Livelihood recovery particularly targeting young women- Rehabilitation of WASH infrastructure in communities and schools including awareness raising on water management and hygiene practices for men, women, boys and girls- Training of masons to contribute towards the national roster and link to needed reconstruction efforts and livelihoods opportunities
