ROAP/NEP06 S1-856 Rebuilding Livelihoods and Enhancing Governance for Recovery and Resilience in earthquake affected areas of Jajarkot
On 03 November 2023, a 6.4 magnitude earthquake struck Karnali Province, with the epicenter identified near Ramindanda of Jajarkot district. The initial earthquake, followed by at least 466 aftershocks, caused catastrophic damage resulting in a total of 154 deaths (70 males and 84 females) and 366 injuries, and at least 250,000 people directly affected. Out of 18 districts impacted by the earthquake, Jajarkot and West Rukum were most heavily impacted. The Provincial Emergency Operation Center of Karnali Province reported that 171 drinking water schemes, 17 irrigation schemes, 355 schools, 54 police stations, 42 public buildings, and five micro hydro schemes were fully or partially damaged. The earthquake impacted more than 62,000 private houses with significant damages to livelihoods, affecting cattle farming and beekeeping, and impacting agriculture production/storage and related infrastructure. The proposed intervention builds on UNDP’s engagement after Jajarkot earthquake. The proposed project “Rebuilding Livelihoods and Enhancing Governance for Recovery and Resilience in earthquake affected areas of Jajarkot (RLEGRR)” will not only support the communities to recover from the earthquake but also build capacities of the local governments to restore disrupted public services, enhance disaster preparedness and start long-term recovery and reconstruction. In close collaboration with the local governments and other ongoing initiatives in the area, the Project will contribute to: 1) strengthen governance capacity for delivery of basic services and enabling environment for long-term reconstruction and resilience; 2) promote community-led reconstruction of damaged small infrastructures for livelihoods opportunities, coupled with psychosocial support; and 3) strengthen capacities and mechanisms for emergency preparedness and response to enhance resilience against future disasters. The project will be implemented for 12 months in 2 districts, namely Jajarkot and Rukum West and 5 local governments namely, Bheri, Nalgadh, Sanibheri, Athbiskot and Barekot of Karnali Province under the Direct Implementation Modality (DIM) in partnership with UN Habitat recognized as Responsible Party for the project. UNDP has sought UN-Habitat Nepal to provide technical assistance to implement and deliver two key activities under Outcome 1/Output 1.1 and Outcome 2/Output 2.1 of the project: • Activity 1.1.1: Prefab structures for earthquake-affected local governments /districts constructed to deliver basic services: For basic service continuity through construction of 10 prefabricated transitional buildings. • Activity 2.1.1 Provision of livelihoods support and community infrastructure: Support in livelihood recovery through skill-based training and market linkages, further supported by restoration of 35 damaged community infrastructure and establishment of 10 community facility centers.

Nepal Karnali Earthquake November 2023
On 3 November 2023 in the late evening, a magnitude 6.4 earthquake struck the Jajarkot district resulting in large scale destruction of physical properties with 157 people reported dead and hundreds remaining injured in 11 districts, of which Jajarkot and Rukum West were the worst affected. The epicentre was identified as Ramidanda of Jajarkot districts. According to the National Emergency Operation Centre (NEOC), approximately 35,321 households (176,605 people) were affected by the earthquake in the 11 districts. This number is increasing as assessments are ongoing. An estimated 250,000 people have been exposed to hazards and are at risk. This is a largest earthquake to impact Nepal since the 7.3 magnitude earthquake in 2015 and the latest one to hit western Nepal in the past year since November 2022. The impact of the earthquake is expected to be hugely challenging for the most vulnerable in the area, which is already coping with low socio-economic indicators. No cost extension of 3 months (Jan 2025 to March 2025) is requested from NRCS to complete the ongoing recovery constructions of WASH and HP facilities including few associated software activities and final reporting. An additional extension is given to NRCS based on the extension of one of the birthing centre construction timelines, which was beyond the control of the project given the extreme climatic conditions at the field. NRSC has requested to complete the construction by end of June 2025, without additional resources. Once completed, NRCS will provide the reports to be verified by BRC Country Office and initiate the closure of project, accounts.
