Greater Lumbini Area Development Project
The proposed project will support the Government of Nepal in transforming the Greater Lumbini Buddhist Circuit (GLBC) into a sustainable, inclusive, and competitive cultural tourism destination that encourages longer stays, higher spending, and stronger economic benefits for local communities. Despite Lumbini's global recognition as the birthplace of the Buddha and its UNESCO World Heritage status, the region has yet to realize its full tourism potential. Most visitors currently spend only a few hours at key sites due to limited tourism offerings, weak promotion and branding, and inadequate tourism infrastructure and facilities—resulting in “hit-and-run” tourism with low economic impact.Anchored in Lumbini's spiritual and cultural significance, the project will shift from fragmented, site-specific interventions to a holistic, integrated destination model that improves services, strengthens connectivity, diversifies tourism products, and actively engages communities and the private sector. It will target three main visitor segments: (i) pilgrimage and heritage tourists, by enhancing the visitor experience and developing sites across the GLBC; (ii) cultural travelers visiting the region for whom Lumbini is currently a secondary stop, by improving connectivity, marketing, and product offerings; and (iii) new markets, especially in East and Southeast Asia, through stronger branding and targeted promotion.The proposed project will focus on four priority sites: the Lumbini Master Plan Area—home to the Maya Devi Temple—and three culturally and ecologically significant locations: Tilaurakot (ancient Kapilvastu), Devdaha (maternal home of Queen Maya Devi), and Ramgram (the only intact relic stupa containing the Buddha's remains). Site selection is based on cultural and historical significance, tourism potential, and alignment with recommendations from UNESCO and ICOMOS for a unified management vision and heritage-sensitive development. Additional sites within the Greater Lumbini Area may be considered subject to their alignment with the project Development Objective—particularly in enhancing cultural heritage value, improving visitor experiences, and generating local economic opportunities and jobs.The proposed project will foster community-centered and environmentally responsible tourism, integrating benefit-sharing models to ensure local ownership, protect cultural and natural heritage, and address environmental and social challenges. It will also actively engage the private sector alongside the public sector to create opportunities to unlock investment and innovation. Finally, the proposed project will embody the One WBG approach in its preparation and implementation, leveraging the recent institutional changes that strengthen cross-Group collaboration. Teams from across the World Bank, IFC, and multiple sectors—including Finance, Competitiveness and Innovation (FCI), Transport, and Education—are working together to design an integrated operation that maximizes development impact.

Urban Resilience and Livability Improvement Project
The project will support to improve municipal infrastructures and governance of the selected project municipalities, thereby contributing to achieve inclusive economic growth and improved livability . Context: A major challenge for the Nepalese economy, which is largely based on agriculture, is the lack of jobs for young people and the fact that many men are leaving the country to find work. The women who remain have a heavy workload and account for a large proportion of agricultural workers. However, they face multiple forms of discrimination and have limited access to better paid jobs in the agricultural sector. At the same time, the effects of climate change pose a risk to income from agriculture. Objective: Economic development in Nepal is more gender equitable and more climate resilient. Approach: The project works with Nepalese and international partners such as local community and district administrations to improve the conditions for gender-equitable and climate-resilient economic development. The aim is to support the establishment of companies, the further development and marketing of products, and the economic participation of women. There are three mains fields of activity: 1. Expanding access to services such as new processing strategies and digital services for entrepreneurs to support the development of existing or newly established companies, particularly women-led companies. 2. Promoting partnerships with the private sector through, for example, community projects with trading companies in order to provide economic support for women in particular. 3. Expanding gender-equitable and climate-resilient economic development through local government, for example through the implementation of action plans for local economic development with a focus on gender-equitable and climate-resilient business promotion. The project works primarily in the provinces of Karnali and Sudurpaschim. It is designed to have an impact in other regions of Nepal, such as Lumbini, Koshi and Kathmandu, and internationally in the Nepalese export sector, for example.

Empowered Citizens are Promoting Food and Nutrition Governance in three Municipalities of Kapilvastu district
Direct target groups: A total of 5.241 individuals are the target groups out of which 75 % (3.957) are women and adolescent girls and will be directly involved in the interventions. Thereby, the direct project activities with the groups of the local population take place in 15 of the total 33 wards in the three target municipalities Maharajgunj, Kapilvastu and Buddhabhumi. The project will facilitate to form the 195 groups with about 25 members each (45 LANN+ groups, 45 adolescent / youth groups and 105 farmer groups). Based on the low socio-economic status, 3.788 women will be selected for specific activities in nutrition, agriculture, livelihood options. Other direct target groups will be 150 Female Community Health Volunteers (FCHVs) who work in the health service and the 30 religious’ and/or community leaders under specific activities in the project. The direct target groups contribute to the project with their commitment, investing mainly their time, labor costs, local materials and resources, and agricultural land. In addition, they pass on the knowledge they have acquired to other community members.Institutional target groups are the three municipalities with their 33 wards (= lowest administrative unit). Their chairs, officers and municipal staff will be selected to take part in capacity development measures, advocacy events, committees, meetings, exchange programmes, awareness events covering 186 persons. 30 staff of RRN and KIDS will receive capacity development measures in project management topics. Indirect target groups are all those groups or individuals the project collaborates with. The total population of 232.918 living in the three rural municipalities will benefit from the improvements in the food and nutrition governance, the municipal nutrition master plans and the empowered citizens. They will also have advantages from community focused awareness creation covering subjects such as nutrition, health and the related rights and entitlements.
