Smart buildings and green infrastructure for improved human security and sustainable development in Nepal
Nepal is warming at nearly twice the global average, with urban areas facing severe heat stress. In the southern Terai, extreme heat and humidity are driving rapid growth in energy demand for cooling, increasing emissions and placing significant stress on energy infrastructure. Dhangadhi Sub-Metropolitan City (DSMC) in Sudurpaschim Province experiences recurrent heatwaves during May–August, with temperatures frequently exceeding 40°C. Climate variability, rapid and unplanned urbanization, loss of green spaces, and limited energy-efficient infrastructure exacerbate risks to public health, livelihoods, and essential services, disproportionately affecting low-income households, outdoor workers, and residents of poorly insulated housing. Impacts include heat-related illness and mortality, school disruptions, and reduced functionality of public facilities. Nepal SURE programme
The Strengthening Urban Resilience and Engagement ( SURE ) programme is a five-year DFID-funded multi-hazard urban risk reduction programme running from September 2016 until August 2021. Given emerging risks and hazard trends the programme continues engagement in the three districts of the Kathmandu valley and expanding further west into two additional districts. The programme aims to see increased action in target municipalities by citizens government and the Nepal Red Cross Society to reduce and respond to multi hazard risks increasing overall disaster resilience and enabling timely and effective response by the Nepal Red Cross Society. The targeted municipalities include six within the previously-engaged districts of the Kathmandu valley namely: Kathmandu sub-metropolitan city and Budhanilkantha municipality in Kathmandu district Bajrabarahi and Karyabinayak municipalities in Lalitpur district and Bhaktapur and Madhyapur Thimi municipalities in Bhaktapur district and two additional municipalities in the West and Far-West specifically Pokhara sub-metropolitan city and Dhangadhi sub-metropolitan city. Impact: Target municipalities have increased their disaster resilience and are supported by the Nepal Red Cross Society with timely and effective disaster response. Outcome: Targeted municipalities are increasingly taking action to reduce and respond to multi hazard risks through citizens government and the Nepal Red Cross Society. Output 1: Awareness and action in urban DRR for informed citizen voice and greater social accountability is increased enhancing DRR capacity in targeted municipalities. Output 2: DRR advocacy and support and strengthening of preparedness for response enhances the capacity of municipalities and is aligned to existing policies and structures. Output 3: NRCS is stronger and well organised in order to better respond to vulnerable communities and individuals. Output 4: NRCS and BRC actively learn with urban partners and external institutions to contribute to improved thematic and institutional knowledge and practice enabling efficient and effective programming with partners.

F.a: Upscaling of skills training and technical education for employment programme
1. Project: 11883 Upscaling of skills training and technical education for employment programme (STEP) #2. Project area and Country: Kailali and Dadeldhura districts in Far-West of Nepal #3. Project justification: #The population of Haliyas, Kamaiyas and K amalaris (HKK) are comparatively high in the Far West of Nepal. The region has limited opportunities for unskilled youths to engage in wage and self-employment work. The project targets youths from Haliya, Kamaiya, Kamalaris and Badi communities. These com munities are considered to be the most marginalized and vulnerable groups due to high incidence of poverty, illiteracy and human rights violence. The youths from these communities are heavily migrated to Indian cities for employment opportunities or are co mpelled to engage in low paying and high risk works to generate income for their families. TVET can support these target youths from remote area to live dignified life. However, due to high demand upon TVET to youths and concentration of TVET service provi ders in urban areas, the access of quality TVET is challenge for these target groups. #4. The main objective and the expected results: #The project aims to increase awareness and access to market focused quality vocational skills training to marginalized a nd vulnerable women and youths for their gainful employment. Strengthened advocacy and partnership among TVET stakeholders will be promoted for creating income and employment opportunities for trained youths and women.#5. Right-holders/ beneficiaries: 115 youths (16 to 29 years of age), 25% will be girls and young women (no of beneficiaries in 2019- the project will end in May 2019)#Duty bearers: Centre for Technical Education and Vocational training (CTEVT), Cooperative Division, District Agriculture Offic e, Freed Kamaiya Women Development Forum (FKWDF), Integrated Development Society (IdeS).#6. F.a: Forward Looking: Promoting the disability work
On a long-term perspective the project will contribute to creating an environment for a dignified life for persons with disabilities (PWDs), enabling self-reliance and participation in society on an equal basis as others. The main three outcomes are concer ned with the inclusion of PWDs in community activities and services, PWDs acting as change agents for the rights of all PWDs, and increased income and employment rate of PWDs in the targeted districts (Lalitpur, Dhading, Kaski, Banke and Kailali).

F.a: CMC-N School Mental Health Program/Children
This project contributes in development of psychosocial focal teachers (one male and one female) and establishment of students psychosocial support unit in each project schools. The practice of child friendly classroom management, positive disciplinary app roach, parenting education and parental counseling starts and child protection policy is in place in program schools. It ultimately promotes psychosocial wellbeing of school going children and adolescents. As a result, students school attendance and learni ng achievement increases, reduces drop-out especially of the girl children, minimize the trends of early marriage, increases the school retention rate of children and finally contributes in quality learning. At the end, this project will have impact in qua lity education and support in policy advocacy at local and central level to integrate school mental health component in school education system.

1. Project: 11887 Social and Economic Empowerment of Marginalized Groups including Freed Haliyas and Kamaiyas#2. Project area and Country: Kailali, Kanchanpur, Dadeldhura and Baitadi districts of Far West of Nepal #3. Project justification: #Far-western de velopment region one of poorest area of Nepal. The area is home for ex-bonded labour such as Haliya, Kamaiya and Kamlaries who have still limited access to land, livelihood opportunities and basic social service facilities. Dalits (so called untouchable gr oups) are another most marginalized groups living in the area. As they are occupational caste, they have very limited access to production resources such as land and capital to diversify livelihood opportunities. Single women are another category of vulner able groups in Nepal. Due to deep-rooted patriarchal social architecture and prevalent social norms, single women have to face several attitudinal barriers limiting them to access services and opportunity to earn their livelihood. #4. The main objective a nd the expected results:#The main objective of the project is to strengthen social and economic status of most marginalized groups in Far Western region through promoting livelihood with access to finance and business literacy. The project aims to diversif y income options for target groups through skill development, entrepreneurship training, enhanced production, value addition and marketing of farm and off farm-based products. Target groups, particularly vulnerable women, will enhance their access to finan ce through affiliation in cooperative and capacity building in cooperative management and leadership. Strong networks of marginalized groups will be established at target villages and rural municipality level to advocate livelihood and rehabilitation issue s towards local government and push forward their issues for higher-level advocacy as follow up against government commitment to these groups. #5.
