The extension phase is necessary for achieving sustainability of the mobilization processes started during 2010-2012. The established women's groups will be continued but at the same time also other community based thematic groups will be strengthened su ch as water users groups and community forest users groups. Women's participation in elections and local government will be promoted by training.In the environmental health component the financial support will be geared more towards ultrapoor households. T hey will benefit from EcoSan toilet components and smokeless stove components provided by the project. For other beneficiaries support will be mainly technical advice and training for ensuring the proper location and construction of toilets their maintenan ce and utilization of urine and compost in organic farming. This component will be coordinated with the VDC and District level water sanitation and hygiene coordination committees' work aiming at Open Defecation Free Devichaur. The technical inputs are i ntegrated with preventive health awareness through the Female Community Health Volunteers (FCHV) who will continue to be capacitated.The income generation activities (IGA) will be continued and experiences from pilot projects disseminated within Devichaur. Training providing microloans and facilitating the services and financing from District offices will be used to obtain the goal of poverty alleviation with women's role as the main cross-cutting aspect. The environmental sustainability of the new IGA p roducts will be ensured taking into consideration climate change resilience such as erosion risk mitigation.

The project provides training and awareness-raising for the partner on a great variety of issues related to development work. Fida and AOG work together in the local communities and t hrough this hands-on development work the partner acquires practical skills. The project focuses on three major components: Literacy, Community Health Education (CHE) and HIV/AIDS. As AOG’s skills and knowledge grow, the partner will become increasingly capable of doing effective community development work of its own. This will contribute to the increasing impact of the partner’s work at community level.

The Dumarwana Small Farmer Agriculture Cooperative Limited (DSFACL) is located at the central region of Nepal, in Bara district. In 1997 the cooperative was registered with 454 members and grown to 9.572 members in April 2017. Out of total members, about 8.000 are rice farmers. The livelihood of members largely depends upon the income of paddy. There is demand from members to invest in a rice processing plant and market rice on behalf of the members. DSFACL already purchased the land and constructed a building for the rice processing plant. DSFACL is currently exploring options to finance the investment. DSFACL could gain regular source of income from agri-business other than financial services. During the company assessment in April 2017, it was realized that Agriterra can add value in their envisioned plan of running rice processing plant which gives more marketing opportunities and better prices for all their members. The cooperative should focus on organizational development and development of rice processing business. This is expected to results in the realization of the paddy processing factory and a yearly processed volume of 15.000 ton paddy by end of 2019. The project plan focused on the business, finance, and organisational of the cooperative. DSFACL will take lead and Agriterra will support in implementing the action plan.Business development: conducting a workshop about the new business plan with representatives of the five service centres, government and financial institutions. Thereby DSAFCL will get to know about possibilities and commitment of the stakeholders and members. The overall goal is the sustainable establishment and growth of cooperatives’ businesses in the Quang Nam around the Green Annamites area; leading to profitable and solvent farmer-led business.

On April 25, 2015 at 11: 56 AM, Nepal was shocked by a powerful earthquake with magnitude of 7.9 Richter scale, affecting the central part of the country mostly. The impact is huge in 14 districts of te country as well as in the capital city. Agriterra and its constituency decided that such a natural disaster can not be necklecked as it is has a major impact upon the people's lifes. In Dhading district, 728 persons died and 3383 are injured; 59% of all houses are fully destroyed; and 39% of all houses are partly destroyed. Families lost their livestock, animal sheds, seeds etc. After receiving the first relief support, the first priority for people is to rebuild their houses. After that it is important that people pick up/continue their agricultural business as this is their main income and food source. Agriterra knows that the farmers organisation are in a very good position to provide relief/reconstruction support, having an extensive network reaching out to the most remote areas of the country. Agriterra has a cooperation with the District Agricultural Federation of Dhading since 2012 focussing on promoting farmer entreprenuership and strengthening of the primary agricultural cooperatives in 8 Village Development Committees (VDC) . This project aims to support the most affected farmer families in those 8 VDCs in the (partial) reconstruction of their homes and agricultural activities. The offices of the primary cooperatives (SFACFL), their central meeting point for the saving and cerdit, meetings etc are also severely damage and most important maintenance will be done. The reconstruction supports includes the following activities for the members of the Agricultural cooperatives in 8 VDCs: Gumdi, Marpak, Semjong, Katunje, Budhathum, Phulkharka, Sangkosh and Jogimara. • 500 HH of SFACLs members will be benefited for reconstruction of houses and cattle sheds (Roof material (JASTA) will be provided under this project, other cost will be covered by themselves) • 350 HH of SFACLs members will be provided Cattle (Goat, Pig lets, chicken) support • 2600 HH of SFACLs member will be provided seeds of different vegetables • 8 SFACLs offices will be repaired and well (furniture and utensil will be provided to the SFACLS) Total Budget in EURO: 68.855 Agriterra contribution in EURO 66414 SFACL contribution in Euro 2.441 Own contribution by the farmers (in labour, local construction materials etc: Euro 97.272 Total outreach: 2600 members of SFACL and their family members families Total budget: The major objective of this project is “Access of immediate relief support for the reform of the Agricultural Sector to earthquake victim in Makawanpur district”.

CTCF is a client of Agriterra since 2012. Initially supported by the team advocacy, but realising the contribution towards the results of the team grass root entrepreneurship, it was decided to make CTCF a client of the team grass root entrpreneurship from 2013 onwards. The vision of CTCF is towards economic development through tea cooperative promotion and building the capacity of the memebrs of the cooperatives. CTCF works on a central level to improve the situation of the cooperatives. At the grassroots level, CTCF conducts various trainings programmes and provided continously coaching and support through its facilitators to the primary cooperatives and its members. CTCF has currently 66 member tea cooperatives from Ilam, Panchthar, Dhankuta, Therathum, Jhapa, Udayapur, Bhojpur and Lalitpur districts including four district cooperative federations, with more than 3,972 tea farmers associated through their cooperatives. The tea farmers as members of cooperatives are gradually increasing and the number of cooperatives is expected to be more than 72, with more than 4,300 farmers as members, by the end of 2013. Update at the beginning of 2014: CTCF has currently 73 member tea cooperatives from Ilam, Panchthar, Dhankuta, Therathum, Jhapa, Udayapur, Bhojpur and Lalitpur districts including five district cooperative federations, with more than 4699 tea farmers associated through their cooperatives. The tea farmers as members of cooperatives are gradually increasing and the number of cooperatives is expected to be grow gradually. Overall goal is to contribute in sustained rural poverty reduction of smallholder tea farmers of Eastern districts of Nepal by increasing their income, and equally empower small farmer based organisations to provide better technical and management services. Objectives: Key objectives of the project: 1. Capacity building Entrepreneurship skills development and marketing support services to the tea entrepreneurs 2. Support tea cooperatives and farmers for Access to Finance and capacity building support services on financials 3. Lobby and advocacy on various tea issues (favourable tea policy, celebration of 16th National Tea Day , organic inputs, certification, collateral free loan etc.) 4. To establish effective supervision and monitoring system in tea sub sector for regular dissemination of information. Objectives for 2014 are more or less same as in 2013, but slightly more focused: 1. Capacity building of tea cooperatives and farmers in their institutional building, resource mobilization, business planning etc. 2. Enhance entrepreneurship and business skills of STPUs operated by cooperatives. 3. Lobby and advocacy works on various tea related issues faced by the tea farmers. 4. Regular monitoring and supervision support to all tea stakeholders. Expected results: 1. Minimum of ten (10) cooperatives will be able to start Mini Tea Processing (MTP) units after receiving technical inputs, entrepreneurship trainings and other business support services including marketing. 2. MTP units will produce and sell 9.000 kg quality tea in the competitive markets. 3. 3 Cooperatives and individual tea farmers will be able to avail minimum 10 million loan amount easily at minimum interest rates. 4. 12 cooperatives will prepare business plan and start to business activities like saving credit, nurseling, tea planting, green leaf tea collection etc. 5. 7 cooperatives will review their business plan and prepare further plan. 6. Organic inputs such as fertilizers and pesticides will be made available to the tea farmers with organic tea garden at subsidized rates. 7. Financial monitoring system (PEARL, Software, etc.,) will be set-up in 9 cooperatives 8. FACT concept will be widely disseminated to a larger number of cooperatives and will internalize in their regular system. 9. 6 new cooperatives will take memebrship of CTCF 10. 10 young/weak coopertiaves willreceive coop leadership and management training Period: From January 2013 until December 2013, but the project will in case of smooth implementation be extended for the year 2014, Activities and logframe are only for 2013. in the logframe, long term objectives are mentioned which can only be achieved in multiple years. Total Budget: Nrs. 6,142,100 Expected results 2014: a. 50% of cooperatives will be able to generate resources on their own and sustain in a long run. b. 30% of STPUs will be capable to produce quality tea as per the tea standard and managed to sell in the competitive market. c. There will be improvements in quality of green leaves produced by tea farmers. 5% of the tea farmers will adopt IPM or organic tea farming technology. d. Government and other stakeholders will be positive towards tea sector and there will be more investments to promote this sector. Some level changes will be visibly seen in 3 key areas. e. Updated database on key tea indicators (production, sales, exports, number of farmers/cooperatives, etc.) Coverage and target beneficiary: Program will be implemented mainly in nine districts: Ilam, Panchthar, Dhankuta, Therathum, Lalitpur, and Bojpur targeting 5 district federations, 72 tea cooperatives, and about 4,500 tea farmers. This year, services will be extended in additional two districts (Lalitpur, Bojpur, Udayapur, Sankuwasava, Jhapa). In Lalitpur district, there are 8 tea cooperatives, District Tea Cooperative Federation (DTCF), and more than 225 members. Similarly, in Bojpur, Sankuwasava, Udayapur and Jhapa districts there are 7 cooperatives and more than 325 tea farmers. Overall goal is to contribute in sustained rural poverty reduction of smallholder tea farmers of Eastern districts of Nepal by increasing their income, and equally empower small farmer based organisations to provide better technical and management services. The economic growth in Nepal has not translated systematically into reducing geographical inequalities particularly between rural and urban areas and consequently affected availability and quality of jobs and livelihoods in the rural areas. Therefore, policies and programmes promoting gender equality and socially inclusive economic opportunities primarily in rural areas, including green jobs and a just transition in key sectors, will continue to be critical to ensure that Nepal’s desired economic transformation is just. Given the current structure of Nepal’s economy, the rural/urban and provincial disparities in the distribution of economic development and poverty as well as the country’s comparative advantages, ILO assistance under this output will continue to support development of policies and programmes that contribute to increased economic opportunities in rural areas, are gender-responsive, and socially inclusive towards promoting social justice. Nepal will graduate from least developed country (LDC) in 2026, and will likely to face a number of challenges in the short term, including increased competition from other developing countries, a loss of preferential market access, and a decline in aid flows . Considering the multiple crisis that Nepal has suffered over the last decade, such as the 2015 earthquake and the COVID-19 pandemic, the low productivity growth of the private sector, premature deindustrialization, and high levels of informality, with 62.2 per cent of employment concentrated in the informal sector, while 84.6 per cent of all workers are in informal employment, with about 50 per cent of all enterprises being informal. In this context, supporting Nepal to increase the productivity and competitiveness of its economy, particularly in those sectors more at risk from the LDC graduation (such as textiles and garment), while formalizing employment and enterprises is essential for Nepal to maintain its development trajectory and enjoy the opportunities of the graduation process. Supporting the creation of a better enabling environment for business is essential, in particular to support MSMEs to enhance their productivity and working conditions, and to formalize is seen as the key strategy to support sustainable and inclusive growth. To this end, the ILO is supporting the Government of Nepal, through the tripartite Formalization Committee, to implement the National Action Plan for Formalization, which includes the development of an integrated and comprehensive National Formalization Strategy, while supporting specific actions to promote the formalisation of SMEs in an enabling and sustainable environment. In parallel, the ILO is working with Government, Employers’ and Workers’ Organizations, including sectoral institutions (such as the Garment Association of Nepal), to support MSMEs directly to prepare for the LDC graduation.

The Government of Nepal (GoN) is keen to promote decent jobs within the country and number of initiatives have been taken by government to improve and strengthen governance frameworks to ensure decent employment generation, formalization of informal sectors and creating conducive industrial environment. GoN has prepared Smooth Transition Strategy to graduate from LDC in 2026 and planning to mitigate the potential shocks primarily in economy and employment. Nepal also became a pathfinder country for the implementation of Global Accelerator on Jobs and Social Protection for Just Transitions. GoN made amendments into the provisions of different legislative frameworks which were considered as bottlenecks for the investment in Nepal. The 16th Plan has identified productive employment, decent jobs and sustainable social security as one of the focused sectors for structural transformation. The National Planning Commission (NPC) has developed Integrated National Employment Information Management System Framework which recommended ways to develop a robust integrated labour and employment information management system. Ministry of Labour, Employment and Social Security (MoLESS) has initiated the process to review and reformulate the National Employment Policy, Labour Act and Rules to make them relevant and effective in addressing emerging challenges and opportunities of the labour market. With both supply and demand sides impacted by the current crisis, the private sector faces a tough challenge to withstand and re-emerge from the economic fallout from the COVID-19 pandemic.Additionally, the drop in migrant remittances and tourism incomes, two of the major sources of foreign exchange, have exposed the country to risks of deeper economic instability. With a narrow-export basket and a heavily import-reliant economy, large drops in foreign reserves can turn into a balance of payments crisis. Without investment inflows to counter some of the impacts of this shortfall of remittance and tourism incomes, vulnerabilities to exogenously induced balance of payments crisis remain.
