Bajhang is one of the least developed districts of Nepal where almost 50 % of people live below poverty line and suffer from food insecurity. Agricultural productivity is low due to lack of technical knowledge and unavailability of quality inputs and irrig ation facilities. There are natural resources available but due to limited knowhow and poor market access people are not able to use them for livelihood improvement purpose. In the patriarchal communities women suffer from gender dicsrimination and violenc e and are excluded from decision-making.The objective of this project is to uplift the livelihoods and food security of the socially and economically marginalized communities of Masta Rural Municipality through improved farming practices value addition and better access to markets empower women through capacity development and leadership trainings and build more resilient communities through sustainable animal husbandry and natural resource management and developing NTFP-based livelihood opportunities.The p roject implemented by Sahara Nepal and supported by Swallows supports Finland's development objectives by increasing food security and promoting sustainable use of natural resources and enhancing the rights and status of women and girls. The project will s trengthen local partner organization's capacity and role in community capacity building and establishing linkages between communities and local government. The project is expected to benefit directly around 300 poor households. At least half of the benefic iaries will be women.

The FFD project ?WOMEN FOR ENTREPRENEURSHIP AND RESILIENCE ? transforming fish-farming and forest value-chains in Nepal? aims to enhance women?s income generation entrepreneurship and livelihood resilience. In Chitwan and Dang districts forestry and fish-f arming are male dominated sectors where decision-power and access to direct benefits are held by men. Traditional roles low education levels and lack of targeted services limit women?s opportunities in these sectors. Climate and non-climate hazards aggrava te livelihood insecurity and especially women in the marginalized groups are in risk to fall beyond safety nets.The project enables women to seize a centric role in terms of decision-making and direct economic benefits in fish-farming and forest value-chai ns. Farmers organizations hold a crucial role in breaking discriminating structures and transforming production towards resilient pathways. The project engages 18 organizations which commit to non-discrimination provide targeted services for women and boos t the presentation of their 1200 women members? interest. New policy mechanisms are established linking women producers with local governments? decision making. Local organizations engage their members and communities (5450 men and women) to embrace rights and responsibilities and to seize emerging opportunities in climate-smart production value-addition and bio-products.Women improve resilience of fish-farming and non-timber forest products NTFP value-chains as the farmers organizations promote risk mitiga tion and climate-smart practices. Women identify innovations new products and services forming income generation opportunities and entrepreneurship.FFD implements the project in Nepal in partnership with Federation of Community Forestry Users FECOFUN Women ?s Fish-Farming Cooperative Sundardeep and Forestry cooperative ASEC. FECOFUN is FFD?s main partner responsible for local coordination expertise and advocacy in Nepal. Sundardeep and ASEC implement the project activities together with their members and net works. Finnish Fish Farming Association (FFFA) and FFD support the project partners with technical advisory services.

This project seeks to improve Lhomi children?s right to quality learning increase efficiency of learning and develop their cognitive skills to attain desired learning outcomes. Some 700 Lhomi children and their parents will directly benefit within the proj ect period.About 6000 Lhomi people who speak Lhomi as their first language live in the Himalayas in Nepal. There is total of 14 public schools in which there are in total about 150 pupils per grade level. When starting school these children have little or no knowledge of the Nepali language which is used as the language of tuition. Children in Nepal have the right to free education in their own language. For Lhomi children this right is not currently materialized. Partially because of the language barrier c hildren are not achieving the desired learning outcomes. This also contributes to high dropouts.The previous phase of this project focused on improving the quality of education in the pre-primary level. A large proportion of the children involved have atta ined basic literacy. In order to achieve minimum proficiency levels in reading and math there is a need for further development of Lhomi education.This project is seeking to improve the rest of the primary school from grade 2 to 5. The main objective of th is intervention is to improve learning outcomes in public schools. Quality mother tongue-based learning materials will be produced and all teachers will be trained. It is important that the local key stakeholders become actively engaged. Therefore parents teachers school management committees and education authorities will be trained to become aware of their responsibilities and motivated to improve children?s learning. In each school there will be awareness raising meetings for parents. In these community events parents - mainly mothers - and teachers will discuss education and other children's wellbeing issues.Wycliffe Raamatunkääntäjät (WRK) partners with Nepal Lhomi Society (NELHOS) who is responsible for implementation. No Finnish personnel are invo lved in the operational implementation of the project. WRK and NELHOS have 10 years of shared experience on similar projects.

The project will take place in ten wards (smallest administ rative unit of Nepal's governance structure) covering 40 schools and all villages. In Nepal children are not screened for visual or hearing impairments and knowledge of eye- and ear health is generally poor. Having a disability is still greatly stigmatised. Although the majority of children in Nepal have access to education children with disabilties (CwD) are mostly excluded from it which is a major risk for marginalisation. The project is a follow-up of a 2-year pilot in Bara district (2017-18) which will be extended in Bara and Parsa. The aim is to increase the enrollment of 3 to 14-yea r-old children with vision or hearing impairment in public schools. Districts have high rates of poverty and school attendance is very low. Also the human right's of CwD's are largely violated. The majority of pupils are boys therefore the project promotes girls' right to education. The project will educate female community health volunteers (FCHVs) to identify children with vision or hearing issues. The children identified through screening are examined at Eye + Ear Camps to diagnose the impairments found. It is estimated that the most of these impairments can be easily cured with simple treatments. Children with a severe visual or hearing disability will undergo a 4-6 month rehabilitation to enable life outside home and attending school. Awareness raising campaigns regarding eye- and ear health as well as rights of persons with disabilities (PwD) will be organised among local citizens during the camps. Advocacy on inclusive education and human rights of CwD will be promoted. Eye + ear care and rehabilitatio n centers will be established in Bara. The local project partner is B. P. Eye Foundation (BPEF) that has 3 decades of experience in rehabilitation of CwDs and training of ophtalmologists and optometrists. For improved access to treatment and rehabilitation and to increase awareness on human rights gender equality and inclusive education the project will strengthen the collaboration with other NGO's: IMPACT Nepal Nepal Association for the Welfare of the Blind Nepal Apanga Sewa sangh Bara and Loo Niva. A refe rral system will be developed with Patan CBR to reach a larger scale of PwD's. In Finland we will collaborate with Interpedia ry.

The presence of arsenic in groundwater is a common problem affecting the quality of drinking water on the plateaus of Nepal. Using water containing arsenic as drinking water in cooking or irrigation may cause a plethora of health issues even cancer. In Nep al the work to reduce the levels of arsenic is fragmentary and lacking in cooperation and coordination between local officials. In addition knowledge about the health hazards of arsenic among the consumers of contaminated water is scarce.The Geological Sur vey of Finland (GTK) and the Finnish Environment Institute?s (SYKE) shared project will strengthen coordination the sharing of information and cooperation between agents in different fields who have for now worked in silos. The Department of Water Supply a nd Sewerage Management (DWSSM) whose responsibility is water quality will implement the Project as a partner organization.The immediate goal of the Project is to improve the partner organization?s capacity to guide and support stakeholders in the field of water management to prevent and reduce the prevalence and use of water contaminated by arsenic.The goal for the first output area is to strengthen the knowledge-based instruction of the DWSSM on diminishing of the presence of arsenic. This is attainable by enhancing the flow of information between different stakeholders developing effective processes for the handling of information as well as increasing the understanding of how geological conditions affect the quality of the water in Nepal. The second outpu t area focuses on the DWSSM?s ability to use and adapt geological and hydrogeological research regarding the arsenic problem in ground water as a base for decision making. The third output area is to improve their tracking of arsenic levels and the practic es of analysis of the data. Tighter cooperation and interaction between the DWSSM and stakeholders is also one of the output areas of the project. During the project a public communications plan on the arsenic issue will be developed for the department.

Aerosan operates low-cost public sanitation facilities in Nepal’s capital Kathmandu, connected to wastewater treatment. During the COVID-19 pandemic, a lockdown was imposed, leaving the streets of Kathmandu virtually empty with consequently no users at the sanitation facilities. The Response Facility has supported Aerosan’s operators during this lockdown and has helped 20 highly trained and experienced staff in both the Nepal office and at the public toilets. The fund provided salaries during the lockdown and supported the training of new Dalit female members of the Sanitation Workers Co-op. As a result, Aerosan was able to resume operations immediately once lockdown came to an end.

Chepangs and Tamangs live in the hills and mountains of central Nepal facing many types of hazard that affect both lives and livelihood.They are regarded as the most marginalized and resource poor groups in Nepal.Their tiny land holdings provide no more th an 3 to 6 months of food security.The forest and overall landscape is degrading because of the human pressure in forest land.The already formed Community Forest User Groups are not functioning well because of their limited capacity.Due to lack of knowledge of efficient and sustainable agricultural practices and land-tenure rights the communities practicing the traditional slash and burn cultivation have reduced the cultivation cycle from 3-5 years to one year.This had led to serious soil erosion problems th at cause regular landslides that destroy agricultural fields and threaten the lives of people and animals.The main objective of this project is to uplift the livelihoods and food security of the Chepang and Tamang communities through agro-forestry developm ent and improved community-based natural resource management.This is achieved by developing sound biodiversity management and sustainable livelihood activities in order to maintain rebuild and revitalize socio-ecological production landscape.Capacity build ing of CFUGs will be done to strenghten their operational capacity and women's self-help groups will be formed to promote women's empowerment and livelihood.The project will build capacities of local civil society organizations and duty-brearers and promot e positive interaction between local government and Chepang and Tamang communities.The project implemented by NAFAN and supported by the Swallows supports Finland's development objectives by increasing food security and promoting sustainable use of natural resources local democracy and participation of women in decision making. The project will strengthen local organization's capacity in community capacity building and establishing linkages between communities and local government. The project is expected t o benefit directly around 2200 right-holders and 100 duty-bearers. In addition to this approx. 3000 people are expected to benefit indirectly.

The UN Women implemented project ?Leaving no one Behind? is part of the UNWomen Nepal Country Strategy for the years 2018-2021. The total budget is 4 million euros.The project is divided into two result areas. The first result area focuses on inclusive gov ernance and access to justice by aiming to strengthen the capacity of duty bearers (authorities and government) to integrate gender equality objectives into policies and plans. The second result area focuses on strengthening the ability of excluded women's groups for economic and social participation. The additional grant concentrates on the measurement of transformative change in social and cultural norms through storytelling. The additional grant is based on the co-operation between UN Women and Finland. Its long-term goal is to prevent multiple and intersectional discrimination by influencing harmful social and cultural norms rooted in society. At the same time the project creates a new monitoring model for transformative change. The medium-term goal is t o influence the attitudes and behavioral changes of individuals and communities. The aim of the inception year is to develop a methodology for measuring the effects of permanent change and to gather a baseline for the project while contributing to the new country strategy of UN Women in Nepal.The project continues to support Nepal's first National Action Plan on UN security council resolutions 1325 and 1820.

The Finnish Meteorological Institute has carried out institutional cooperation (ICI) with the Nepalese counterpart Department of Hydrology and Meteorology (DHM) in the years 2010-2012 and 2013-2017. DHM is an organization under the Ministry of Population a nd Environment in Nepal. DHM has a mandate from Government to monitor all the hydrological and meteorological activities in Nepal.The first phase of the project was evaluated in 2012. The conclusion was that DHM had a high ownership of the project and mutu al accountability had been evident in the project. It was noted that the project had addressed the specific needs of the DHM and the impact of the project had been positive. However improvements were suggested to wider dissemination of skills within the De partment results-based management and targeting of participants to the trainings. The recommendations were taken into account in the planning of the second phase of the project.The third phase of the project will continue to respond to the development need s of the Government of Nepal and the DHM in the years 2018-2021. The funding for the third phase is 500 000 euros. The overall objective of the project is improved capability of the Government of Nepal to respond to the increased risks of natural disasters related to weather and climate. In spring 2020 the Nepal Ministry of Education and the Nepal Education Cluster have jointly developed a separate COVID-19 adaptation plan (COVID-19 Education Cluster Contingency Plan - Nepal Education Cluster 2020) for the education sector programme SSDP ( The School Sector Development Plan). The Ministry of Education made a general request for all donors including Finland of additional funding for covid-19 emergency response.The overall objective of the Education Cluster Contingency Plan is to prevent the s pread of COVID-19 from education institutions into local communities by providing safe learning environments by putting in place appropriate prevention measures in Nepalese schools. To achieve this objective the immediate response of the Education Cluster will focus on a) Ensuring adequate capacity for management and coordination during the response period b) Strengthening prevention and resilience within the school system and among students teachers parents and caregivers and c) Support Continuity of Educa tion/Learning for all children in all areas including children with disabilities and from marginalized backgrounds.Finland's financial contrbution for the implementation of the Education Cluster Contingency Plan for COVID-19 is EUR 2 514 999. The support w ill be channeled and monitored as part of Nepal School Sector Development Plan (SSDP) programme. The School Sector Development Plan (SSDP) program covers the entire basic education system in Nepal and is funded jointly by the Government of Nepal and its De velopment Partners. The Rural Village Water Resources Management Project in Nepal Phase II (2010-2015) has after four years of implementation achieved better water supply for 93 000 people sanitation for 269 000 people and home gardens for 155 000 people. The purpose of phase III is to achieve full coverage of water supply and sanitation and establishment of functional planning and implementation frameworks for all water uses in nine project districts. The expected results of the project are: 1) institutionalized community cap acity to construct and maintain community managed water supply and adopt appropriate technologies and behavior 2) Improved and sustainable nutrition food security and sustainable income at community level through water resources based livelihoods developme nt 3) Institutionalized capacity at district level to continue integrated water resources planning and support to communities in implementing and maintaining WASH and livelihood activities. Finnish water projects have supported the government of Nepal in developing decentralized community based water and sanitation approach and working modalities since 1990. Project in Devchuli Nepal is an extension to WaterFinns NAPA WASH project in Nepal in 2014-2016. There is great potential in developing the area to the next level in water quality and sanitation by capacity building in municipality and ward level trainings and minor construction to ensure the long term sustainability based on self-reliance of the communities. There is a need to increase understanding and awareness of sustainability of WASH services and facilities in user committees ward and municipality level. There is a clear demand for a continuation project after NAPA WASH; Devchuli area has basic level water and sanitation services however the quality of water and skill of maintaining WSP are not still sufficient and therefore causes health issues. The overall project objective is to improve the self-reliance of Devchuli communities to sustain their WASH services at acceptable good level to ensure safe drinking water and healthy hygienic environment for the whole community. This is done by applying tested Operation + Maintenance and Management practices new technologies and capacity buil ding at the community ward and municipality level. The project is situated in Devchuli municipality in Nawalparasi Nepal. Devchuli has a population of 34912 with 6336 individual households which all are direct or indirect beneficiaries of the project. Proj ect management is done by WaterFinns Finland with the local partner Center for Appropriate Technology Nepal (CATN) in Nepal in addition to the Devchuli municipality. Project?s beneficiaries are the users of WASH services in Devichuli Municipality.The proje ct is designed also to support the Sustainable Development Goals (SDG) especially of 5. Gender equality 6. Clean water and sanitation 10. Reduced inequalities and 13. Climate action. The project will integrate Climate Change Adaptation and Disaster Risk Re duction measures in the WASH process e.g. the WSP aiming to minimize the impacts of weather induced disasters.

Strengthening Education Policies and Ensuring the Right to Education ?project has been planned by Loo Niva Child Concern Group and Interpedia expert NGOs on child rights and education. The NGOs have previously partnered in the Far-West Dadeldhura district through Concern for Education -projects in 2012-2014 and 2015-2017.Dadeldhura is one of the least developed areas in Nepal where vulnerable groups such as girls ethnic minorities and Dalits face discrimination and have lower access to education. The projec ts have improved the status of education through sensitizing children parents teachers and local authorities on their role in promoting education; strengthening child participation in society; forming and supporting local action groups for supervising and promoting quality education and raising awareness about good educational practices. The projects have also promoted peaceful education and avoiding misuse of schools as an instrument of politics.This project works at local municipal and provincial levels w ith the objective of enabling efforts on realizing the right to education in the new provincial structure of Nepal. In 2015 Nepal ratified a new constitution and the recent federalization process has reformed structures related to education policy shifting decision making to local and provincial levels. The civil society now has an opportunity to strengthen its role in policy-making and to advance the democratization process.The project will work to ensure better educational policies and programs at provinc e No. 7 and two municipalities through training local government leaders and provincial assembly members. For ensuring good practices developed are sustained and spread this phase will focus on empowering and engaging local civil society to ensure the sust ainable redistribution of roles and responsibilities. In addition the project will improve learning achievements and reduce dropouts in two municipalities reaching over 4000 school-going children in 32 schools their families and 60 teachers. The project is in line with Finnish development policy objectives has a strong rights-based approach and focus on gender + reduction of inequality

The project will support LGBTI Activists from ODA-Eligible countries to advocate within the UPR and other mechanisms, utilize global and national data, and implement national advocacy campaigns that incorporate UN recommendations and impactful data. We will improve the integration of ILGA World’s research and membership-based advocacy activities at the UN as a basis for our work. ILGA World expands its global, regional, and national research through the project, including our SOGIESC-Database and the launch of the ILGA World Monitor, an automatic source aggregator that collects, translates, sorts, and labels content generated all around the globe relevant to SOGIESC communities.
