It is estimated that 20.1 million Nepalis were without access to social protection, with only about 32.9 per cent of the population covered by at least one benefit in 2021. Only 17.1 per cent of children benefit from any income support schemes, and only 9.8 per cent of those in working age can access social protection. The Government of Nepal (GoN) invested approximately 210 billion Nepalese rupees in the sector in the 2020/2021 fiscal year - 4.9 per cent of GDP. Nonetheless, these investments are scattered over dozens of schemes, without effective coordination mechanisms, and coverage distribution and benefit levels heavily skewed towards old age, while investments in children remain insufficient. Moreover, most schemes make limited use of digital technology to manage their programmes, and to reach out to beneficiaries. This represents a challenge for Nepal in the achievement of the SDGs, particularly SDG Target 1.3 to “implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable”. The GoN has set ambitious targets for the extension of social protection in its 16th National Development Plan, aiming to increase coverage to 60 per cent of the population by 2028. Extending social protection coverage is critical, particularly for those with lower levels of access to schemes and/or with access to only limited or inadequate benefits. Among these, extending the social protection coverage among children would benefit the largest group of the population without protection, while supporting other human development goals, such as improved nutrition, better educational outcomes and higher life-long earning capacity. Similarly, extending social security coverage to workers in the informal economy, would offer protection to the workers that have the largest decent work gaps, support the formalization of employment in the country and boost productivity and worker wellbe

Oxfam Novib has applied to Sida for funding of SEK 190 millions towards the SeedsGROW 2 program for the 2019-2024 period. SeedsGROW 2 is an extension and continuation of the current SeedsGROW 1 program to which Sida contributes with a total of SEK 171 millions during the 2013-2018 period. There are some lessons learned from Phase 1, as Oxfam prepares for phase 2. These are; the importance of the Farmer Field Schools and how these can evolve, and how the campaign around the food value chain has increased understanding among consumers, businesses and governments. SeedsGROW 2 will consist of two components "Sowing Diversity = Harvest Security (SEK128 millions) and GROW (SEK 62 millions). SD = HS will be implemented in seven countries (Guatemala, Peru, Nepal, Laos, Uganda, Zimbabwe and Zambia), and in China as a learning partner. GROW will be implemented in four countries (Brazil, Pakistan, Thailand and Uganda). Brazil, Pakistan and Thailand are exporters of various global goods and are important to many companies targeted by the GROW campaign, where the goal is to highlight the major inequalities affecting poor food producers. The overall objective of SeedsGROW 2 is to contribute to a global food system that is just and sustainable, that supports the rights of small-scale food producers- men and women-, that guarantees food and nutrition security and that promotes the sustainable management of natural resources and biodiversity within the context of a changing climate. The target groups for both SD = HS and GROW are indigenous peoples and small farmers - women, men and youths. The objective of the program is that indigenous people enjoy their rights and have the capacity to access, develop and use plant genetic resources to improve their food security, including food nutritional value, despite climate change.The four pillars of the program, including four outcomes in the theory of change, are expected to be mutually reinforcing and contribute to the overall objective.Outcome 1, Strengthening of Plant Diversity, aims to make indigenous peoples and small-scale communities more resistant through access to, use and management of plant genetic resources, both in terms of food safety, nutrition, disaster management and adaptation to climate change.Outcome 2, Markets - aims to strengthen security of supply and secure access to seeds through the creation and availability of markets for high quality seeds adapted to farmers' needs.Outcome 3 is called Neglected and Underutilized Species (NUS) - the expected result is to strengthen the resilience of local communities by increasing the nutritional value of food through the promotion of NUS, thereby strengthening biodiversity, which is also beneficial to health and community resilience.Outcome 4, Policy and Institutions aims to provide stakeholders support for the possible political and institutional framework for banding seed systems and implementation of farmer’s rights.b). GROW is an impact project aimed at changing the current food production system by encouraging and supporting public and private actors to revise policies and practices. Key areas to be addressed are land rights, climate change and inequalities in the food value chain. This is expected to benefit women small-scale food producers and their communities.The two components are separate from each other, but Sida will in dialogue with Oxfam Novib, encourage search for synergies based on expected results.The vision for Grow II is the same as for SD = HS. Their Theory of Change (ToC) is problem-focused, focusing on female food producers and their local communities, which are increasingly affected by climate change, and have insecure land rights and incomes, as well as small opportunities for impact. The long-term goal of the initiative is to create a global movement for food justice with the goal of promoting private and public policies.

Development objective: Improve the nutritional and educational status of hard to reach children in three districts of the Mid-Western high hills of Nepal. Immediate objectives: 1. Improved access to flexible and better quality education for seasonal migrant children 2. Improved nutrition and food security of families in the target districts 3. Strengthened links between communities and service providers to ensure quality services Primary target groups: The project is directly targeting 4500 children in 30 schools as well as 4.500 women of 180 mothers groups and members of 90 farmers groups in the hills. The project area will be approximately 20 Village Develop¬ment Committees in the two districts and the selection is based on consultation with local authorities. The 30 schools are selected considering lack of basic infrastructure, number of migrating students and a high level of marginalized children in the area. The project will target all 180 mothers groups. Likewise, the project aims to directly target most of the farmers groups assuming 3-5 farmers groups in each Village Develop¬ment Committee (180 lead farmers from 90 farmers groups). Secondary target groups: The secondary target groups include service providers in Bajura, Mugu as well as in the Humla district, including 90 teachers, 40 extension agents, 30 Village Development Committees, as well as 180 female community health volunteers, 180 volunteer peer educators. In total approx. 700 volunteers, service providers and local government staff. In addition, local organisations representing Dalits and indigenous peoples will be involved as change agents who can continue to lobby for service provisions and influence the planning in the areas. Indirect beneficiaries: The project will positively affect up to 250.000 people (the population of the three districts) through campaigns, improved local planning and better quality services.

The PSD Toolkit is a comprehensive set of tools designed to support embassies in promoting private sector development (PSD) in low and middle-income countries. By leveraging various tools within the toolkit, embassies can advance a business-enabling environment, stimulate the development of SMEs and fair value chains, and facilitate connections between local and Dutch businesses.
