Child Labour: Action Research Innovation in South and South Eastern Asia (CLARISSA) - Implementation phase)

The primary beneficiaries will be children in modern slavery and the worst forms of child labour and those who are vulnerable to being drawn into it. Action-Research for innovation: We will generate activities and interventions through a large scale action research process. Interventions will range from small scale solutions to local problems, behaviour change initiatives, and large scale pilots. Action research is a programming modality which combines evidence gathering and learning from action. It is designed to enable diverse groups to meet over a period of time to consider evidence and generate theories of change about interventions; plan and programme innovative solutions; test the solutions in real time, and then evaluate them. In this way action research groups act as engines of new innovation.

Disability Inclusive Development (DID)

The DFID Disability Inclusive Development (DID) Programme is a £30m programme designed to contribute to the long-term improved well-being and inclusion of people with disabilities in low-and-middle-income countries. DID will carry out a series of small scale interventions around increased access to health care and education, improved livelihoods and reduced stigma and discrimination, using new development approaches such as adaptive management and community-based consultation to deliver better quality of life for persons with disabilities. The programme will create a solid evidence base around what delivers positive results for persons with disabilities to scale up, as well as ensure this data and evidence is disseminated and informs the global community and governments. DID will run for six years and complement DFID’s current disability inclusion programming including UK Aid Connect.

Nepal Skills for Employment Programme (SEP)

By primarily using a Challenge Fund mechanism, SEP will partner with the private sector to bring in innovative training models to address key gaps while also leveraging private sector resources. Models will focus on solutions in the ICT, tourism, commercial agriculture, light manufacturing, and hydropower sectors, all of which are key economic drivers for Nepal. The project will also look at partnering with relevant government entities to evaluate and recommend public training models, as well as develop skilling capacity at the provincial level. Along the way, SEP will provide targeted support to build capacity in key skilling areas with other Development Partners. The migration piece of SEP will focus on harnessing the benefits of migration for Nepal’s workforce and economic development. SEP will demonstrate a number of cost-effective models to increase migrants’ skills; lower financing and other costs of travelling abroad; and, increase savings and investment of remittances. Cross cutting will be financial literacy. SEP will work in tandem with efforts by the International Labour Organization (ILO) and other key counterparts in Nepal and Asia, which depends heavily on Nepali migrants. As a result, the project will help overcome the skills mismatch, reaching over 90,000 Nepalis with an increase in income attributed to the project. Of these beneficiaries, 40% are likely to be women and 30% from Disadvantaged Groups (DAGs) including Persons with Disabilities (PwDs). As FCDO’s implementing partner on this initiative, Louis Berger will coordinate its strategies and activities with major public, private sector, donor community, including donor agencies, and other stakeholders who are involved in providing support to the GoN in skills development.

WASH Systems for Health Program in Bangladesh and Nepal

The theory of change (TOC) sets out change pathways to drive performance improvements in focus WASH systems building blocks at national and selected sub-national levels to contribute to increased access and use of sustainable, inclusive and climate-resilient WASH services. Through collective actions with government and stakeholders, this will contribute to a progressive reduction in WASH-related diseases, particularly for women, children and infants in underserved, climate-vulnerable locations in Bangladesh and Nepal. In Bangladesh, we will work with rural Union Parishad and urban Municipality governments across two climate-vulnerable Upazilas (sub-districts) and at the national level to operationalize the National Strategy for Water Supply and Sanitation (NSWSS 2021) and support the transition to safely managed service levels for rural water supply and small-town sanitation. The project will work with mandated institutions, including Department for Public Health Engineering (DPHE) and Local Government Institutions (LGIs), as well as private sector and community organizations to demonstrate models for safely managed, climate resilient WASH services; increase women's leadership for WASH to improve gender responsiveness; expand use of the Integrated Municipal Information System (IMIS) and participatory mechanisms for planning, financing, monitoring and regulating inclusive and resilient WASH services; and utilize learning platforms for replication and policy improvements. In Nepal, we will strengthen systems for decentralized WASH service delivery, focusing on safely managed, gender-responsive sanitation and hygiene service delivery in rural areas by leveraging the legal, political and institutional mechanisms that can support the three autonomous tiers of government to connect and function effectively as a system. The approach aims to improve system performance at the federal level, within two targeted provinces, and with one target District Coordination Committee (DCC) in each province. It will involve supporting the development of provincial legal frameworks for WASH, working with local governments in two provinces to prepare and utilize data-driven WASH plans and budgets, improving public finance flows, and building capacities for political advocacy by civil society networks and local government for prioritization and commitment for WASH at all levels
