Inadequate use of education data in policymaking hampers progress in improving learning outcomes and promoting equity. More research is necessary to understand data use and how to bridge the data-implementation gap, especially at the local level. This project adapts and further scales a successful initiative, Data Must Speak (DMS), that integrates data sets to identify districts and schools that outperform others and then investigates how to scale the factors that led to those successes. This project seeks to strengthen the capacities of central policymakers and local officials in understanding the value of their data for designing, implementing and monitoring policies. It aims to increase the sustainability of the approach by developing practical tools to also address future policy questions. DMS SCALE incorporates impact evaluations to further understand and generate evidence on the benefits of knowledge co-production and dissemination at both central and local levels. By documenting critical success factors in its four partner countries — Chad, the Democratic Republic of the Congo, Madagascar and Nepal— the project promotes and facilitates future scaling in different contexts. This project is funded under the Global Partnership for Education Knowledge and Innovation Exchange (KIX), a joint endeavour between the Global Partnership for Education (GPE) and IDRC to connect expertise, innovation and knowledge to help low- and middle-income countries build stronger and more inclusive education systems and accelerate progress toward the Sustainable Development Goal of education for all.

A crucial issue for education data systems is the disconnect between household survey data and administrative data in education management information systems. Household survey data primarily focuses on demand-side factors, such as children's socioeconomic characteristics and learning environments at home, while administrative data covers supply-side factors such as school characteristics and teacher qualifications. These two datasets exist in parallel to each other. This project will link the two datasets at the school level to connect information from the supply and demand sides and provide a more comprehensive view of the education landscape. This will empower ministries of education to leverage data to understand household and school factors associated with education access and learning outcomes and help identify appropriate ways to improve learning outcomes for all children. The project will enhance the effective use of data through capacity strengthening to use innovative tools and methods. It will explore the extent to which gender, wealth, ethnicity, disability and other factors affect access, learning and progression through education and consider effective ways of data integration and use to address issues of gender equality, equity, and inclusion and improve learning outcomes for all. This project will be implemented in Kyrgyz Republic, Lao Peoples Democratic Republic, Mongolia, Nepal, and Pakistan (Punjab Province). It is funded under the Global Partnership for Education Knowledge and Innovation Exchange (KIX), a joint endeavour between the Global Partnership for Education (GPE) and IDRC to connect expertise, innovation and knowledge to help low- and middle-income countries build stronger education systems and accelerate progress toward the Sustainable Development Goal on education.

Complex dialogue is needed to ensure that we are advancing the climate adaptation and resilience agenda at scale. This program supports a fellowship on innovative facilitation for resilience, including a diverse group of academics and practitioners who can build on prior experience facilitating climate-related engagements. The fellowship will support a total of 40 fellows across two cohorts — 20 in Asia and 20 in Africa — who will participate in an approximately 14-month iterative learning process that nurtures a community of practice of facilitators for complex and socially inclusive climate dialogue. Geographically, the fellowship initially includes a focus on South Africa, Uganda and Zambia in the Africa cohort, and Bangladesh, the Philippines and Nepal in the Asia cohort, with the possibility of involving fellows from other countries to be considered in the recruitment process. The learning process will combine theory and practice, including a series of regional in-person and global virtual engagements and workshops, as well as mentoring and support to put theory into practice, and opportunities to link and share across the two regional cohorts. The project will also develop a virtual training course and a series of learning tools, webinars and a facilitation podcast that will be available for the fellows and the wider adaptation community. This project is part of the Climate Adaptation and Resilience initiative (CLARE) jointly designed, funded and run by the United Kingdom’s Foreign, Commonwealth and Development Office and IDRC. CLARE is an ambitious five-year initiative to enable socially inclusive and sustainable action to build resilience to climate change and natural hazards across Africa and the the Asia-Pacific region.

Climate change is one of the major threats to sustainable urban development in Asia, given exposure to significant climate risks, high population and rapid urbanization. Local governments are the frontline responders to impacts of climate change, being the level of government closest to affected communities. In spite of undertaking different actions to respond to and adapt to the impacts of climate change, local government officials sometimes lack relevant knowledge and capacity to plan and implement inclusive climate change adaptation action. This project aims to identify the technical knowledge and capacity needs that local governments require to support inclusive climate action, and to address these needs through a responsive capacity-strengthening program. The project will support capacity strengthening for up to a total of 240 participants from local governments and climate practitioners identified from 15 cities in each of the four target countries: the Philippines, Indonesia, Nepal and Bangladesh. Capacity strengthening will be delivered through tailored, interactive online and offline training events and peer-exchange sessions. The project will also develop an internship opportunity designed to strengthen the capacity of up to 60 young professionals from underrepresented groups (including women) to contribute to local adaptation planning and decision making. To ensure broader reach and future use of project outputs, the team will engage relevant national institutions and make use of strategic networks to advance opportunities for institutionalization and sharing of capacity-strengthening modules, tools and training materials. In South Asia, an estimated 700,000 rural settlements are at risk of displacement due to the climate crisis. This displacement is estimated to be absorbed by 8,000 urban centres. As floods become increasingly frequent and more severe, there is an urgent need to understand and improve governance of climate-induced displacement in the region. This project will explore the coping mechanisms of displaced populations in Nepal, Bangladesh and India and identify opportunities to enhance community participation in governance of displacement in the region. It will assess resilience of housing eco-systems in communities vulnerable to climate crisis-induced displacement; enhance the capacities of communities at risk and government authorities to identify the vulnerability of climate-displaced families in rehabilitation and relocation plans; and facilitate knowledge exchange among stakeholders. With a focus on vulnerabilities of women and girls in housing solutions during climate-induced displacement, the project offers valuable contributions to gender-inclusive approaches for governance of displacement in the region. The outputs from this project include a unique rapid assessment tool for displacement vulnerability, which can be readily used by communities and government authorities. The research will also develop a model to mitigate vulnerabilities for communities at risk of displacement, including recommendations for risk-resilient housing solutions.
